ROTATIONAL TRANSFER POLICY IN DGQA PROTEST

Sub: Protest the framing of Rotational Transfer Policy (RTP) in respect of non Gazetted And Gazetted Group B officials of DGQA-

We are very much shocked to know the contents of the above reference letter issued by DDP On the subject of Rotational transfer policy in respect of Group ‘B’ Gazetted and Group ‘B’ non-Gazetted employees of DGQA

The subject matter was raised by the staff side in JCM III Level Council of DGQA to review the Rotational Transfer policy of 2011. According to the RTP of 2011. Admin and store came were not under the purview (Group ‘B’) of Rotational transfer, whereas in the present policy these categories drawing RS,4200GP have been included along with JE(QA0,SAAE(QA),JTO SAE(QA) [ie. Group ‘B’ Technical and scientific cadre]

To review the earlier RTP, a subcommittee was constituted in JCM III/DGQA Council and various suggestions have been given by the staff side to improve the Rotational Transfer policy for the betterment of the organisation as well as keeping in mind of the welfare of the employees .But without giving any suggestions as arbitrary decision was taken by DDP, M of D result was not in huge expenditure to Govt exciter but also harassment/disturbance to the families of Group ’B’ Employees of DGQA.

It is a pertinent to mention here that the subject policy has been issued in a crucial moments
When implementation of Vice Admiral Raman Puri Committee recommendations have already been started .As pilot project six Ord Factories have been selected &already 40 individuals have been shifted from DGQA side and joined their concerned Ord. Fys .According to the recommendation of Raman purl committee ,major works(control points and surveillance point activity have been transferred of OFB, As a result of which here will be a drastic work load reduction at DGQA organisation and 40% strength of Gr. ’B’ officials will be transferred to Ord. Fys

When in one side, MOD is going to implement the Raman puri committee recommendation resulting a question of existence of DGQA and on the other side revised rotation transfer policy (recently published) which contradicts the principal activities.

In view of the above, the latest policy may please be kept in abeyance and the entire issue may be discussed with the Federation ,so that our views can also be incorporated in the subject policy please
Against Para-1
As per this policy group B (Non Technical) admin cadre (i.e Administrative officer, office superintendent and PA)and store cadre(i.e senior store superintend, senior Draughtsman) Are under the purview of rotational transfer. These cadres must be excluded from the rotational Transfer.

Against Para -2
It is sorry to say that as per latest policy ,a official comes under the purview of Rotational Transfer after completion of continues maximum tenure of stay at station is7 years where as in the previous policy it was 10 years .In the present turmoil situation of DGQA, reduction of years from10 to 7 years is not at all justified. The Technical & Scientific cadre personal will be rotated from one station to another station on compliance of 10 years service at Non sensitive station and 05 years for sensitive station.

Against Para- 6
A new inhuman clause has been incorporated I this policy as the total cumulative tenure of any official in the same station shall not exceed 12 years resulting the official will never be able to come back to his/her home station. Wherever any Govt. policy is formulated for the benefit of the human being/cadres, this clause defeats the principle/objectives of Govt. So this clause must be deleted from the policy

Against Para-10 (a)
As per this clause official having 2 years of less service for superannuation is exempted from Rotational Transfer. Sir, it is understood that most of the major family requirement [marriage of wards, house building ,look after the aged III health parents etc] are fulfilled by the employees at the fag end of service i.e 5 years prior to retirement .If the individual is transferred at the age of 57-58years to other station then he has to retire from the outstation. So he will not be able to settle the wards marriage etc. So this exemption must be extended upto age of 55 years .Hence, person having less than 05 years service for superannuation as 01st January of the year must be exempted from Rotational Transfer.

Against Para 10(d)
Retention of an official at the station for one year once throughout the entire service carrier has been provided in this policy for the education of the ward. Sir, Govt is providing the admissible privilege(i.e, education allowance & child care Leave for women employees etc)for two children. Suit is justified to extend this retention for maximum two years for children i.e one year for each child.
