7th pay commission minimum wage should be Rs 32,000/-fitment formula should be 4.5 times-Confederation of Central Government Employees and Workers Karnataka State

The Staff Side (JCM) has calculated minimum wage as on 1st Jan 2014 as per the Dr. Aykroyd formula as Rs 26,000/- taking into following prices.

7thpaycommission fitment

The 7th CPC has hinted that the date of effect of the 7th CPC shall be from 1st Jan 2016. In this context the minimum wage and fitment formula, should be as follows.

The increase in prices between 1st Jan 2014 to 1st July 2015 is 18% as the DA as on 1st Jan 2014 was 100% and likely DA as on 1st July 2015 is 118%, In actual terms the retail prices have increased by over 25%. Even considering the 18% hike in prices from 1st Jan 2014 to 1st July 2015 and adding 7 % likely hike in prices for the period 1st July 2015 to Jan 2016 it works out to 25% hike in minimum wage.

Minimum wage calculated by the Staff Side (JCM) using Dr. Aykroyd formula as on 1st Jan 2014 was Rs 26,000/-

Adding 25% hike in prices between 1st Jan 2014 to 1st Jan 2016, the minimum wage should be Rs 32,000/- and accordingly the fitment formula should work out to 4.5 times.

If we calculate the minimum wage as on 1/1/2016 using the Dr. Aykroyd formula taking into account the current retail prices in Bangalore. It works out Rs 27,000/- and fitment formula as 3.85.

Min wage 2016xls-page-001

There are many rumors on the fitment formula and minimum wage, actually the 7th CPC has made only a draft and they will calculate the actual fitment formula and minimum wage only next month taking into the account the prices as on 1st July 2015 and adding weight age for the period 1st July 2015 to Jan 2016 and work out the fitment formula and minimum wage.

If any fitment formula less than 3.85 and minimum wage of Rs 27,000/- it will be denial of right wages for CG employees.

During the 6th CPC the Staff Side (JCM) has calculated minimum wage as on 1st Jan 2006 as per the Dr. Aykroyd formula as Rs 10,000/-, where as the 6th CPC had provide the minimum wage as Rs 7000/- and the 6th CPC had fixed fitment formula of 1.86. Most of the pay commissions have accpeted 70% of the staff side demand. We sincerely hope this 7th Central Pay Commission will also calculate the right wages and fitment formula for the Central Government Employees.

In all pay commissions basic pay gets tripled means 3 times. This time increase will be from 3.3 to 4 times. Minimum pension will be above 15000. Jawan will be biggest beneficiaries. Grade pay will be merged with pay band. MSP will be taken as percentage of basic pay with 30% for jaw and and 15% for officers. Pay parity will reduce from 1:12 to1:10 or less since higher INCOME TAX OF 34% WILL be paid by some but bulk of officers including JCOS will come in INCOME tax net unless Income tax slabs are changed too.

I am SSE/Tele recruited under DAR quota by RRB initially in the pay scale of 6500-10500. After joining, its reality came to the forefront in connection with the dignity of the post i.e it is Gr-C non-gazetted post. In 6th pay commission, all COS, JE/SSE, MCM etc have been kept in same PB-2 scale 9300-34800. Due to same scale, all the above assume himself to exercise the common power irrespective of their post. Suitable mechanism need to adopt for changing the designation in 7th pay commission for those coming from DAR quota by RRB having B.Tech degree so as to differentiate them from promotive one having 8th/matriculation pass certificate.

I an employee in Rubber board, the promotion chances too low (nothing) in some categories. for that categories kindly introduce anew pattern of increase the MACP’s 3 from 5 and strictly for group C employees. and also calculate the fitment for the new pay pattern for c categories 70% of DA, 60% for group B category and 50% for group A categories. If this provide, the difference of pay ( lower to higher) can eliminate in the service and can reduce the internal lazynes.

Now It is from Bottom post to Top post salary so differ minimum 10 to 12 times. It should be 2 to 2.5 times as top post holder. Top post holders, they are get extra facility from the bottom post. Now seem British administration before freedom that time English employee they got huge salary(10 to 12 times) than Indians native employee. Now present time many educated people not get job now should be create new job reduce salary One top post = 15 new post

It is necessary that the gap between lowest paid employees and highest paid employees should be reduced in 7th pay commission which was not adopted in 6th pay commission.

Sir, According to minimum wages calculated above, Rs.1781 being 10% of total is added for housing. Now a days the major portion of expenses is rent. In city like Mumbai and Delhi one has to spend at least 30% to 35% of total salary for house rent. In Rs. 1781 one can not even get a ‘ kholi’ or ‘Jhugi’ forget about a house. In other cities also housing is a big problem. Since, govt. is not able to provide govt. accommodation, house rent should be according to prevailing market rent.

The people in this govt. are adament. They have made many promises before elections for common man but implemented nothing that benifited common man. OROP FOR THE EXSERVICEMEN WILL ALSO BE IMPLEMENTED TOGETHER WITH CPC RECOMMENDATIONS; MODI OR PARIKKAR IS NOT THAT HONEST TO IMPLEMENT THIS YEAR.

THOUGH THE CPC MAY SUBMIT THEIR RECOMMENDATIONS IN SEPTEMBER 2015 AND EFFECTIVE FROM 1-1-2016 IT WILL BE ACCEPTED AND SANCTIONED IN MAY 2016 OR A LITTLE AFTER BY THE MODI GOVT.

THE 7TH CPC IS A SPECIAL ONE, FAR DIFFERENT FROM ALL THE EARLIER CPCs. THE CGEs AND PENSIONERS WILL REALIZE A NEW ERA OF JUSTICE IN THEIR SERVICE AND LIFE.
