 SUBJECT:-   MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE
CENTRAL GOVERNMENT CIVILIAN EMPLOYEES.

The Sixth Central Pay Commission in Para 6.1.15of its report, has recommended the Modified Assured Career Progression Scheme(MACPS). As per the recommendations, financial upgradation will be available in the next higher grade pay whenever an employee has completed 12 years continuous service in the same grade. However, not more than two financial upgradations shall be given in the entire career, as was provided in the previous Scheme. The Scheme will also be available to all posts belonging to Group “A” whether isolated or not. However, organised Group “A” services will not be covered under the Scheme

.

2. The Government has considered the recommendations of the Sixth Central Pay Commission for the introduction of a MACPS and has accepted the same with further modification to grant three financial upgradations under the MACPS at intervals of 10,20 and 30 years of continuous regular service.

3. The Scheme would be known as “MODIFIED ASSURED CAREER PROGRESSION. SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES. This Scheme is in supersession of previous ACP Scheme and clarifications issued there under and shall be applicable to all regularly appointed Group “A”, “B”, and “C” Central Government Civilian Employees except officers of the Organised Group “A” Service. The status of Group “0” employees would cease on their completion of prescribed training, as recommended by the Sixth Central Pay Commission and would be treated as Group “C” employees. Casual employees, including those granted ‘temporary status’ and employees appointed in the Government only on ad-hoc or contract basis, shall not qualify for benefits under the aforesaid Scheme. The details of the MACP Scheme and conditions for grant of the financial upgradation under the Scheme are given in
Annexure-l.

4. A Screening Committee shall be constituted in each Department to consider the case for grant of financial upgradations uhder the MACP Scheme. The Screening Committee shall consist of a Chairperson and two members. The members of the Committee shall comprise officers holding posts which are at least one level above the grade in which the MACP is to be considered and not below the rank of Under Secretary-equivalent in the Government. The Chairperson should generally be a grade above the members of the Committee.

5. The recommendations of the Screening Committee shall be placed before the Secretary in cases where the Committee is constituted in the ministry department or before the Head of the organisation/competent authority in other cases for approval.

6. ln order to prevent undue strain on the administrative machinery, the Screening Committee shall follow a time-schedule and meet twice in a financial year – preferably in the first week of January and first week of July of a year for advance processing of the cases maturing in that half. Accordingly, cases maturing during the first-half (April- September) of a particular financial year shall be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year shall process the cases that would be maturing during the second-half (October-March) of the same financial year.

7. However, to make the MACP Scheme operational, the Cadre Controlling Authorities shall constitute the first Screening Committee within a month from the date of issue of these instructions to consider the cases maturing upto 30th June, 2009 for grant of benefits under the MACPS.

8. ln so far as persons serving in The Indian Audit and Accounts Departments are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

9. Any interpretation/clarification of doubt as to the scope and meaning of the provisions of the MACP Scheme shall be given by the Department of Personnel and Training (Establishment-D). The scheme would be operational w.e.f. 01.09.2008. ln other words, financial upgradations as per the provisions of the earlier ACP Scheme (of August, 1999) would be granted till 31.08.2008.

10. No stepping up of pay in the pay band or grade pay would be admissible with. regard to junior getting more pay than the senior on account of pay fixation under MACP Scheme.

11. It is clarified that no past cases would be re-opened. Further, while implementing the MACP Scheme, the differences in pay scales on account of grant of financial upgradation under the old ACP Scheme (of August 1999) and under the MACP Scheme within the same cadre shall not be construed as an anomaly.

SUBJECT:- MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES – CLARIFICATIONS REGARDING.

Reference is invited to the Department of Personnel and Training (D0PT)’s Office Memorandum of even number dated the 19th May, 2009 regarding the Modified Assured Career Progression Scheme (MACPS). Consequent upon the implementation of Sixth Pay Commissions recommendations, the four pre-revised Group ‘D’ pay scales viz., Rs.2550- 3200, Rs.2610-3540, Rs.2610-4000 and Rs.2650-4000 have been upgraded and replaced by the revised pay structure of grade pay of Rs.1800 in the payband PB-1. As per the recommendations of Sixth CPC, Government.sewants in these four pre-revised Group ‘D’ scales have been granted the Group ‘C’ revised pay structure of grade pay of Rs.1800 in the pay band PB-1. It has been decided on the analogy of point-5 of Annexure-l of MACPS dated 19.05.2009 that promotions earned or upgradations granted under ACP Scheme of August,-1999 in the past to the four pay scales mentioned above,  which now carry the grade pay of Rs.1800/- shall be ignored for the purpose of MACPS. However, promotions/financial upgradations earned by existing Group ‘D’ employees to grade pay of Rs.1900 (pre-revised scale of Rs.3050- 75-3590-80-4590) shall be counted for the purpose of MACPS.

    i am lab assitant sir, i have joined on 28th june 2012, now i have am completing 10 years next year on 28th jun 2022 my increment in july 2021 will be 33300, so how would i calucalte my macp and what will be the new modified pay scale. please explain.

      If you’re not getting promotion before 28-6-22 with 2 increments on 1-7-22 as 35,300 in MATRIX LEVEL 4 & from 1-7-23 as 35,900 in MATRIX LEVEL 5 onwards.

    I have joined as ldc on 05.06.2000, got 1st Maco on 05.06.2010. Now on 01.04.2020 I got promoted to UDC in level 4, subsequently on 05.06.2020 I got 2nd MACP in Level 5. What will the fixation process and date of next increment.

      If you’re promoted on 1-4-20 you will not get 2nd MACP on 5-6-20. Anyhow you will get 2increments from 1-7-20 in MATRIX LEVEL 4 & DNI on 1-7-21 in MATRIX LEVEL 5. What is your basic pay on 1-4-20? on the basis of this only your pay fixation will be decided as in stage basic pay.

    Sir.
    Good morning .
    I have got good bench mark from initiating authority during 2017-18.
    But from but my previous all bench were outstanding and very good.
    Reviewing Authority gives me 6.4 as bench mark and pension out on 28 th feb 2018 .
    Initiating authority was colonel and reviewing Authority was Executive engineer in April 2018 initiating authority down my bench mark to 5.4 without any adverse remark why one number is deducted.
    Request for suitable replyy as erroneously I have signed receipt by mistake by 6.4 .
    I was eligible for 3rd macp in 2019.

    I joined as Postal Assistant on 01.11.1980. Thru LDCE exam I came out as UDC SBCO and joined in 3/1983. Consequent on giving promotion to one LDC as TBOP I was also given TBOP since I am direct recruit w.e.d.1.8.91. Again I came out successful in Inspectors exam thru LDCE and joined as Inspector on 27-10-1992 (GP 4200). Then become Asst Supdt and joined in 7/2004 (GP4600). Got my MACP from 5.11.201 (GP 4800). Subsequently SBCO cadre merged to Postal Assistant by DOP.
    As per the latest MACP orders my MACP is revised as follows:

    MACP II w.e.f.1-09-2008 with GP 4800 and followed by GP 5400 from the date of my MACP III w.e.f.5.11.1980. While implementation now DAP says that it is not eligible on the following grounds:

    TBOP in SBCO, ASP are taken as two promotions, hence I am not eligible for 2 MACP w.e.f. 01-09-2008. But as per Para 5 of the first OM issued on MACP ” all promotions/upgradations gained prior to 01-01-2006 are to be ignored while giving MACPs. Further the cadre of UDC SBCO is not in existence and my contention is it should be ignored and ASP also since I got it prior to 01-01-2006. Please clarify with relevant rulings if any. Now I am retired on 31-08-2018.

      Check up your promotion of pay scales of the 5th CPC given promotion on that date and given Grade Pay of the 6th CPC from 1-1-2006 it may be in in the same table. Also you may note that MACP scheme was started for civilian employees only from 1-9-2008, previously it is as ACP given addition increment on completion of 12/24 years without any promotion they may be consisted for that Rule before 31-12-2005. For information only 3 upgradation/ACP/MACP pay fixation of basic pay in total service from 1-1-2006.

    I Joined as Assistant on 22.11.2004 inn scale of 5500-9000 (per-revised) in an Autonomous Body under administrative control of Ministry of Commerce. Subsequently, I got a promotion as Senior Assistant on 8.03.2010 in Pay Level of 9300-34800 (with GP 4600). On 27.09.2010, through LDT, i got promoted gain as Section Officer in 9300-34800 (with GP 4600). W.e.f. 04.08.2020, after implementation of new RRs, scale of Section Officer has been revised from 9300-34800 (GP 4600) to 9300-34800 (with GP 4800).

    As my MACP was due on 27.09.2020 (on completion of 10 years as Section Officer), i have been given only one increment in same pay band and grade pay. Whether, it is correct or I should be given next scale in next pay band and GP of 5400.

      You have joined in the 5th CPC. As you mentioned scale it was revised scale in 6th CPC from 2006 so you have joined in lower scale 4500-7000 in 5th CPC. As per this your 3rd upgradations basic pay & GP 4800 is correct. (i.e. equal : 2800 to 4200, 4200to 4600 & 4600to 4800)

    Sir,
    I am a central Govt employee and joined on 07/04/200 in Scale 5000-150-8000 and promoted after assessment on 01/09/2007 in the scale 5500-175-9000. Due to six cpc, from 1.1.2006, both scale 5000 and 5500 have merged to 9300-34500, Gd pay 4200. So, from which date, Should I get Grade pay of 4600? From 1.9.2007 (date of promotion) or 7.4.2010 (MACP in 4600 on completion of 10 years). Please clarify.

      This is to inform you that both of old scale(5000/5500) are given GP 4200 (PB2 9300-34000) in the 6th CPC from 1-1-2006 to 31-12-2015 so in this period of your promotion/MACP does not are of GP 4600.

      Further you may note that the pay scale 6500-10500 was revised 4200 to 4600 from 1-1-2016 as MATRIX LEVEL 7 stage of basic pay. In view of your 2nd MACP on completion of 20.years as per the 7th CPC with the option of JANUARY increment rule you are eligible of your basic pay as on 1-7-17 in next stage iMATRIX LEVEL 6 &_next located stage basic pay change in MATRIX LEVEL 7 (GP 4600) From 1-1-2018 only.

    My date of birth is 06.03.1964. I got my second MACP on 14.05.2014 & I am due for superannuation on 31.03.2024. In the above circumstances, am I eligible for grant of 3rd MACP as my service is short by 45 days. Please clarify the same.

      MACP will be given if you have not promoted between that 10 years. It seems you got y apartment in 30years with the exception of age in appointment or 2nd job. Pray before retirement for promotion.

    i joined as UDC on 06-05-1996. i got 1st promotion on 01-05-2002 and 2nd promotion on 31.12.2002 in the same year. please tell me what MACP am i suppose to get and with effect from which date? should i be getting 3rd MACP with effect from 31.12.2012 since i had completed 10 years in the same grade?

      Since you got two promotions now you’re eligible on completion of 30th year as 3rd MACP from the option increment JANUARY 2017 & DNI on 1-1-2018 in next Matrix Level. (so with the increment of July, 2016 beneficial basic pay)

      YES. As only two promotions were granted earlier, you will be eligible for 3rd MACP on 31.12.2012 as you had completed 10 years in the same GP without any promotion.

    if a person joined in december 1989 and granted acp on 2001 after that regular promotion got in 2007 again 2nd macp got on 2009 after that he got promotion in november 2019 but refuse than he again got promotion in july 2020 and he joined but at that time he has completed 30 years of service but authority has not given 3 rd macp whether he is eligible for 3rd macp and when.

      No. He got 3 upgradations of basic pay in service. Only designation changes higher no monetary benefits.

      Correct. You got 1 ACP in 2001 , Promotion on 2007 and Promotion on 2019, so you got 3 upgradations of basic pay in service. In service there is only 3 upgradations of basic pay as Promotion/ACP/MACP in 10/20/30 year respectively.

      In the entire service of 30 years, the employee got three higher grades. First one is ACP in 2001, Second one is regular promotion in 2007 and third one is regular promotion in 2019. Therefore no further Financial upgradation will be given.

    Sir/Madam,
    As per O.M. No. 35034/3/2015-Estt(D) daed 22/10/2019 isssued by the Ministry of Personnel, bench mark for MACP is ‘”Very Good’ after the year 2016-17.

    In case a person having ‘Very Good’ for 2018-19,2019-20 and ‘Good’ for 2016-17, is there any chance that MACP can be given to him.

    As per earlier practise, the Reviewing authority were giving only ‘ GOOD’ to all employees.

    Please suggest the solution.

    Is governemt is deciding on changing the benchmark again to ‘GOOD’. If not, then, ‘Good’ benchmark is equivalent to ‘NO-USE’ benchmark.

      ‘GOOD’ grading obtained by the employee prior to 25.07.2016 should be treated as ‘VERY GOOD’. (RBE 86/2019)

    I was promoted to erstwhile grade of Rs.425 – 640 on 31.8.1991 and i passed LDCE examination for the post of commercial apprentice. I was under training for commercial apprentice on the same grade from 03.10.2000 to 02.10.2002 and after training i was posted in grade 5500 – 9000 on 31.10.2002. Meanwhile the both 5000 – 8000 grades were merged on the outcome of V CPC recommendations and my grade pay remained as Rs.4200/- I got my grade pay Rs.4600/- from 01.9.2008 under MACPS. As per the extant instructions, i can be treated as new recruit in grade pay Rs.4200 and from this i had to be given financial upgradation. Shall i eligible for grade pay Rs.4800/-

      You are eligible for GP 4800/- (Level-8) on completion of ten years of service in GP 4600/- (Level -7).

    I have joined as an LDC during 1976 under UT Admn.of A&N Islands. I have been promoted to the post OF UDC in 1989 and as HEAD Clerk on 2002 respectively and my pay in the scale of Rs.5000-8000 with GP Rs.4200/. In 2008 I was on Deputation to another Central Govt. Deptt. during that period I have been granted MACP under GP Rs.4600/-. Consequent on my promotion the post of Superintent and ASSt Director no increment has been sanctioned. Now I am retired. Sir, Can I get any increment on the Promotion of Gruop B post. Pl reply

    I want to know the ruling regarding MACP Promotion as under:
    IF any Postman in department of post appoint in direct recruitment and then after he appointed as Postal Assistant after successfully clear Departmental Examination.
    now my question is that the departmental examination should be traeted as Pramotion in MACP or not
    kindly guide and provide Ruling copy if any available.

      MACP scheme is to ensure progression of an employee to three higher grades in 30 years of service. Progression to higher grades include ‘Regular Promotion’ as well as ‘Financial Upgradation’. Accordingly the promotion given to the employee after passing departmental examination is counted as one of the progressions to higher grades.

      Please check up from the concerned authorities of your organization whether MACP scheme is extended to your department. If so, you can first make representation to your department and thereafter you can approach State Administrative Tribunal.

    An Ldc On Appointment In The Year 1985 Was Promoted To Auditor/Accountant In The Year 1988 After Qualifying Departmental Exam And Then Again On Seniority Basis Was Promoted To Sr. Accountant In The Year 1993. After Implementation Of Macp The Official Was Given The Benefit Of First Macp In The Year 01/09/2008. Is The Official Entitled For One More Macp After Ten Years I.E., Either In The Year 2013 Or 2018 . Kindly Reply As Per Rules.

      It seems you got 3 pay fixation in service as 1988,1993 & 2008 so your 3 degradation were completed, so up to retirement no other pay fixation as per the 7th CPC RULES..

      As you got first promotion in 1985, Second promotion in 1993 and Financial Upgradation in 2008, you are not eligible for any more Financial upgradation further.

    Sir,
    I have joined as an LDC in Army on 16 Jan 1999 and got MACP-I w.e.f. 16 Jan 09. and later I have transferred to another department (Navy) w.e.f. 10 Oct 2011. in the same grade with GP Rs 2000/-. The pay has not refixed on joining at new org and I thought the pay may be the same after allowing 1st MACP at the new unit w.e.f. 10 Oct 2011. On 16 Jan 2019, 2nd MACP has granted and sent for fixation benefit the CDA concerned objected the same stating that as per para 24 of MACP order, an employee transferred to another organization is entitled only 2nd and 3rd MACP. ie fixation of pay to be carried out in the level 3 only.
    Please advise whether an employee is eligible for 1st MACP after considering the previous service in the new unit on 10 Oct 2011.

    I joined cpwd as stenographer GD.Iii in Feb 1983. No promotion was granted but in 1999 Ist ACP was granted. 2nd ACP was due after 24yrs of service in Feb 2006 but not granted due to merging of scales and thus MACP granted on 1/09/2009 after a lapse of 3 and a half yrs. My question is : am I not eligible for 2nd ACP. No promotion was granted in fact I got promoted in 2012 as Gd. I stenographer.

      This is to inform you that no body was given 2nd ACP of completion of 24 years without any promotion because MACP scheme was started from 1/9/2008 of those who have not got promotion of 10/20/30 years. ACP was started in 1999 counts from that year not your appointment year. 1) You got 1st ACP. 2) 2nd MACP of completion of 20 years without any promotion. 3) After that you might have been granted promotion from your Stenographer Gr.II, as your Grade Pay may be changed. 4) You have been promoted in Gr.I but for that your GP has not changed because you already got 3 basic pay upgradation/promotions. Up to retirement you will get increments in Matrix Level, now you are in that level.

      You were elevated to first higher grade in 1991 and to second higher grade in 2012. Now you are eligible for third elevation to next higher grade in 2013 on completion of 30 years of service from the date of your appointment.

      Since you got Promotion in 6/96 you are not eligible for 1st ACP, after that 2nd MACP on completion of 20 years the scheme started from 1/9/2008 & on completion of 30th years as on 30/6/2018 as 3rd MACP should be given. Check up your bench mark should VERY GOOD BENCH MARK & also your total service 3 (Promotions) pay fixation have been done. ACP is given those who are not got any promotions of 12 years they will be given & MACP is those who are not got any promotions of each 10 years as MACP from 1/9/2008.

      Check up in 1999 (ACP started those who are not got first Promotion on basis of 12 years if you got first Promotion on 1997), you might have been given additional increment as 2nd ACP as on completion of 24 years without getting 2nd Promotion or in fixation of 6th CPC from 1.1.2006 as 2nd Grade pay & 3rd GP as on 2007.(Promotion) In view of this you got 3 upgradrations of basic pay so are not eligible for 3rd MACP on completion of 30 years as 1/9/2008 from the scheme started. Also check from the joining post 3 stages of GPs given to as on 1/9/2008. Further this is to inform you that from the 6th CPC Pension rules changed as 50% of last basic pay as full Pension instead of completion of minimum 33years in 5th CPC for all the employees.

      As per the 7th CPC your basic pay will be upgraded in 3rd MACP on completion of 30th year of service after 1/9/28 on completion of 30 years from the scheme started. In the Promotions designations changes of vacant post/retirement post & no monitory benefits.

    I joined the department as a preventive of fficer on 21st February 1992 and got promoted in the grade of supdt on 23rd September 2002. I was placed in the grade pay of Rs. 5400/- wef sept 2006. I was retired from service on superannuation wef 30th 2016 with out any promotion/any financial up gradation. In this connection I request you to clarification whether iam Eligible for macp after competion of 10 years from the date of my last promotion I. E 23rd September 2002.

      Yes sir you are eligible. Since you have completed only 24 years of service you will get two financial upgradation. One you have got while promotion and other you should get as macp in 2012 in gp 6600/-. The upgradation from 4800 to 5400 will not be treated as upgradation as that is non functional.

        This is to inform both of you that MACP Scheme was started from 1/9/2008 those who are not promoted within 10 years they have given upgradrations as MACP. As per the scheme started he is eligible completion of 20th years on 1/9/2018 not in service of 24 years from joining duty.

    I joined Central University in the pay scale of Rs.4000-6000 on 01.10.1996. Again, after technical resignation, I joined present department in the same scale on 18.8.1997. I got 1st MACP w.e.f. 1.9.2008 as per MACP order dtd. 19.5.2009.i.e. after 11 years 11 months. Neither I had got ACP after 12 years of regular service i.e. from 1.10.2008 nor I got MACP after 10 years of service w.e.f. 1.10.2006 and thereby I faced loss financial for 1 year 11 months. Not only that, if I had got 1st ACP w.e.f. 1.10.2008, my pay would be fixed at Rs.5500/- to 8000/- and 2nd MACP at corresponding Grade pay of Rs.4600/- w.e.f. 1,10.2016.
    Recently, I had seen in the DoPT website ( DOPT>Home>Employees Corner>FAQ at Sl. No. 32) in the downloaded FAQ at Sl. No. 12 ( point of doubt) as follows:- “Whether the cases of grant of financial upgradation allowed under the ACPS between 01.09.2008 and
    19.05.2009, the date of
    issue of the Scheme are
    be reviewed?
    In the Clarification column, it is mentioned -: “Yes. Since the benefits of ACPs have been discontinued w.e.f. 01.09.2008, the cases settled between 01.09.2008 and 19.05.2009, IN TERMS OF PREVIOUS ACP SCHEME SHALL BE REVIEWED.”
    Now, my question are :-
    i) whether I am eligible to get 1st ACP as on 01.10.2008 as I have completed 12 years of service w.e.f. 1.10.1996?
    ii) How, financial loss caused to me from 1.10.2006( i.e. after completion 10 years of service).to 31.8.2008 is to be compensated?
    iii) Whether granting MACP after 11 years 11 months is against letter and spirit of DoPT OM wherein it is mentioned that MACP will be awarded after completion 10 years of regular service?

      Wait for some time Army/Defence/Navy has got the MACP from 1/1/2006 so you will be benefited from 18/8/2007 as Ist MACP & 2nd MACP from 18/8/2017 with the terms of “VERY GOOD BENCH MARK”. Before that with the above terms now you will get 2nd MACP on 1/9/2018 as next matrix level changes. If ACP count next upgradations only on 24th years not 20 years so that it was abolished in 6th CPC and given whose who are not got, they may get upgradations of every 10 years.In the 7th CPC ( no pay scales) no promotion benefits only by MACP as next matrix level changes.

      If you have not got 3rd monitory benefits of promotions as on 1/09/2008 you will be upgraded as 3rd MACP as monitory benefits, on completion of 30 years. Otherwise it will be designated changes as further promotions only.

    I have joined in Central Govt as LDC on 4.6.1984 and was promoted to the cadre of UDC, Tax Assistant between 1987 and 1988. I have been promoted as Inspector on 24.4.1994. I was promoted as Superintendent on 1.7.2014. Under 6th Pay the cadre UDC/Tax Assistant were merged into one cadre.

    Now my querry is that whetherr I am entitled for 3rd MACP that of the promotion to the cadre of Supdt with effect from 1.9.2008 or not

    I was appointed as clerk on 1.8.78 260-400. I was promoted to the post of Auditor in the scale of 330-560 w.e.f 28.03.1983. I was further promoted as Sr Accountant in the scale of 425-700 w,e,f 1.4.87. Consequently I was further promoted as Section Officer w.e f. 1.2.91 in the scale of 500-900 (Revised 1640-2900) and to the post of Asst Accounts Officer w e f 8.11.96 (2000-3500) and to the post of Accounts Officer w.e.f. 1.1.2008 in the scale of (2375-3500) and to the post of Sr Accounts Officer w e f 1.1.2010 in the scale of (15600-39100). I would like to know whether I am eligible for upgradation under MACP in the context of the orders issued by the Govt that the post of Section Officer and Asst Accounts Officer shall be taken as a single cadre as entry grade for further upgradation under MACP.

    I joined service on 23.01.89 as LDC.
    I did not accept my promotion to the post of UDC as I was posted outside Bangalore . I got my I ACP in Jan 2005 as in that year even after my debar period, I was not offered promotion. Now in MACP scheme I will not get II MACP as the conditions are not the same as in ACP . I am still drawing GP of RS
    2400/- and probably retire in 2400._. Can somebody please clarify whether the same conditions apply so we will be eligible for II MACP as there is always a delay of some days/months between the debar period and offer of promotion. There are several similar cases in our dept of I & B.

    date of Appointment : 17.7.1996
    got Personal- July 2001 (after completion of 5 years in same post)- payscale 5500-9000
    Sixth pay commission- 27.1.2010- 9300-34800 + 4200/-
    MACP ( written as Second MACP instead of First)- 16.7.2001 i.e. after 15 years of service instead of 10 years- grade pay 4600/-
    now I have completed 20 yrs of service in July 2016.

    I am not a Post graduate. so confirm that is it beneficial to do Masters now to avail ACP benefits.

    I was appointed TGT (GP 4600) on sep 1, 2006 in a school which follow Central Government norms. Then i was promoted to PGT(GP 4800) in the same school in April 2015 with a fresh appointment letter on probation with new conditions stating that your TGT( previous appoint) is intact and in case you are found unfit on this new post you will be reverted back to previous appointment which is TGT. I have completed 10 years on 1 sept 2016 in the service.Now i want to revert back to TGT because the new term and conditions do not suite me. Am i entile to MACP or not? Give reasons and rules according to 7th pay commission.

    I have joined as Dental Mechanic In a up government medical college etawah on 20.7.2005 my gp was rs 2400 which was upgraded by up government anomalies committee to rs 4200 .As it was a anomaly in pay of 6th cpc. Now this medical college follow the rules of central government (now it is a medical university) Now can u please tell me whether I m suppose to get macp or not on completion of 10 yrs of regular service

      I have joined in Southco (Elect.dept.) as Clerk-B in the year -2010. On 2017 Our cadre has merged (restructured) ( Clerk-B-2500gp & Clerk A-2800gp ) and redesignated OAG-III, So In this case we are eligible for MACP on 2020 ? or 2027.

    i was working as a Electrician in a deemed University since may 1989 in the pay Scale of Rs.4000-6000.
    1st ACP is received after completed of 12 years (may 2001) in the Pay bend 5200-20200 G P 2800
    2nd Financial upgradetion under MACP received after completed 20 years regular service may 2009 in the pay bend 9300-34800 GP 4200
    Now i am appointed as a Junior Engineer Electrical since 28 September 2015 in same pay bend & GP with out any increment & pay fixation i am receiving same pay sir, please tell me that i am received 3rd Financial upgradetion after completed 30 years i e may 2019. because i am completed 10 years regular service in the same pay band & Grade Pay but my designation is changed.

    Granted Ist MACP on 24.03.2010 – Grade pay Rs.2800/-
    got Ist promotion on 25.08.2013 – Grade pay Rs. 2800/-
    (found NOT FIT for Ist ACP on completion of 12 year service wef. 09.08.1999 & 01.09.2008 due to not fulfilling term & conditions of PCC/Medical category SHAPE-I and below bench mark respectively up to 2009.

    I had been joined as Auditor in the pay scale 1200-2050 on 11.11.1988 in central Govt. I had been got promotion in the post of Sr.Auditor on 01.01.1993. Their after 6th pay, I was got 2nd MACP GP 4200 to 4600 on 01.09.2008. But GP 4600 is not my promotion hierarchy. My pay was 21340 +4600(GP) +280(Special pay for awaiting for promotion in Group B officer. ) w.e.t from 01.07.2015. My have been revised in 7th cpc w.e.t from 01.01.2016 Rs. 6800 +280 in GP 4600 Level 15..I have been promoted on 2nd May’2016 in GP 4800 for the poat Assistant Audit Officer. In this connection please inform me after promotion how much my pay will fix & when will be next DOI. NOTE :- Manuel of Staining Order of CAG vied rule 10.9 the special pay for awaiting for promotion will be count for fixation of at time of promotion.

    I got promotion and joined as an Income tax Inspector only on 28-09-2008. But based on or by the virtue of some court case [N. R. Parmar Supreme Court case], my seniority as Income-tax Inspector got raised to the year 2006-07 though I did not get any financial benefit of pay fixation from the year 2006-07. So for my next regular promotion as ITO, my seniority will be counted from the year 2006-07. Now, my question is that, whether I am entitled for MACP during the year 2016-17. If so, from which date and year.

    I was appointed as Temporary LDC(in lieu of combatants) in 1986 in a Defence Est, I am completing 30 yrs of service in Sep 2016 without any regular promotion, I got 1st ACP after completion of 12 yrs in 1998 and 2nd MACP after completion of 10 yrs of 1st ACP in 2008 with grade pay of 2800/-. Now I due for 3rd MACP wef Sep 16. Pls intimate how much grade pay i will get and whether the above promotions given are correct or not.

    I was appointed as LDC on 20/10/1987 in the scale of pay Rs.950/-. Then I promoted on 7/6/1994 as UDC in pay scale 4000-100-6000 . Now after six pay commission I take 14190+2800 from 1.1.16 . If I get ACP in 2011 from 20/10/2011 (after completing 24 year service) I got more benefits. Because of six pay commission.

    I Arup kr Mukhopadhyay.working as potal assistant.My 2 nd macp had been due during 02/2012.But Macp 2 not given to me still today.I recently lodhged a complaint at cpgram.From local admn I learned that as one criminal case bearing spl court case no 154/2010.in connection of Ps case no 340/2007 dtd 09.09.2007.,one depositor lidged a complaint to ps instaed of departmen,And the police authourity issued chagesheet no 506/2010 which is running ib a court ,my macp 2 not given.But sir macp us not a promotion and still today no discipkinary/penalty case is peding against me in Dop then why it is followed through promotion rule?I will be grateful if guide me.The said case is compketely outside of the department.

    I joined in 1990 as hindi translator in the pay scale of 1400 -40-1800 e b 50-2300. as per 5th pay commissions recommendations my pay fixed in the pay sacle of 5000-8000. after 12 years I have granded ACP and my pay scale fixed 5500-9000 . As per the 6th pay commissions recommendations my pay scale fixed 9300 -34800 in the grade pay of 4200. After the implementation of MACP under 1st financial upgradation my grade pay is fixed as 4600 from 1.9.2008 . In this rule it is clearly mentioned that the pre revised pay scales RS 5000-9000 &5500-9000 have merged and placed in PB-2 with grade pay of 4200 w.e.f. 1.1.2006 .
    In this connection , it is requested to clarify that I may be granded 4600 grade pay from 1.1.2006 or 1.8.208

    I was enrolled as Const. General duty on 17-08-1992 and I got my ACP as per norms, i.e (Rs. 2400/- Grade Pay) But till completion of my 19 years 08 months I have not geeting any promotions . So, I appeared competitive exam and qualified as HC(Ministerial) w.e.f. 14 April 2012 (same grade pay as Rs. 2400/-) on regulars service. But after completion of my 20 years regular service, Competent authority says I have not eligible to get MACP. Kindly reply whether am eligible to get MACP

    We both joined as constable in para military, my colleague got promotion time to time now he is asi n getting 2800 gp, I got macp my gp is also 2800 , but there is deference of 350 in basic pay. I represent for refixation but authority turn down the case with the remarks that:
    pay on granting financial upgradatation under macp can b considered only at par with his junior drawn more pay and they belongs to same cadre and in same seniority. Hence, refixation of pay at par with as I does not arise.
    Please guide me if there is any rule to get equal pay with asi.

    Sir, I was appointed in 2000 as LDC with basic pay Rs.3050/- and in 2005 out Institute advt for the post of Medical Record Tech in the scale of 4000-100 among the LDC. I applied this and I got MRT. I completed 10 years of service in the year 2010, I am due for 1st TBP but administration grant 1st TBP on year 2015 with grade pay of Rs 2800/- calculating the service of MRT and they are not considered my joining the service in the cadre of LDC
    One of my senior of appointed as LDC 1988 and he also became MRT in 1996 and he got 2nd TBP in the year 2008 with grade pay of 4200 /- with in completing of 20 year of service and also they got 3rd TBP recently, why so much difference between my senior and me please clarify

    I joined the LDC 1st march 2000 in the scale of Rs.3050/ 75- , In 2005 I was appointed as Medical Record Technician (06/05/2005 the post was advt by institute to fillup among the LDC’s) in the scale of 4000-100. In 2015 I got 1st TBP for that grade pay 2800 which was wrongly fixed instead of 2010
    One of my senior appointed same cadre 1988 as LDC, he became MRT in the year 1996 and 2008 he got 2nd TBP for that grade pay 4200

    2. I was given lst acp 4000-6000 in 09 aug 99.(after 17 yrs)

    3. I was given 2nd acp 5000-8000 in 03 aug 2006.(after 24 yrs)
    2nd acp scale 5000-8000 revised 9300-34800+GP4200 by 6CPC.

    Now, I am due for 3rd macp scale +GP4600 after the completition of 30yrs, which will not be given to me

    I was appointed as an LDC on 26. 09. 1995.
    I got ACP after 12 years of service that is w. e. f. 26. 09. 2007.
    Subsequently I got my 1st promotion as UDC in the pay scale of 4000-6000 from 29. 05. 2008.
    After that this pay scale was revised as per 6th pay commmission and my pay was fixed in the grade pay of 2400.
    Then I got NFSG scale of 4200 w. e. f. 01. 07. 2015.
    Subsequently I am due for my 2nd MACP as I have completed 20 years of service on 26. 09. 2015.
    Now my question is Shall I get Grade Pay 4600 on my 2nd MACP

Now I will put up 30 years of service in the Department on 16/04/2016 .When my third ACP will be granted according to 6th CPC?

    s.periyasamy, sir, I joined dept of posts on 25.7.1968 as postal assistant and and given one promotion under TBOP scheme on completion of 16 years of service and given 2nd promotion on completion of 26 years of service from 1.1.95 and retired on 30.4.2006 on completion of 37 years of service. As I retired from 1.1.2006 to 31.8.2008 3rd MACP was not given. As 6th pay commission was given effect from 1.1.2006 3rd promotion has to be given as this will effect my pension.

    Sir, I was drawing basic pay of Rs. 8120 + 2400 grade pay- (in PB-I) on 31 Aug 2008. I was granted IInd upgradation under MACP scheme w.e.f 01 Sep 2009 by my dept(Indian Coast Guard). Meanwhile after a gap of 1 1/2 months I was promoted to the next higher rank on 18 Oct 2009 (in grade pay 2800). Please clarify that shall I be eligible to get benefit of MACP and what will be total benefit.

    i was appointed on 19.5.1981 . I got two ACPs on 9.8.99 and 19.5.2005 on completion of 12 / 24 years of regular service. I retired on 31.7.2007. the pay scale of my post was upgraded in PB-1 with GP of Rs .2000/- on implementation of CCS (RP) Rules, 2008 from Rs. 2750-4400 (pre-revised) . I want to know whether my pay will be fixed in GP of Rs. 2400/- and PG of Rs. 2800/- on 1.1.2006 under the terms of condition 5 of MACP Scheme as the CCS (RP) Rules are effective from 1.1.2006.

    I was appointed as group ” Category” in the year 1972.
    Then I was got promotion from Group “C” as per seniority.
    In the year 1987 I selected as an intermediate apprentice through a writer, and interview. I took charge as JE:- II in the year 1991. In the year I got promoted as Section Engineer through up gradetion which post marge senior section engineer in the grade pay Rs. 4600/-.in the year 2002. But no MACP was not given to till my retired from my service August 2013. Please reply me whether it is correct or not.

    My date of joining in 10/8/81 and for 3rd MACP eligible on 10/8/2011. A penalty imposed me from 7/8/12 to 6/8/15. During the period of 2011 the IO proceedings were going on, Can I am entitled for 3rd MACP from 10/8/11.

    Sir,

    I was appointed as a Physical Education teacher as on July 30th, 1985 ; with the pay scale of 440-750.
    I got senior scale (1640-2900) after 12 years of completion. then i got promoted to P.G.T. Physical education with the same scale as on Nov 4th, 2004.
    After that i got my second MACP as on Sep 1st, 2008 with PB-2 GB-5400.
    Further i promoted as Physical Supervisor as on Feb 1st, 2014 with PB-3 GB-5400 with no increment in my salary.
    Also, as on July 30th, 2015 i have completed my 30 years of service.So, my query is whether i’ll get GB-6600 in third MACP or not.

    I Shri Ashok Kumar Dey join as a LDC on 10 Apr 1987. I got 1st MACP & 2nd MACP and now I got 2800/- grade pay. My 3rd MACP is due on 10 Apr 2017. On that day I will got GP 4200/- but now grade pay is abolished. What benefit will be get by me . Please let me know.

    Sir, I was appointed by Open Interview as Computer Operator on 28-09-1988 with Basic 1400 in scale 1400-2300.

    Then I was appointed by Open Interview as Computer Programmer on 16-12-1995 with Basic 2000 in scale 2000-60-EB-75-3200 and in the same date a Senior Computer Programmer was appointed with Basic 2200 in scale of 2200-75-2800-100-4000.

    In 5th cpc I was fixed in scale of 6500-200-10500 and Senior in scale of 8000-275-13500.

    In 6th cpc I was fixed in GP of 4600 and Senior in GP of 5400

    I got ACP in 2007 also, but I opted MACP later on

    Question 1 : I got MACP on 1-9-2008, my question is what GP I Should get on MACP 4800 or 5400.

    As per Govt. O.M. No. 35034/3/2008 Dt. 9-09-10 which clarifies that if ACP has been granted between 1-1-2006 to 31-08-2008 and a Staff member is in 6500-10500 scale he should be placed in PB-3 with Grade Pay of Rs. 6600.

    Question 2 : Above OM is applicable in my case or not.

    i am an ex-serviceman doing 8 years and joined as auditor in DAD through SSC on 25.08.1987 after the gap of 2 years. My army service was counted and i deposit the gratuity with interest But i have not received any benefit of my former service in ACP/MACP because my department said that your service is not regular as there is 2 year gap. Please guide me next course of action.

    I joined in SSB Organisation(Govt. of India) under ministry of Home Affairs as Sr. Field Assistant(Medic) on 19.02.1996 and likely to complete 20 years regular service on same post without getting any promotion on 18.02.16. My entry grade pay is Rs.2400/-in PB-1. I was given 1st financial up gradation under ACP Scheme from 01.09.2008 with grade pay Rs.2800/. Will I get 2nd financial up gradation with grade pay.Rs.4200 w.e.f 19.02.2016?May I entitled to get 2nd MACP or not from 19.02.16.

    I was joined as PA on 28.06.1993 in the department of post. the dept granted 1st MACP on 01.09.2008 now I have completed my 20 years service as PA 28.06.2013. but department has not granted me 2nd MACP till date and informed me that next MACP will be granted on 01.09.2018. is it justice?

COLLEGE LIBRARY in 1984 as library attandant in the pay scale 225 and confirm in 1987 without breakin scale 260 which is converted in 950/ in forth pay commision and IGET scale 1400 ACP IN 1995 which is converted in 4500-8000 in fifth pay com. Ihave got promossion in 2006 as Semi profession assistat but my scale was not change and till date today i am in the same scale . May I entittle for any macp or not acc. to sith pay commision.     and fixed at grade pay of Rs 4800/-.Pl. clarify whether and when I will get MACP benefit or will retire in the same grade pay.

    Please clarify:-
    A employed in BSF as Constable (General Duty) in September 1972.
    Cleared the examination of (Ministerial cadre) as ASI in July 1979.
    Promoted as sub inspector(Ministerial) in september 1988.
    Again promoted Inspector (Ministerial) after staganation of 14 years April2002.
    As per our presumption he is promoted Sub Inspector after 8ayears. His case should be consider under illstration -II i.e. if any one promoted after 5 years the second MACP will applicable (5+10 yrs)=15 years and third MACP is applicable on 5+10+10=25 years.. In the above case he should be given benefits of MACP after completion 8+10yrs=18 years i.e. in 1998 on the promotional harichy and on arrising of vacancies of Inspector in Aapril 2002 he should be promoted without providing any further benefits as it has already fixed in the promotional pay band harichy. Please clarify so that authorties can be approached for remidial meassures as nothing has been given so far and now A retiree from service 31 March 2009.

    I am central govt. employee permanently absorbed from state govt. and my MACP was due in 2012 but not given on the plea that past state govt. service will not be counted for grant of MACP as per Annexure-I check point 9,10 of MACP base order dtd. 19/05/2009. I am very unhappy to say that despite several comments on the captioned subject posted in this site but nothing I have received till date.     I retired from Delhi govt service after working as TGT for 34 years.,on 30/06/2008.though I got the other benefits of the 6th pay commission, I could not get MACP which is wef sep 2008. I didn’t’ get ACP also ,as I had not done my post graduation,whereas MACP is being given to all? My juniors are now drawing more pension. I think this is great injustice to teachers like me. Will the GOVt do something about it?

    I appointed as LDC 1985 promoted as UDC in 1992 and promoted as Assistant from CTSA(HQ) to Karnataka in 2003, I refused the promotion due to family circumstances, My office was debarred for five years, Till date i.e. 1-4-14 we have not received any promotion or MACP. Kindly confirm when I eligible for the MACP as my deptt. has taken the decision as you are refused the promotion as per para 25 of MACP clarification you are not entilited MACP. Sir my question is that I am forgo the promotion in the Vth pay scales not VI pay scale how is related this para to my case.

    I completed 10 years in PB 6600 IN 2010,&was entitled for upgradation to PB 7600 wef July 2010,but was denied the same as I did not have 5 requisete Very Good benchmarks in continuation prior to 2010, & therefore my MACP was pushed up by 2 years & I got it from July2012.I wish to know that when the clause of benchmarks came w.e.f.1.08.2008,then why previous benchmarks are being considered as it is leading to financial losses for dedicated employees.

    – Appointed as UDC in 4000-100-6000
    – Granted ACP on 09/08/99 in 5000-150-8000 (Since upgraded to Rs.5500-150-9000 with GP of Rs.4200/- on pmt transfer to new department.
    – Promoted to GP of Rs.4800/- by departmental examination on 17/6/06.
    – Only one promotion received till 01/09/08. As per MACP rules, if two promotions are not received in 20 years, 2nd MACP to be given to next GP in the hierarchy of next Grade pay.
    -Whether my first ACP will be treated as promotion or otherwise.

But I have been intimated by asso. that “status quo maintain” has been received from DOPT. Kindly let me know that if any order has been passed by the DOPT or not in this regard & if no order even after CAT/HIGH COURT/SUPREME COURT judgement is passed than what next action are left to the aggreived staff like us.

    1.joined as defence civilian Skilled fitter on 30 june 1981
    2.promoted to HSK-11 on 1st-DEC-1990
    3.ACP scheme 2nd upgradation from 4000-6000 to 5000-8000 pay fixed at 5450 with effect from 1st-dec-2005
    4.according to CAT orders my anti-dating of HSK-11 promotion from 1-12-1990 was notional given at 6th-july-1984
    5.consequent on 6th CPC my pay revision was fixed at 10700 with grade pay Rs4200 in pay band 5200-20200
    6.my 3rd MACP 30years service fell on 30th-june-2011 with grade pay of Rs 4600
    7.now as per restructing my promotion to HSK-1 was given in 1996
    8.my MCM promotion was given 20th -may-2003.
    please clarify what basic will my present pay scale be and my grade pay will it be extended to Rs4800 as per my juniors who are drawing the same.

    I have claimed MACP on promotional hierarchy as per CAT/Court judgement of Chandigarh Bench to my cadre controlling Authority. But I have been intimated that no such order has been received from DOPT.     1.I joined as Draughtsman civil grade III in CPWD department on 27.04.1988.(1200 scale )
    2.Thro Departmental competive examination 3% quota I selected and Joined as Junior Engineer Civil on 06.08.1994. ( 1400 scale )
    3.I got I ACP with effect from 06.08.2006
    4.As of Now I fixed and drawing 4600 Grade pay.
    5.Now i have completed 25 years in total ( 6 years Draughtman and 19years AS Junior Engineer )
    6. Please clarify me what will be my grade pay if I completing 20 years service as Junior Engineer as on 06.08.2014.

Now I have been given 2nd Financial Up-Gradation under MACP Scheme w.e.f.04.06.2011. Kindly tell me whether my date of effective is correct or not. In my view my effective date should be 01.09.2008 as I have completed 10 year of service in one grade on 31.10.2007

    clarify whether macp willbe sanctioned to employees retired between 1-1-2006 to 31-08-2008 or is it a mere point raised by unions as a eyewash to retired staff that they are with retired staff if not why so much delay in getting formal sanction from govt of india as all ready brought the implementation of IAS scale w.e.f.1-1-2006 thoughthis recommendation is a new recommendation but given effect from 1-1-2006to Group A Officers look into this matter

    The official who had joined the on the post of LDC. lateron being appointed to the post Steno ‘D’. Thus changing the cader will allowed upgradtion under ACP scheme by ignoring the posts held by them in the different cader. Point of doubt is as to whether the previous post held/promotion got in different cadre shall be ignored or counted for grant of Macp to such officials.

    I am a central govt. employee joined on 30-08-1986 as Junior Engineer. I got promotion as J.E. in 1986 after passing the Departmental Interview. . Now more than 27 years (1986-2013) I am in the same post. 2nd macp / acp was allowed to me 4600 to 4800, after 10 years very less finical benefit i.e. only Rs. 200/- in grade pay . Now I am observing that my senior J.E.working with me who appointed as J.E. joining just before me has got macp and his grade pay is Rs.5400/- & I am getting grade pay Rs.4800/- . It is really unjust ice in 6th Pay commission, as per previous pay commission after 24 years service I was entitled in Grade pay Rs. 5400/-. It is not fair I consider.
    I hope 7th Pay commission jousted for it.

    I am retired as Officer Surveyor from Survey Of India Dehra Dun. My Second MACP was due W.E.F. 1-10-2011, but the same have not given to me till date. Know The Principal CAT [OA 904/2012 dt. 26-11-2012], Delhi and the Punjab & Haryana High Court [CWP No. 19387 of 2011 (O&M) Date of Decision: 19.10.2011] have held that MACP is to be granted on promotional hierarchy bases and not on next higher grade pay. I need clarification, weather these orders will be emplemented to all or not.

    The MACP may also be allowed to those retired officials who rendered the regular
    Service of 30 years between 1.1.2006 to 31.8.2008. Denial of MACP benefit to
    them is natural unjustice to them. MACP is modified scheme of ACP and should
    be implemented from the date of revision of the pay scale.

    1. I was appointed under PHP quota in the o/o Director of Accounts (Postal), Nagpur as SORTER wef. 06-08-1980 F/N.
    2. Passed and promoted as LDC wef. 04.01.1982.
    3. Passed and promoted as Junior Accountant wef. 29.05.1984
    4. Jr.Acctt. post upgraded to post of Sr. Accountant wef. 01.07.1987.
    I need your clarifications regarding regularization of 3rd MACP applicable or not, because in my service I got only 2 regular promotions ie. LDC and Jr. Actt. The third one post of Sr. Acctt. post was upgraded from the part of Jr. Acctt. i.e. on 80 : 20 basis.
    If we treat as to filled Sorter posts 100% and LDC posts 100%. Then Jr. Acctt. to be filled 100% and Sr. Acctt. posts to be filled 100% ( that means total Jr. & Sr. Accountant posts will be 200) Now as per 80:20 basis the both of the Accountant posts are filled only 100 posts not 200 posts So,why Sr. Accountant posts are counting as promotion instead to treat as up gradation.
    In this connection govt. has taken any decision.? May I get 3rd MACP in my Grade Pay.
    Kindly help me and intimate me regarding possibility of 3rd MACP.

    I am an ex servicemen served for Army 17.5 years and retired on 1 Mar 2009 . My service details are as under

    Enrolled as sepoy clerk (GD) – 28 Aug 1991
    Promotion to Nk – 1996
    Promotion to Hav – 01 Oct 2000
    Premature retirement on – 01 Mar 2009

    I had competed 8 years 4 months in the rank of Hav. As per MACP guidelines, those who have completed 8 years continuous service in one rank, is authorised to get next higher grade pay ( ie. III MACP ). Initially I approached to ASC REcords for the same but they denied by stating my premature retiremen. I have submitted my grievance but not reply still received. Please help me to know about the fact.

    I have joined in service on 13/01/1983 (at the post of Labour/ Unskilled) Ordnance Factory Depots. As Lab/SS in 03/09/1994.On Service Re-designation Fitter Ref. /SS from 17/01/2002.Promoted as Fitter Ref. /SK on 28/01/2005. Even after 22 years of my regular service I have not been given any ACP. From 23/07/2008 (Fitter Ref. /HS) after my Service Promotion I was given pay band 5200-20200 with Grade Pay 2400 /-.As Per 6th CPC Recommendation.
    On Date 23/07/2008 (Fitter Ref. /HS-II). Re-designation From HS To HS-II Due to cadre restructure and there in no financial benefit given pay band 5200-20200 + Grade Pay 2400 /-.
    Up To date My Service 25 Years Completed. Got the 2 nd MACP VI CPC: On 01/09/2008. The grade pay displayed was G .S.AKARE Fitter Ref/HS-II /4737/14/DP pay band 5200-20200+ grade pay 2800 /-.
    After 29 years of service period, the employee has not been given his 1st MACP- MACP under COS (RP) Rules -2008.
    I need clarification regarding MACP rules; that even after 29 Years 5 Months of my regular service period I got only one Grade pay 2400. Now the department is giving my revised payment on 2800 grade pay base, my question is for 4200 & 4600 grade pay. Which grade scale should be given to the particular employee for his 29 years 5 Months of service period under MACP rules 1/9/2008.

    namskar,it is duely asked from self k.patralekh,that I was enrolled in BSF 08-10-1995. for the pay scale 1200/- after 5th cpc the scale was 4000/ + 100(increment)…..
    I was put under training and passed out in the year 1998 feb 1998.the pay band was ordered after departmental process from 27 april 1998.
    secondly-my MACP benefit was given from april 2008.G.P-4200/ + 3% increment….though Iwas supposed to get it from 2007 under ACP scheme but due not having completed mandatory courses I was disallowed the benefit.
    sir plj let me know that since 6th cpc states that every employee must get Macp/Acp from the date of joining….shall I may be considered the benefit since )1-1-2006 from the date of effect of 6th cpc.
    3rdly…what would be my date of next ie second macp….8-10-2010….plj help me and plj give me a helping answer to settle my issue..

    Dear Sir —-I got 1st acp from UDC to P.R.O in 4500-7000 on 9.8.99 and 2nd acp in O.S in 5500-9000 on 1.8.2001.P.R.O has been merged with other posts and re designated as Assistant in 5000-8000 w.e.f 11.2.2004.In 6th CPC both Assistant(5000-8000) and O.S(5500-9000) have been allowed grade pay of 4200/-.Am I not entitled to 2nd MACP in the grade pay of 4600/- by ignoring my 2nd acp as both my pre 2006 scales have been allowed same grade pay of 4200/- as clarified in para 5 of annexure 1 of MACP order.My office is not allowing the same to me on the ground that the post of PRO(4500-7000) has been abolished.Please clarify the position.–Pranab Ray from Kolkata.

      Joined in Govt. organization 0n 30th Jan1989,In a cadre hierarchy was as follows: Rs.5000-8000 (revised GP 4200) Rs.5500-9000 (revised GP 4200) Rs.6500-10500 ( revised Up graded GP 4800 w.e.f.01-01-2006) and Rs.7500-12,500 (revised Up graded GP 5400) w .e.f. 01-01-2006,in 6th pay commission. What would be the 1st financial up gradation under the ACPS for a Government employee recruited in pre-revised pay scale of Rs.5000- 8000, who has completed his 12 years of regular service on 12.04.2001 is 4800/-(in promotional hierarchy) or GP 4600/- after completion of 10 yrs of Govt.Service,kindly clarify; employee is pressing to grant 4800/-in promotional hierarchy ;it In terms of clarification given on point of doubt no.3 issued vide DOPT’s O.M. No.35034/3/2008-Estt.(D) dated 9.9.2010, the benefits of ACPS would be applicable in the new pay structure adopted w.e.f. 1.1.2006 in the promotional hierarchy.

    I am working as Research Assistant in MoUD (TCPO) in the scale 9300/- – 15400/-. I had join organisation through UPSC (Direct Recruitment) since 1996. After completion of 12 years the ACP Scheme was due w.e.f. 15.1.2006. I had requested my department to grant ACP. The next scale in the hierarchy is 8000/- (pre-revised) (Group A, Gazetted) by 100% promotion as per RR. As per option exercised by me dt.1.7.2008 they had given ACP (12 Years) with the Grade pay 5400/- in PB-2.
    But as per hierarchy they should give next G.P. 5400/- with PB-3 while fixing the scale of pay on the basis of clarification given by Ministry of Finance (F.N0.A-23011/29/2010.Ad.II.A dated 20th May,2011 and Hon’ble CAT, Madras Bench vide its Judgement and other passed on 9/3/2011 in a Bunch of OAs No.821,930,931 and 1098 of 2010 filed by Shri S.Ramachandran, & Ors.Vs.UOI & Ors had also given directives grant the pre-revised scale of pay of Rs.8000-275-13500 as financial upgradation in the promotional hierarchy under the ACP Scheme on or before 31.8.2008, may be granted the pay scale in Pay Band-3 i.e. Rs. 15600-39100 with grade pay of Rs.5400/- as per the 6th CPC replacement pay.
    Kindly clarify the issue as mentioned above.

    I am a central govt. employee joined on 8-6-79 as clerk. I got promotion as udc in 1983 after passing the Departmental examination in 12/1982 as i possessed graduation degree. I was also promoted as senior udc from 25-2-1988 by virtue of seniority. I passed SAS Examination and got promotion on 27-11-1991 as section officer. Again I got promotion in 1994 as AAO by virtue of seniority. Now more than 18 years (1995-2012) I am in the same post. No macp / acp was allowed to me. Now I am observing that my assistant working under me who appointed as udc direct ten years back after my joining got macp and his grade pay is now Rs.5400/- and being his officer I am getting grade pay Rs.4800/- and I used to write his Confidential Report. It is really a irony of fact that a Officer gets lower grade pay than his Assistant. It is not fair I consider.

    I was drawing my pay @ Rs. 7910 + 1900 G.P. in LDC grade as on 1.7.2008. Thereafter, I have been granted MACP w.e.f. 1.9.2008 and my pay is fixed @ Rs. 8210 + 2000 G.P. (3% increment + next grade pay). Further, I was promoted as UDC w.e.f. 2.3.2009 and no pay fixation benefit was done but only my grade pay was enhanced from 2000 to 2400. My next annual increment was due on 1.7.2009. In this connection, it is requested to clarify that I may be granted annual increment with pay Rs. 8210 + 2000 G.P. or Rs. 8210 + 2400 G.P. or otherwise.

    KIndly let us know the latest orders regading implimantation of ACP/MACP to the employees of ofb (Gr b gazzetted ) who has completed 24 year service before 1-1-2006 since they are not getting ACP/MACP benifts.

    kindly let ous know the pay status or latest order regarding grant of acp/macp to the defence Gp B Gezetted employees who completed 24 years service before 01-01-2006. They are not geting ACP/MACP benifts.

    The official who had joined the on the post of LDC. lateron being appointed to the post Steno ‘D’. Thus changing the cader will allowed upgradtion under ACP scheme by ignoring the posts held by them in the different cader. Point of doubt is as to whether the previous post held/promotion got in different cadre shall be ignored or counted for grant of Macp to such officials.

    i am jr. stenographer last 12 years but i have a no chance to promote so ple tell me in macp what grade given to me my joining date 29-04-1999 and till now no any macp and promotion till today
