For reimbursement claim by serving Central Govt employees it is mentioned that reimbursement will be done at CGHS Rates or AIIMS rates (if CGHS rates are not available) or as per actual amount incurred as expenditure (if CGHS/AIIMS rates are unavailble). My question is if during emergency inpatient treatment at private hospital empanelled with CGHS in Kolkata referred by CGHS on emergency basis, a test of Rs 5040/- is done in house which is not covered by CGHS rates eg Factor V Mutation Detection Test (Haematology) but for which AIIMS rate of Rs. 1000/- is available, whereas AIIMS is not there in Kolkata, which rate is admissible?

A female gets married in 2003 & on the same day she gets to know that she has cleared SSC exam & gets an offer letter of joining EMPLOYEES Provident Fund Organisation in Delhi. On the very next day she doesn’t join & applies for transfer to EPFO , Kolkata ( because husband lives in kolkata). She is working in Kolkata since December 2003 .She gets Fixed Medical Allowance & nothing is deducted under CGHS. Her dependent old age parents live in Delhi. Parents are in urgent need of medical attention. Can she get medical facility in the form of CGHS cards for her dependent parents in Delhi ?

I earnestly request you to reply as soon as possible. I shall be highly obliged.

I worked and retired in a place and residing at Vizianagaram (AP) where there is no CGH facility. However I obtained CGH card 2013 from the nearest CGH Discpensary at Hyderabad ( 1000 km) for OPD and indoor treatment, and my FMA was stopped from then onwards. My CGH card expired in Oct.2013 itself and I am neither obtaining any medicines from the CGH Dispensary Hyderabad nor drawing the FMA. I am incurring expenditure for purchase of medicines for me and my wife in local market from my own pocket every month. I waited all these years with a hope that CGH facility will be introduced at Visakhapatnam ( which is 50 Kms from my town. However this was not done till now and there is no such hope in near future. What is the procedure for changing my CGH card for availing indoor treatment and to draw the FMA towards my expenditure for purchase of medicines ? Kindly guide me.

Subject: Request to make Easier Uniform Health Facility at least for
Retired Scientists of different Autonomous CSIR’s institutes

    Respected Sir,

It is my kind request to both the Health Minister & also the Prime Minister of India that at least the Retired Scientists (Senior Citizen) of different institutes of Autonomous CSIR, may kindly be provided with a faster, easier & smooth Uniform Health Facilities like that of the existing Central Government’s Health facility for the Retired staffs of different Ministries.

I think PM & Ministers they have tremendous power and can make any good system very rapidly which is evidenced by the excellent work of PM for making the Jan Dhan Yojana.

Similarly we the retired scientists of different research institutes of CSIR (the biggest scientific research organization) organization are facing as great difficulties in getting medical facilities both for treatment and diagnosis.

Only because of the existing complicated rubbish system the pensioner even after paying huge amount of money at a time in advance during the time of retirement are facing a great difficulties for any type of medical treatment.

In case of a pensioner of autonomous research organization, he has to deposit every year a cheque to the CGHS Dispensary after begging it from his old office.

Now my question is this :
Why the pensioner has to follow this method when he has already paid entire amount for Life time Facilities to his office during the time of retirement.
Similarly for any diagnostic purpose also (i) he has to go to the office to get the approval from the Director for getting his testing to be done from the empanelled diagnostic centre then (ii) he will have to spend the money first then claim from the office again where the staffs are corrupt and demand for the bribe. (iii) Similarly for emergency hospitalization also the retired person/ patient has to inform the office along with emergency document to get permission from the Director and also to get part payment money. Here also the pensioner has to spend the money from his own pocket first and after that he will be allowed to claim from his office.

Whereas in case of Ministry’s Office any staff will never have to face such type of harassment based system. In their case they have to fill up only one emergency form in the empanelled hospital and no further tension has to be taken by the individual staff like that of autonomous organization.

Sir, I do not know why a new system is not made and implemented so that at least the Retired Senior Citizens like Scientist of autonomous organization “CSIR” should get similar health facility like the senior citizen of all Ministries when they have already paid the lump sum money in advance for Life Time Health Facilities during the time of retirement like that of the staff of Ministries.

I like to request that at least the Retired Scientist (senior citizen) should be treated equally like that of other senior citizen of Ministries.

PM Narendra Modi earlier committed in his speech that he will provide facilities to the scientists, hence I like to request both health Minister and Prime Minister Sh Modiji to change this Old Existing Bad System and provide a rapid Easier Uniform Health Facility for Retired Scientist (senior citizen) of CSIR instiutes .

Sir, we are most ordinary citizen of India and therefore can only suggest and request you to do good things for our society and also can nominate you again and again for further Good Works for the people of our country in future.

At present I am a social worker and I hope that you will definitely look into this matter seriously and sympathetically and definitely will do the needful for the retired scientists (the senior citizen) as early as possible.

    Thanking you
    Yours faithfully
    DIPAK MUKHERJEE

Whether the treatment at a private recognized hospital referred by the CGHS dispensary may be allowed by HoB of the concerned location or branch or it is to be approved by the HoD. I am a retired Central Government servant and hold life time valid CGHS Card issued by CGHS, Trivandrum. CGHS recognised hospitals are located in the city of Trivandrum whereas I live in Palakkad District. It is a herculean task to go to Trivandrum for medical aid and follow up check up, if any. It would be in the interest of all if at least one hospital in each district in Kerala is recognised by the CGHS Trivandrum. Till such time, the beneficiaries may be permitted to avail medical treatment in ECHS recognised hospitals. If allowed, it would definitely be a boon for all as we are neither able to go all the way to Trivandrum for treatment nor getting the fixed medical monthly allowance of Rs. 500.00.

    Respected Sir,

    1. I would like to invite your kind attention towards upgrading of pay band from Rs 4200 to Rs 6600 in PB 3 to General Manager, Departmental canteen working in ministry of Defence under the Administrative Instructions of DOP&T the same is requested on the basis of one rank one pay because the General Manager of Deptt. of space Banglore is getting band pay Rs 6600 in pay band 3 wef 3rd CPC. It is requested to save the goodwill of the apex post of canteen i.e. General Manager, hence he is controlling and managing the 22 to 57 staff of canteen , performing a job of Reporting Officer during the completion of ACRs of staff and their responsibility as Incharge of Canteen. The apex post of the General Manager in the hierachy of the Non Statutory canteen employees cadre will be filled now by promotion on the basis of 10 years experience and from the feeder grades of D. G. M., Manager Grade II, and Manager cum Accountant etc.) after the commerce graduation as per the ammended model rules od DOP&T. Due to merger of pay scales by 6thCPC General Manager carrying the same grade pay as per their juniors- Manager Grade II , DGM and Accountant cum Manager of feeder grade i.e. Rs 4200 which is the cause of functional disturbance. Befor 6thCPC GM was in the scale of 5500-9000 and Manager Grade II etc were in 5000-8000 pay scales. This can be seen from the hierachical chart of canteen cadre post at para 3 after the Vth CPC, when the feeder grades of D.G.M etc were upgraded to Rs 5000-8000 from Rs 4000-6000, then also consequently SIU D.O.P&T upgraded the pay scale of General Manager from Rs 5000-8000 to Rs 5500-9000, A similar situation has now taken place whereby the apex post of General Manager has been brought at par with the feeder grades i.e Manager gd II, D.G.M etc. This anomaly warrants reconsideration on lines of post Vth CPC upgradation order of D.O.P&T OM No. 13/10/2001-Dir(c) dated 22 Dec. 2004.
    2. Designation of Manager gd II should be replaced as Manager only because there is no post of Manager gd I in Departmental Canteen cadre of Ministry of Defence , Therefore the designation of Manager gd II in the absence of Manager gd I does not arise.
    3. Please take on priority and include in the agenda of next meeting of conceren Committee and Cadre Review committee of Non Statutory Departmental Canteen Employees as deemed fit.
    4. It is humbly requested to the Honourable Authority of 7th CPC, Authority ,the Honourable Authority of DOP&T and our Executive Members of National Council JCM to solve the issues as mentioned above and also forwarded and applied in 10 copies to the 7thCPC for all AFHQ canteen cadre in a positive manner please

Your favourable action in this matter will be highly obliged .

This is regarding excess charging by empanelled hospitals as per the new rates which are yet to come into force, particularly that of Kailash Hospital for a stent insertion which had taken place two months ago. I had to pay a huge amount of Rs.2,48,000/- and my reimbursement is being made only for Rs. 1,32,000/-. Cost of the stents which had been one time had started with Rs. 95,000 had got reduced day by day to 72,000/-, then to 65,000/- and now has finally landed at Rs.37500 per stent. Painfully I am to comment that the cost of the government sponsored family planning device which had started at Rs. 1/- in the earlier days has been now only raised to Rs.15/- but a life saving item like that of the Stent has got reduced day by day. Even the orders of the Ministry of Health regarding the surgeon’s fees is confusing which at one place indicates “does not bar” payment and clearly indicates as one added in the package, the hospital has charged about 95000/- as surgeon’s fees separately. High time this is looked into by the CGHS directorate, and the new package rates as of 2014 are brought into force so that the rates which have been pre-charged by the hospital are returned to me at the earliest.

It is a pity that there are no adequate number of empanelled hospitals in Kerala state. The CGHS authorities have to consider empanelling some good hospitals in Cochin and calicut to supplement the position.

in cghs dispensariies the present format of prescription on the basis of which medicines are obtained do not mention as to when medicines are to be consumed i.e before or after breakfast / meals/dlnner,this is considered essential as some medicines like antibiotics are not to be consumed on empty stomach

maximum empanalled hospitals are in metro cities where as the central govt employees (retired/serving) are also residing in micro cities.maximum etird employees are getting the CGHS cards irrespective of their residences may be in in rural arreas and they are not in position to approach CGHS dispensaris for the treatment they require.almost all the govt. hospitals lacks in modern facilities. Hence it is requested that the govt. should either relax the rules or empennel some pvt.hospitals at distt. level all over india so that the deserving and old people could also get some good health care.
