Clarification regarding the introduction of 100% objective type Question paper in Departmental selections – RBE No. 122/2019

Sub: Introduction of 100% objective type paper in Departmental selection – Clarification.

Instruction regarding introduction of 100% objective type Question paper in Departmental selections were issued vide Boards’ letter of even number dated 14.12.2018, followed by detailed clarificatory instructions dated 14.06.2019 regarding implementation thereof.

One of the Zonal Railways has raised a point as to whether in categories like Loco Pilots, Guards etc. where single shift departmental examinations are not possible due to operational requirements, there is any need for scaling/ normalization of result in the light of conventional descriptive type question paper being replaced by objective paper.

The matter has been considered, and it is clarified that unlike competitive open market/GDCE, there is specific zone of consideration and panels are drawn as per seniority for departmental selections. Since 60% (or the relevant threshold) is only a qualifying mark and the panel is drawn as per seniority in a normal departmental exam, the issue of normalization is not relevant.

This disposes off South East Central Railways letter No.P-HQ/RUL/105/2, Vol.II/2451 dated 04.07.2019.
