Subject: Decentralization of procurement of Postal Bags.
This is in continuation to Directorate’s letter No.2-112015-UPE dated 27.06.2016 (copy enclosed) vide which the procurement of the following three types of Postal Bags was decentralised for the time being:
I. Blue Air Mail Bags (Dosuti) of AM-I and AM-II size
ii. Nylon Air Mail Bags Oxford Blue Water Repellant of N-I and N-II size
Ill. Blue & Orange strips EMS Speed Post Bags of NS-I size.
2. The competent authority has now approved the decentralization of procurement of all kinds of Postal Bags viz. Cotton Blue Air Mail Bags (Dosuti), Jute Unproofed Canvas Mail Bags, Oxford Blue Water Repellent Bags, Nylon Blue Air Mail Bags and EMS Speed Post Bags, permanently. Circles are permitted to procure the postal bags at their own level including rigorous quality inspection before acceptance as per their requirements by following due codal provisions and procedures as laid down in the General Financial Rules (issued from time to time by Ministry of Finance), Delegation of Financial Power Rules, Postal Manuals and other rules applicable.
