New Rules Under RTI

‘The Right to Information (Term of Office, Salaries, Allowances and Other Terms and Conditions of Service of Chief Information Commissioner, Information Commissioners in the Central Information Commission, State Chief Information Commissioner and State Information Commissioners in the State Information Commission) Rules, 2019’ were made in pursuance of The RTI (Amendment) Act, 2019.
These Rules do not in any way affect the citizens’ Right to Information or obligations of Public Authorities and Public Information Officers given in Chapter II of the RTI Act inter-alia. The powers and functions of the Information Commissions stay undiluted as the relevant provisions under Chapter V of the Act remain unaltered. Nor are the independence and autonomy of these institutions affected in any way.
The rules are of administrative nature and pertain to the internal administration of the concerned organization. They do not involve any social or additional financial implications which may have necessitated pre-legislative consultations outside the Government. The Department of Legal Affairs and Legislative Department have been duly consulted.

My case of nonpayment of maturity amount in r/o PLI Policy ;(No…115246.P, ) was taken up with O/O the Chief Postmaster General AP (UNITED) Circle Hyderabad with all the requisite documents& in response, to my RTI APPLICATION, I was replied vide letter No.PLI/Genl/RTI corr/ 2013 -14 dt. 22-10-2014 that my claim was rejected on the pretext of the cocerned file was not traceable and the relevant data was not available in the office. The CIC New Delhi on my appeal , conducted Audio Visual enquiry on 28-01-2016,& directed (vide letter No. CIC/ BS/ A/ 2015 000088 / 9606 dt. 28.01-2016,) the CPIO to provide the information within 30 days from the date I supplied photo copies of documents & if however if it was paid , the particulats may be intimated to me. Although I supplied copies of all the available documentary evidence to PLI Authorities, my claim was not settled . The CIC was duly apprised of the fact vide my letter (by REGD Pos)dt. 11- 02 2016. But there was no positive response from either of them till date. I paid the premia monthly for over 35 yesrs. I will be thankful if my insured amount with bonus and inerest is paid to me. at least now. Regards.

RTI should havee given more teeth to the applicant. Now no information is provided by many organizations even inspite of the orders of the Hon State Information Commissioner. In Kerala some Government Organizations and Statutory Bodies refuse Court fee stamp as RTI application fee. In AP the Hon Information Commissioner passes orders that even if wrong information is provided as that is the information and closes the file. I requested the PM office to set rules that replies to RTI should be sent through VPP or the covers are to be sent sealed with franking machine stamping or invariable by Registered Post. I expected my suggestion would help all applicants. I hope my suggestions would be considered and Court fee is surely acceptable mode irrespective of other modes preferred by State Government.
