OFFICE MEMORANDUM

Engagement of Retired Government Officers as Consultant on contract basis in the Directorate General of Health Services as Under Secretary level

The undersigned is directed to circulate the vacancy Circular No. A- 22017/2/2013-Admin-I dated 26th September 2019 (along-with enclosures) received from Ministry of Health and Family Welfare inviting application from retired Under Secretary or equivalent or and above. well versed with Establishment/Administration Rules and procedure and who have served in
Central Secretariat, for engagement as Consultant on contract basis for a period of one year or till the vacancy is filled up on regular basis whichever is earlier.

  1. It may be noted that cadre clearance from C.S.I Division will be required in case of Under Secretary and above level officers of CSS applying for deputation

3 in case of any further clarification, applicants are requested to contact the concerned Ministries/Departments.

    Respected sirs and other respected retired Employees of CENTRAL GOVERNMENT.
    Kindly pursue the matters regarding
    1. MACP WITH EFFECT FROM 01/01/2006 AT PAR WITH DEFENCE EMPLOYEES and the same to be extended to the Civilian Employees.
    2. REGARDING MERGER OF SCALES of RS.5000-8000, 5500-9000 AND RS. 6500-10500 WITH EFFECT FROM 01/01/2006 as per the VI CPC RECOMMENDATIONS.
    3.Notional INCREMENT for the Employees those who Retired on 30/06 or 31/01.
    4. FITMENT FACTOR as per the VII CPC RECOMMENDATIONS.

    From DOT i was absorbed to BSNL on 1st October 2000. But can i opt to go back to DOT.

    i was retired in May 2006 after puttibng more than 33 years I got only two promotions and no ACP. The military people were given MACP benefits w.e.f. 1-1-2006 where as civilians were denied. My grievance to DOPT was turned with out any acceptable, convincing reply. Hence I feel it is violation of fundamental rule by Government forcing me to think of approaching court.

    I retired in June 2012 and my basic pay was 47490 (8700 grade pay) at the time of retirement.shall I entitled for bunching benefit as per mof deptt. Of expenditure clarification dt.7th feb 2019 for notional pay fixation and revise pension.

      Ya, you are eligible. If your pension is rs.61,550/- from 1-1-2016 now it is revised as rs.63,400/- from the 7th CPC as per the Min. of Finance O.M. No.1-6/2016/IC/E.III (A) dated 7-2-2019 & Concerdance Table 25A. If you solve your problem contact your ex-employer.

    Can anybody help me out

    I was appointed in grade 1200-30-1560-40-2040 in nov 1987 after that I was promoted in Grade 1400-40-1600+50-2300+60-2600 in Nov 1990.
    I got interRly transfer in March 93 at my own request to N Rly and my basic pay was 1480 in grade 1400-2600 before transfer

    I was given bottom seniority and fixed at 1470+10 in 1200-2040 giving the pay protection in n rly

    Basic pay on Nov 93 ….1500
    Nov 94…..1530
    Nov 95…..1560

    On 05.02.96 I was again promoted in 1400-2600 by N Rly . I opted new pay commission w.e.f 05-02-96, (the date of my promotion )

    But will be my pay after ..will it be as under
    1560
    + 40 = 1600 ..notional increment
    Next stage 1650 in 1400-2600
    Or
    Something else
    Please clarify with examples and also quote specific rules if possible

      In the scale 1400-30-1600-50–2300-60-2600 it will given since rs.1600 is available in the scale it will be given is correct after increment period it will fixed as rs.1650/-.( already old scale one increment of rs.40/-added)

    Can anyone help me on below situation?
    A Central Govt. Officer working as Scientist -E (Pay Band 4, Rs.37400-8700).
    His starting Basic Salary for this grade was Rs. 46,100/-(Rs.37400+8700). As He has drawn one increment of 3% His Basic Salary was Rs. 47,490/-including grade pay as on 31/12/2015.
    Now, as per 7th CPC what will be His revised Basic Salary for level 13 as on 01/01/2016 including Bunching benefit?

      Your pay is Rs 47490/-Multipy it by 2.57 i.e 47490X2.57= Rs 123103. Now according to the table your pay will be calculated to next stage Rs 126800 as there is no stage of Rs 123103 the next is to be considered.So your pension after 7th CPC will be 126800/2=Rs 63400 assuming the last pay drawn higher than 10 months average emoluments.
      Now Rs 63400 less CVP will be your pension per month plus DR on 63400.It is presumed that you have completed 33years of Qualifying service.

      As per the Min. of Finance O.M.No.1-6/2016-IC/E.III(A) dated 7/2/2019 with the increment as 1-7-2014 you’re eligible bunching benefit of rs.1,26,800/- instead of of rs.1,23,100/- from 1-1-2016. It is in the Concerdance table 25A. If you’re as 1-7-2015 as basic pay of rs.46,100/- not eligible for bunching no change.

      Further to my comments pay fixation as on 1-1-2016 there is no additional increment, it will be fixed as MATRIX LEVEL-13 in the table.
