Sir,

       Bharat Pensioners Samaj, an All India Federation of Pensioners’ Associations of all Central Govt, State Govts, PSUs, EPS 95, Defence(Civil), Autonomous Bodies and NPS pensioners’ and a member of International Federation on Ageing, Toronto (Canada), expresses its heartiest gratitude to you and the GOI for Issuing Concordance Tables vide GOI, Ministry of Personnel, PG and Pensions, Deptt of Pension and Pensioners’ Welfare, New Delhi no.38/37/2016-P&PW/A) dated 6th July, 2017, which has not only eased the process of revision of pre-2016 pensioners(civil) of all ranks but has given impetus to the Deptts of the Central Govt to finalise and issue of revised PPOs at quick pace  to the pensioners/family pensioners who retired during the currency of 4th& 5th CPC i.e. between 01-01-1986 to 31-12-2005.

However, it is painful to learn that a unilateral decision has been taken by the Ministries & Departments to do revision of pensions/family pensions in the descending Order from cessation date i.e. starting from pensioners who retired in December,2015 though no such order has been issued either by the Ministry of Finance or the Ministry of Personnel PG,& Pensions-DOP &PW  In this connection, BPS wishes to submit the following for your kind and active consideration:

(a). Pensioners retired in the year 1986 i.e. in the first year of operation of 4th CPC are already in the 90th year of their lives with hardly any residual life left. Similarly pensioner retired in the year 1995 have entered 81st year of their life. Their life spans with innumerable ailments may not be too long and are being deprived of the timely benefits of upward revision of pensions due to incorrect steps taken by officials at the helm of affairs. Pensions of these pensioners were revised during implementation of recommendations of 5th CPC sometimes in 1997-98 and again in 2008-09 consequent to recommendations of 6th CPC. This goes to prove that records are available;

(b)In addition a large number of pensioners have already sent copies of their PPOs and other Documents to their respective departments from which they retired. These PPOs and documents contains details such as Pay scale of the last post held, Post from which retired, Last pay drawn and other required details.

3. In view of the above facts, there seems to be no wisdom in not commencing revision of pensions of pre-2016 pensioners in Ascending order i.e. Older pensioners having retired first. It seems that the decision start of revision of pensions beginning from December,2005 is a game plan to show bogus progress by laying hands on latest records available. Sir, this is being brought to your kind notice so that injustice being done to older pensioners/family pensioners is stopped forthwith. Bharat Pensioners Samaj request that PPOs of older and super old pensioners are revised on top priority.

    Much variation is there in pension of pre & post 2016 retirees of group B (gazetted ) cadre / grade/ service of the pay scale 7500-250-12000 (5 th cpc ) (9300- 34800 – 6th cpc) mainly due to the fact that pre 2016 retirees were categorised to be of Grade pay of Rs.4800 and post 2016 retirees as of the grade pay Rs 5400 with least regard to the number of years they served , resulting in not only unjust discrimination among the retirees of the same cadre .but .consequential humiliation too in pre 2016 retirees.

    For instance I served as group B officer for about 5 years before my retirement on 1-12-2000 ( out of my total service of over 36 years ) & my pension was fixed on grade pay Rs 4800 taken into account while that of one of my far juniors who worked in the group B cadre for just a month or two ,& retired post 2016 was fixed on grade pay Rs.5400 .It has not so happened in my solitary case but in a few of my contemporaries albeit small in number.

    The unjust discrimination between pre & post 2016 retirees of the same cadre is certainly
    a violation of constitutional provisions of equality & equal opportunities. The benign Hon”ble Priminister & Finance minister are earnestly requested to reconsider & redress the greivance by removing the discrimination .for which , the older pre 2016 pensioners will remain greatful for ever.

    I request urself that in I Dian Audit n a/c Deptt. Some Jr Accounts officers/SO in defence etc were in the 550-900 scales in the 5th CPC but retired or abodorbed in PSUs they were given scale of pay Rs 9300-34800 with grade pay of Rs 4200/- where those were serving as on 1.1.06 were given grade pay of Rs 4800/-. Why this dicremination were made by the Govt. Where as from 2.1.16 no discrimination of full pension on 20 yrs service had been applicable without any fiscrimnayion then why discrimination of grade pay of Rs 4200/- instead of 4800/-. Pl look into n remove this discrimination of grade pay of sclera to retirees wef 2.2.2006.

    Sooner or later the Govt took decision to reduce the prices of implants. This is a good move. But the maximum capping of price must be increased so that pensioners don’t have to shed money out of their Terminal benefits.

    This appeal is the viewpoint of all pensioners who have passed 75 years of age and live on a day to day basis and rising every morning with a surprise awareness of being still alive. The authorities should act sensibly and ensure that at least by Dushhera the arrears on revision of pension are disbursed. Those who are in control shd experience for themselves what it wd be if they belong to this lot

    Reference: BPS writes dt. 21.8.17 Revision of pre-2016 Pensioners (Civil)_Govt of India.

    In above reference I may ike to bring the following points for RECONSIDERATION of GOVT> AUTHORITIES:

    1. Old pensioners who retired in 4th CPC/5th CPC have been deprived of the ONLY benefit GIVEN BY 7th CPC IN OPTION-I.
    2. Due to this old pensioners are loosing from minimum 7000/- to 12000 Per month.
    3. This was the only salient feature of 7th CPC given for the 1st Time in CPC history.
    4. By not implementing this Govt.. & by saving few crores of Rupees in comparison to what Govt. is planning to spent MILLIONS of crores in numbers of high cost Projects which are not resilient, Eco friendly, and ECO-ECONOMIC point of view.
