Subject: Issue of Fitment Tables for Revision of Pension as per Notional Pay in 7th CPC Pay Matrix
Regarding: Implementation of Government’s decision on the recommendations of the Seventh Central Pay Commission – Revision of pension of pre-2016 & post-2016 pensioners/family pensioners. Reference: DOP&PW OM NO.38/37/2016-P&. PW(A) Dated 12-5-2017
Kind attention is invited towards the DOP&PW OM Dated 12-5-2017 regarding Implementation of Government’s decision on the recommendations of the Seventh Central Pay Commission – Revision of pension of pre-2016 & post-2016 pensioners/family pensioners.
Incidentally, Fitment Tables and the Ready Reckoners have not been issued with the said orders as was done after every Pay Commission – both in respect of the Pay and Pension.
This will make the Revision of Pension very difficult, and time consuming as Notional Pay has to be fixed from one Pay Commission to the next since the Retirement of the employee for Revising their Pension as per Notional Pay in the Pay Matrix of 7th CPC.
This will substantially delay the issue of Revised PPOs and implementation of the said orders this time, causing hardship to the old Pensioners.
It is, therefore, earnestly requested that
- i) Scale-wise Fitment Tables and Ready Reckoners may please be issued early for the Pensioners who had retired in the regimes of various Pay Commissions (especially those who retired from Pay Scales of Fourth, Fifth, Sixth and Seventh Pay Commissions.
- ii) A dedicated Software may please be posted on the Pensioners’ Portal for the Revision of pension of pre-2016 & post-2016 pensioners/family pensioners and for expeditious issue of the Revised PPOs and for placing them on the Internet.

Dear Gurucharan
The Basic Pay mentioned in the PPO does not mean that the GS earned that much increments in that scale. Probably his Pay might fixed somewhere in between when he got promotion or so from the lower scale. Hence, that is not the exact solution. Only thing is the PPO, hereafter, should clearly mention how many increments the GS earned in the present scale or from which date he is drawing in that scale.. Then only it would be easier to calculate in future.

Namaskar sir, iam service from army group Y. Total service 6.5 years, invalid out from service 31.12.1989.20% disability 1.1.1990 to 14.4.2004 .14.4.2004 to stop my DP. Two time appeal. Instead of showing so much incapability after accepting the recommendation Regarding implementation of option one, it is quite feasible GOI to take out number of increment from the contents of every PPO of pre 96 retiree on the basis of following information
1). Designation
2) Date of retirement,
3) last Rate of pay drawn.
the other information like Grade and date of promotion increments earned by a senior or junior co retiree can be ensured and updated from Names of senior and junior co workers retired in the same category or can also be collected from the retiree and it is not at all time consuming. The administration could have completed this procedure up till now. Instead of setting up so many committees and consumed so much of time, the Pay commission should have taken the help of Bharat Pensioner Samaj the only pioneer organization and capable of solving such problem of pensioners within a reasonable time.

In order to bring parity between the past and the present pensioners gradewise fitment formula is needed.Those who retired during the regimes of 4th,5th and 6th CPC get less pension than the retirees of 2016. The seniors of the past deserve justice.

Consideration of scales of Legal Professional on par with Doctors and also with regard to allowances is genuine and needs immediate consideration in Railways and other central Govt departments

Denial of option 1 is not fair and the present recommendations are ambiguous.

Old option I would bring out some anomalies like junior drawing more pension than promoted seniors etc which I already brought out earlier. Now that problem would not pop up. Secondly there are cases where employees having more than 33 years of q.s and where average emoluments are lesser than last pay drawn are not given the benefit of 50% of last pay drawn for pension as court orders do not cover such cases. Now that problem is solved. Added pensioners get the satisfaction of being brought to latest pay scales
however how far the 2.57 factor is justifiable. Is main issue. Hope govt would soon issue various types of ready reckoners soon which would help the pensioners at the evenings of their journey verymuch

Pension tables are not correct w. r. t pay band4 grade pay 8700 since multiplication factor is approved to 2.67 instead of 2.57 as per latest notification of May 2017.

pensioners have been deprived of option 1 on the grounds that records may not be available .whereas ppo contains last pay drawn ,scale on which GS has retired and increments earned as on this scale.Any how your recent order is lacking in annexation of Fitment table for 4th, 5th and 6th cpc retries .May please be made available on pensioners portal Regards
