Awards to Railway staff for accident free service — Non-implementation of extant instructions
No. II/34/Part 16
The Secretary (E),
Sub: Awards to Railway staff for accident free service — Non-implementation of extant instructions-reg.
Ref: (i) Railway Board’s letter No. 86/Safety-I/24/35 dated 06/07/1998 to GMs.
(ii) Railway Board’s letter No. 86/Safety-I/24/35 dated 02/05/2000, 22/05/2007 and 11/09/2007 to GMs.
NFIR invites the attention of Railway Board to the above cited instructions/clarifications with regard to granting accident free service awards to the staff belonging to certain specified safety categories as well in favour of widow/spouse or legal heir of the employee in case of his death while in service and also to the staff who have taken voluntary retirement besides those retired/retiring on superannuation.
NFIR feels sad to state that on some Zonal Railways, the safety staff have not been granted accident free service awards at the time of their retirement. Complaints have since been received that the representations of safety staff seeking award for their accident free service have not been responded by the administration.
During Railway Week celebrations and National Awards presentation functions (April, 2017), when staff receive awards and citations from the dignitaries, those safety staff who have rendered accident free service and eligible for awards in terms of extant instructions feel greatly disappointed over administration’s apathy and indifferent attitude. They are expressing anguish due to non-grant of award.
NFIR therefore urges upon the Railway Board to kindly re-iterate extant instructions and advise Zonal Railways to review and ensure granting Accident Free Service Awards (wherever not given) in a special function which action would boost the morale of staff in general. Instructions may also be issued to check up past cases and grant awards to the retired safety category staff also or their spouse/legal heir as the case may be.
Federation also requests the Railway Board to issue instructions to GMs to see that the awards are given to the specified safety category staff on the date of retirement, as a matter of policy.
Copy of instructions on the subject may be endorsed to the Federation.
