IMPLICATIONS OF IMPLEMENTATION OF SEVENTH PAY COMMISSION

   Will the Minister of RAILWAYS be pleased to state:

 

  • whether it is a fact that implementation of the Seventh Pay Commission recommendations has serious financial implications on Indian Railways, if so, the estimated additional financial implication over staff and pensioners; and
  • whether Railways are planning to take up rationalisation of manpower in view of the financial implications, if so, the details thereof?

ANSWER

  • The estimated additional financial impact of 7th Pay Commission on Railways is around `15,000 crore (` 8,000 crore for staff and ` 7,000 crore for pensions). The Railways would be able to absorb the 7th CPC impact in 2016-17 within its resources.
  • Manpower Planning is a continuous process and involves review of staff through work-studies, change in nature of work etc. No separate rationalization is proposed consequent upon the 7th Pay Commission.

    क्‍या रेल मंत्री यह बताने की कृपा करेंगे कि:

 (क)   क्या यह सच है कि सातवें वेतन आयोग की सिफारिशों के कार्यान्वयन का भारतीय रेलवे के लिए गंभीर वित्तीय निहितार्थ हैं, यदि हां, तो कर्मचारियों तथा पेंशनभोगियों के कारण कितना अतिरिक्त वित्तीय बोझ पड़ने का अनुमान है; और

(ख)   क्या रेलवे वित्तीय निहितार्थ के मद्देनजर श्रमशक्ति के औचित्यीकरण पर विचार कर रहा है, यदि हां, तो तत्संबंधी ब्यौरा क्या है?

उत्तर

रेल मंत्रालय में राज्य मंत्री (श्री राजेन गोहांई)

(क) : रेलवे पर 7वें वेतन आयोग का अनुमानित अतिरिक्त वित्तीय प्रभाव लगभग 15,000 करोड़ रु. (कर्मचारियों पर 8,000 करोड़ रु. और पेंशन पर 7,000 करोड़ रु.) है। रेलवे अपने ही संसाधानों के तहत 2016-17 में 7वें केन्द्रीय वेतन आयोग के प्रभाव को सम्माहित करने में सक्षम होगा।

(ख) : जनशक्ति योजना एक सतत् प्रक्रिया है और इसमें कार्य का अध्ययन, कार्य की प्रकृति में बदलाव आदि के जरिए कर्मचारियों की समीक्षा आदि शामिल हैं। 7वें वेतन आयोग के फलस्वरूप पृथक यौक्तिकरण का कोई प्रस्ताव नहीं है।

    As per constitution of India promotion is based on seniority coupled with efficacy. But some department is doing promotion on the basis of ACR
    Moreover ACR is not counted with free and fair.it depends upon cast, religious and many more thighs.
    Much more that some are in favour of 7cpc but not implemented to every one

    This is very surprising that such an active Govt. taking decisions in seconds like GST, demonetisation etc. etc, but is not able to finalize 7th CPC anomalies. I feel there were reasonale anomalies in the pay 7th CPC in giving recommendations by the CPC. Reccomondations like:

    1. “Pay/pension revision by giving a multiplying factor of 2.57 HRA” which was much below in comparison to any other CPC recommendations. Which is VERY TRUE. But it is very said that GOVT. has LOUDLY ANNOUNCED BY saying that CPC has enhanced PAY/PENSION BY 2.57 TIMES.

    Which is not 2.57 times as an employee getting 125% or 2.25 times of his PAY/PENSION already on 31/12/2016 BEFORE A DAY OF IMPLEMENTATION OF THE 7TH CPC RECOMMENDATION.

    ACCORDINGLY ON 1st Jan.2017 HE WILL GET 0.32 (2.57-2.25) TIMES.

    IS IT 0.32 TIMES IS EQUAL TO 2.57 TIMES?

    AN EXAMPLE FR ILLUSTRATION:

    1. An employee BASIC Salary?Pension is say……………………………………Rs.10000/-

    2. On 31st DEC. 2016 he was getting 10000+125% of 10000 Total is …..Rs.22500/-.
    3. On 1st Jan 2017 he will get 2.57 times of Rs10000/- which is Rs 25700/-

    Thus Hike is of Rs25700- 22700 = Rs3200/- is it 2.57 times of 10000/- can you confirm it? This is not correct to say by any body but only GOVT. SAYS IT. IS IT THE WAY TO MAKE FOOL OF THE EMPLOYEE & PUBLIC IN A LARGEST DEMOCRATIC COUNTRY OF THE WORLD.

    Did government forget to increase minimum wage and fitment factor of central government employees. Or it was a cheating case ? Our Netagan & govt , both are cheating to central government employees.So no hope no chance.
