Sub: Granting of four increments as incentive to the staff posted at Modern Coach Factory, Raebareli- reg.

(ii) NFR’s letter No. III/RCF-RBL/2013 dated 19/07/2013, 13/02/2014, 26/06/2015, 07/09/2015 and 08/04/2016 addressed to the Board (MS).
(iii) Railway Board’s letter No. E(NG)II/2007/PO/Gen/18 dated 07/10/2016 addressed to GM (P), MCF, Raebareli.

The subject matter was discussed by the Federation with the Board (EDE/N) in a special meeting held on 28/06/2016 (on PNM subject) wherein, it was advised that the issue relating to grant of four increments as incentives for counting for retirement purposes, was under examination.

Our affiliate RCFMC has since advised that instructions have been issued vide Board’s letter dated 07/10/2016 extending the benefit of special incentive of three increments only to the staff who had joined Raebareli Coach Factory prior to issuance of revised scheme (vide Board’s letter dated 03/06/2013), while those who have joined MCF/RBL subsequently have been ordered to be governed by Board’s instructions dated 03/06/2013.

Federation is disappointed to note that the Board’s instructions are grossly discriminatory and are also in deviation to the instructions issued vide Board’s letter dated 26/02/2009 where no pre-condition was cited. While the discriminatory decision of Board has been causing resentment among the staff who have joined after 03/06/2013, there has however been no word relating to the grant of fourth increment to the staff joined the MCF/RBL.

The poinsts mentioned above establish that the Board’s instructions are unjust and need to be rectified keeping in view the original instructions dated 26/02/2009.

NFIR, therefore, requests the Board (MS) to kindly re-consider the matter and issue revised instructions duly removing discrimination and also allowing fourth increment as per the announcement made by the Hon’ble MR at the time of inauguration of the Coach Factory. The subject will also be discussed int he ensuing PNM meeting on 22/23rd December 2016.
