Federation vide its letter dated 12/09/2016 has requested the Railway Board (MS & FC) to approach DoP&T for obtaining clearance for granting upgraded pay scales to the following categories of staff in view of specific recommendation of 7th Central Pay Commission which has been referred by the Ministry of Finance to DoP&T for examination and clearance.

Though a period of more than two months has passed, there has been no progress and it is also not known whether Railway Board is pursuing the matter with DoP&T.
NFIR once again requests the Railway Board (MS & FC) to kindly take up at the level of DoP&T immediately to accord acceptance of the recommendations of 7th CPC for upgradation of the above posts early. Action taken may be advised to the Federation soon.

I am living quite a far distance from our Metro Rly. Hospital and to avail the medical facility I am to hire a cab to avail the same which is expensive for a retired employee. So I want to opt out of RELHS outdoor facility and like to avail Fixed Medical Allowance. What is the procedure to opt opt. Kindly help me.

The most neglected cadre in Railways is the Legal Wing .The minimum grade pay consideration for CLA’s is 5400 with increase in grade Pay for every 5 years and other allowances like higher educational allowance, NPA etc and efforts are to be made for removing anomalies. First and foremost retired personnel issues are to be Settled. A single uniform Scale from CLA to DGM /Law with one pension for all is desirable in the interests of justice.Request for immediate consideration as the strength of the entire Legal cadre is not more than 500 in Rilways.

In terms of above quoted letter, RELHS-97 has been made mandatory to all employees who retired after 31.05.2015 and the exercise of option to opt out from the same has been discontinued. All employees who retired after 31.05.2012, has to be deposited One basic at the time or retirement and thereafter RELHS Card issued. For retirees prior to 01.03.1999, they are required to be deposited double the pension to get enroll in RELHS-97 scheme.
As you are aware that, after the recommendation of 7th CPC and its implementation, the basic pay of employees has been increased by 2.57 and therefore, huge amount is being deposited by such retirees after 01.01. 2016. It is brought to your kind notice that, even after depositing the amount at the time of retirement, pensioners are not getting treatment to the standard required due to non availability of medicines at the time of attending hospitals. The situation becomes more critical, when pensioner resides at remote places where no Railway Hospitals/Health Units exist. Even no arrangements have been made with nearby local town for treatment in case of emergency. This has lost the vary purpose of scheme of RELHS-97 and despite no treatment, such pensioner had to deposited one last basic at the time of retirement without any facility. Approximately 75 % pensioners used to settle away form the Railway Hospital/Clinics and are not availing treatment. This is unjust and to the disadvantage of pensioners. Employees had to deposit the contribution at an average of Rs. 50000/- so as to enroll under RELHS-97 after implementation of recommendation of 7th CPC.
Further, when employee and his/her spouse both are Government employees/railway employee, it will be unfair to deposit contribution from both. In this case, only one contribution which may be on higher side to be allowed.
Under the situation explained above, it is requested to take up the matter with Railway Board to make the scheme optional or substantial deduction in contribution and to allow only one employee be allowed to opt for deduction in case of both employees are Government employee/Railway Employee.
