MEDICAL FACILITIES FOR GOVERNMENT EMPLOYEES 2566. SHRI RAM KUMAR KASHYAP:

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state the details of medical facilities being provided to Central Government employees?

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND
FAMILY WELFARE
(SHRI FAGGAN SINGH KULASTE)

(i) Central Govt. employees drawing their salary from Central Civil Estimates of Government of India are covered under Central Govt. Health Scheme (CGHS) in the cities where CGHS is in operation.

Facilities available to Central Government employees under CGHS are as under :
1. OPD treatment and medicines from CGHS Wellness Centres
2. Specialist Consultation at Govt. Hospitals
3. Hospitalization at Govt. and CGHS empanelled hospitals
4. Investigations at Govt. and empanelled Diagnostic centres.

5. Medical consultation and dispensing of medicines in Ayurveda, Homeopathy, Unani and Siddha systems of medicine (AYUSH).

6. In case of emergency, CGHS beneficiaries can go to any hospital, empanelled or non-empanelled and avail medical treatment.

7. Reimbursement of expenses for treatment in Private unrecognized hospitals in case of emergency.

8. The beneficiary can go to any CGHS Wellness Centre in the country.

9. Reimbursement of expenses incurred for purchase of medical equipments such as hearing aid, hip/knee joint implants, artificial limbs, pace makers, ICD/Combo device, Neuro implants etc., as per the CGHS ceiling rates and guidelines.

(ii) Central Government employees who are not covered under CGHS are provided medical facilities under Central Service (Medical Attendance) Rules, 1944. They can avail treatment from Central Government / State Govt. Hospitals and hospitals recognised by the State Govt./CGHS/CS (MA) as well as the hospitals fully funded by either Central Govt. or the State Govt. with the approval of the Head of the Department on the basis of medical prescription issued by the concerned Authorized Medical Attendant.

    CGHG beneficiaries can go to any Wellness Centr in the country. Accordingly, in the changed situation, after issue of Smart Card they (beneficiaries) should be permitted to take treatment/indoor treatment in any city/Hospital (CGHS approved) of their choice without obtaining permission from parent Wellness centre.

    There is no recommendations for CG Pensioners who are residing in non CGHS areas.Cashless system is felt urgent for which Govt may take suitable action for deduction of monthly/yearly premium from Pensioners who are willing to get the facilities .

    2. 07/08/2016 मतलब, अगर आवेदक के मामलात की चर्चा बैंक के जबाबदार-अधिकारियों के साथ भी किया जाता है, तो स्वभावतः आवेदक और उसका पारिवारिक-सदस्य हमेशा आभारी रहेगा। धन्यवाद-
    3. 07/08/2016 फिक्स्ड चिकित्सा भत्ता के संबंध में बुनियादी आधार और स्वप्रेरणा जब निम्नानुसार है – “पेंशनरों के लिए स्थायी चिकित्सा भत्ता – इस उद्देश्य के लिए गठित समिति द्वारा, 7वीं सीपीसी की सिफारिशों के आधार पर जब तक कोई अंतिम निर्णय नहीं लिया जाता है, उन पेंशनरों को, जो गैर-सीजीएचएस क्षेत्रों में रह रहे हैं और/या सीजीएचएस की ओपीडी सुविधा नहीं ले रहे हैं, स्थायी चिकित्सा भत्ता मौजूदा दर पर ही भुगतान किया जाना जारी रहेगा।“ ध्यान दें – फिर किस आधार पर, आवेदक के प्रथम-निवेदन को (वर्ष 2011 में) अस्वीकार किया गया था, साथ ही इसी अनावश्यक कार्यवाही के कारण आवेदक को उसके पूर्ण-पेंशन राशि का भुगतान 6-महीने बाद किया जा सका? सर्व-विदित है कि- मात्र इस प्रश्न के स्पष्टीकरण प्रस्तुत कर देना ही, आवेदक द्वारा भुगते दिमागी तनाव का मुआवजा नहीं कहा जा सकता है। अतः दिमागी तनाव के एवज में, एक असीमित मुवावजा मांगने का हक़ तो आवेदक का बनता है।
    4. 05/08/2016 जबाबदार अधिकारियों द्वारा आजकल साधारण-सी व्याहारिकता पर ध्यान नहीं देते, जैसे कि जिस पत्र के सन्दर्भ में आगे पत्राचार किया जा रहा है, उस संदर्भित पत्र की प्रतिलिपि संलग्न करना अति-आवश्यक होता है, अन्यथा आगे की कार्यवाही आधा-अधूरा साबित हो रहा होता? Nowadays in functionaries, the responsible authorities ignore ordinary-practice, such as – “With reference to which letter, a further correspondence is being given place, a copy those reference document is necessarily to be enclosed?” Otherwise, further action would be half finished. (Vinod Kumar Mishra) due to which, still I am sufferer.

    सीजीएचएस की छत्रछाया के नीचे नहीं आनेवाले केन्द्र सरकार के कर्मचारियों को केन्द्रीय सेवा (मेडिकल उपस्थिति) नियम, 1944 के तहत चिकित्सा सुविधाएं प्रदान की जाती हैं -(ऐसा कुछ मिनिस्टर ऑफ़ स्टेट इन मिनिस्ट्री ऑफ़ हेल्थ एंड फॅमिली वेलफेयर श्री फग्गन सिंह कुलस्ते साहब द्वारा पार्लियामेन्ट्री सवाल/क्रमांक-२५६६ का जबाब दिया जाता है)- तो दूसरी तरफ बहुत-से जबाबदार अधिकारीगण, पेंशनरों को फिक्स्ड मेडिकल अलाउंस का वाज़िब-हक़ झुठलाया क्यों जा रहा है और पेंशनर-लोग, सालों दर-दर की ठोकरें खाने मजबूर किया जाते हैं/आखिर क्यों?

    My basic +GP as on 1.1.2016 is Rs 22030 in pay band 9300_34800 with ACP.
    Now our GRADE PAY has be upgraded to Rs 4800/- from Rs 4600/-. Shall be grateful if I am informed about fixation of my pay as on 1.1.2016 and as on 1.7.2016 after increment

    What about the retired Central Government Employees medical facilities? In particular the retired employees of autonomous bodies situated in Hyderabad which is denied by the Central government in total. I have retired from NIRDPR Hyderabad where after retirement only out patient facility is extended that to not in full and in-patient is still pending.
