Sub: Issues arisen consequent upon 7th CPC recommendations and Government decisions -reg.

The affiliates are aware that the Indefinite Strike action from 11/07/2016 on Charter of demands mainly “minimum wage and multiplying factor” was deferred on official commitment given by the Government through Finance Ministry’s statement on 6th July, 2016 for constituting High Level Committee to examine the issues.

A committee under the Chairmanship of Additional Secretary (Expenditure) with Joint Secretary (Pers), Joint Secretary (Estt), Joint Secretary (Imp) as its members will deal the issues raised through a memorandum of JCM (Staff Side), submitted to the Empowered Committee, among them the major issues are “upward revision of Minimum wage as well Multiplying Factor”.

The 1st introductory meeting chaired by Addl. Secretary (Exp) was held on 30th August, 2016 at North Block, New Delhi attended by myself, S/Shri Shiva Gopal Mishra & M.S. Raja. In the preamble, we tried to impress upon the Addl. Secretary (Exp) the need for revision of minimum wage and Multiplying factor formula on the basis of facts and merits already presented by JCM (Staff Side). After brief discussion, it was agreed that another meeting of the Committee will be fixed to be held in consultation with the JCM (Staff Side).

We also met Cabinet Secretary, Government of India thereafter and conveyed our disappointment over the delay in sorting out important issues. The Cabinet Secretary has stated that orders have since been issued by the Government for payment of Gratuity to the employees governed by the NPS. He said that the Government has also issued orders revising the salary calculation limit to Rs. 7000/- for payment of Bonus/PLB w.e.f. 2014. The Cabinet Secretary has also assured to positively consider remaining pending issues.

The affiliates may please note that a meeting between the Standing Committee of JCM (Staff Side) and the Committee Chaired by Finance Secretary (Expenditure) will take place on 1′ September, 2016 at North Block, New Delhi. In the said meeting the issues pertaining to the negative recommendations of 7th CPC on allowances and advances will be dealt.

    It is not understood why defense pensioners pensions are not upgraded as per 7th cpc on 31 Aug 2016?Earlier pay commissions given enhance rate without delay.

    What about amendments in Gratuity Act , will it be from 1./1/16 or from the date of notification for amendments in Gratuity Act for enhancement in ceiling from 10 lacs to 20 lacs.
    Please think of employees/workers ,who will be retiring in between and will get gratuity amount of Rs. 10 lacs or less , thus causing huge loss to them.

    The employees have got the wages / salaries as per VII CPC on Aug 31. The pensioners are also supposed to get their pension on the same date in the same urgency and in the same manner and the same treatment.. But alas., pensioners are the last class the neglected category. Avoided because they have no seat, no power, no strength, none to represent none to heed their cries even if they cry or raise their voice they are neglected as if they cause stinking.

    Revision of pension of pre 2006 pensioners is still not completed.though 16 years have passed and despite several requests and representations have been made. The PDA State Bank of Travancore takes do not heed to the cries of the pensioners. If so when will the will the revision revision or recommendations be implemented by the PDA like SBT.

    I feel Govt. has power to curb only Service class in every aspect. The 7th CPC recommendations has been lowered down by Govt., however the recommendations was not much sastisfatory as there was only 14 to 20% increase in salary only .

    Where as in pension it was there even on minus side, how it is possible. It is due to recent orders issued by Govt. perticularly pre-2006 pensioners. Inspite of Supreme Court orders to give benefit to pre-2006 retiree on 31.12.2005 or earlier. But govt. by issuing orders has crushed the retiree i.e. the old, seniors pensioners who was forced to get pension as per OM dated 28.1..2013 on the basis of 6th CPC. According to this pension of many senior person was much less as it was based on initial basic where as such pensioners being in equivalent grade of 5Th CPC have earned numbers of increment due to this they were put at loss. There wer numbers of orders for such pensioners who were alloed to get pension fixation on NOTIONAL BASIS in the pre-revised scale with advatage. Such orders were issued after supreme cort judgments in 1998, 2000, 2007 and so on.

    Even now the Govt. has restricted 1/3rd pension of PSU absorbee which was based on PRO_RATA REDUCTION ON 33 YEARS OF SERVICE. Where is as this benefit has been given to others, IS IT JUSTIFY?

    I think if the fitment formula as s demanded i.e 3,68 is not given,the central government employees will put the last nail in the coffin of BJP GOVT.AND iam sure of this.
