Date of next increment in revised pay structure

Date of next increment in revised pay structure.-

(1) There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July:

Provided that an employee shall be entitled to only one annual increment either on 1st January or 1st July depending on the date of his appointment, promotion or grant of financial upgradation.

(2) The increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under Modified Assured Career Progression Scheme (MACPS) during the period between the 2nd day of January and 1st day of July (both inclusive) shall be granted on 1st day of January and the increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under MACPS during the period between the 2nd day of July and 1st day of January (both inclusive) shall be granted on 1st day of July.

Illustration:

(a) In case of an employee appointed or promoted in the normal hierarchy or under MACPS during the period between the 2nd day of July, 2016 and the 1st day of January, 2017, the first increment shall accrue on the 1st day of July, 2017 and thereafter it shall accrue after one year on annual basis.

(b) In case of an employee appointed or promoted in the normal hierarchy or under MACPS during the period between 2nd day of January, 2016 and 1st day of July, 2016, who did not draw any increment on 1st day of July, 2016, the next increment shall accrue on 1st day of January, 2017 and thereafter it shall accrue after one year on annual basis:

Provided that in the case of employees whose pay in the revised pay structure has been fixed as on 1st day of January, the next increment in the Level in which the pay was so fixed as on 1st day of January, 2016 shall accrue on 1st day of July, 2016:

Provided further that the next increment after drawal of increment on 1st day of July, 2016 shall accrue on 1st day of July, 2017.

(3) Where two existing Grades in hierarchy are merged and the junior Government servant in the lower Grade happens to draw more pay in the corresponding Level in the revised pay structure than the pay of the senior Government servant, the pay of the senior government servant shall be stepped up to that of his junior from the same date and he shall draw next increment in accordance with this rule.

    There is no direct option for switching month of increment from July to January. It would happen only if you get promotion/financial upgradation between Jan to May but after switching to revised pay structure of 7th CPC w.e.f.1.1.2016.

    As per the CCS(RP) Rules 2016, in case of opting for revised pay structure of 7th CPC w.e.f.01.01.2016, the next increment will be on 01.07.2016. In case of promotion/upgradation between Jan to May only, increment can be switched to January of ensuing year. From this, it implies that in case of promotion/upgradation, no increment will be available on 01.01.2016 even if one has completed six months since then.
    All concerned shall represent against this so that cases can be taken up with M/o Finance, Deptt. of Expenditure to allow increment on 1.1.2016 where a person has already completed 06 months after last increment in the pre-revised pay structure.

    my detail-
    basic+gp 10840 on 01-jan-2016 and 11170 on 01-07-2016 according to 6 cpc (Gp 2400).
    so is it beneficial to choose revise pay form next increment date i.e. 01-july-2016.
    if i choose revise pay from next Increment date ( 1-july-2016) in Normal Conditions then what will next increment date 01-jan-2017 or 01-july-2017.

    I got MACP on May 24 2015 , then I got MACP and increment benifit on 1st July 2025. In this regard which increment date is The best.

    It is very disheartening for employees who joined between 1st January to 30th June, in 6cpc their annual increment was shifted to 1st July but give 2 inrements in July after grants of MACP. In 7cpc their annual increment after MACP will be further delay by 6 month i.e. 1st January. Neither given 2 increments, even increment also delayed by 6 months. Both cpc punished the employees , who have joined between 1st January and 30th June. Please take the matter with officers responsible for removal of anomalaies

    Sir, If my pay is fixed at Rs56900 on 1st Jan2016 adding 3% it should be58607 but I am getting only 58600 less 7 Rd Is it correct?

    Dear Sir ,I retired on 31-01-2016 and got MACP in June 2010 with GP of Rs. 4200-00 as well as get increment on 1st July 2015 . Now my fixation in new pay matrix is to be done on 01-01-2016 consequent upon the implementation of 7 CPC where as two dates of increment viz 1st Jan and 1st July are fixed . If I opt the increment on 1st Jan2016 and from the last increment on 1st July 2015 ,the period of 6 months continuous service is fulfilled . So may I get the increment on 1st Jan 2016 in new pay matrix. Please clarify and guide me .

    Sirji,
    Thanks about illustrations given, I also draw your kind attention that when we multiply 2.57 fitment factor to the Pay as on 1.1.16 and 1.7.16 the matrix appears true. But in my case or may be of others too……

    As on 1.1.16 my pay is 15540+4600 = 20140 therefore I am placed in Rs. 52000 on matrix. I was given MACP in 22.12.12 from GP 4200 to 4600(Next higher GP) and got promoted to GP 4800 on 29.1.16. I was not given increment on promotion due to already given during MACP and as on 1st July I would be given next higher pay on matrix and next level i.e. 53600.
    However, as on 1.7.16 my pay was fixed by my department as 16150+4800 = 20950(6CPC). But when 20950 as on 1.7.16 is matched-up with fitment factor 2.57 it comes 53841.5 which means it should be placed at 55200 as on 1.7.16. But it has not been taken in to the considerations and it is another big loss to those who got MACP in next higher GP not in Promotional Hierarchy and got promoted between 2nd January to 1st July.
    I request to kindly take a serious note of that and include it in ANOMALIES so that pay is corrected with fitment factor as on 1.7.16 too for such employees.

    THE 7TH PAY COMMISION HAD GIVEN UNLIMLITED POWER TO THE HEAD IN PROMOTION & INCREMENTS. I HAD SEEN THIS IN MOST THE RESEARCH INSTITUTES & UNDER 6TH PAY COMMISION. CORRUPT & NON WORKING WILL GET THE BENIFITS WHILE HONEST & SINCER WILL SUFFER MORE IN THE NEW PAY COMMISSION. nO ONE WILL DARE TO SAY AGAINST THE CORRUPT HEAD OF THE DEPT IN FUTURE. THE SITUATION WILL BE WORST. THE PM SHOULD THINK WHETHER HE WANTS EMPLOEES TO BE BOLD -TRUTHFUL TO SOCIETY OR A HERD OF SHEEPS.

    Dear whomever,
    From 10am to 5pm today’s office hours you have taken out only this “date of next increment”.it took whole one-day working hours for this less priorities. What about pensioners 7th cpc circular for new pension to be whether paid or not on 31stAugust2016.
    What you do actually in the office hours. You don’t have any feelings for your so called nation’s old pensioners veteran. What Deshpramee you people are, This is the example of Deshvakti.
    Actually you people and ancestors were refusee of Pakistan crossed the border and managed to settle here in India grabbed the chairs of importance before and after the partition 1947.
    That is why so much of corruption , you Ruskins are always luring real original native by filmy dialog “Mera Gano mera desh,” Mera desh mahan”, “mera Bharat mahan”,” Deshprame,” “Deshvakti” etc. And on the other hand keeping yourself busy in incubation of new corruption and spoiling the whole startup ecosystems. Because you all sinners don’t love India.You refusee are just like the trespassers entered Turkey, Germany, France, Spain.
