Sub: Brief of the meeting held today between the Government of India and the National Council (JCM) (Staff Side)

The Government of India has constituted a committee, under the Chairmanship of Addl. Secretary(Exp.) with J.S.(Pers.), JS(Estt.) and JS(Imp.) as members, to deal with the pending issues of our memorandum, submitted to the Empowered Committee, of which prominent are “Minimum Wage and Multiplying Factor”.

The first meeting of the said committee with the National Council(JCM) Staff Side was held today, i.e. 30th August, 2016, which remained almost introductory. Apart from the Official Side members, Shri M. Raghaviah, Shri M.S. Raja and I myself(from the Staff Side JCM) attended the said meeting.

We raised vehemently the issues of “Minimum Wage and Multiplying Formula” and made them very clear that; the VII CPC has accepted Dr. Aykroyd Formula for fixing Minimum Wage, but has not implemented the said formula in full sense, so, that is not acceptable to the Staff Side(JCM), therefore, Minimum Wage from Rs.18000 must be enhanced and accordingly Fitment Formula should also be changed.

It was agreed by the committee that, since we are again meeting on 1st September, 2016 with the Committee on Allowances, the next meeting of the said committee will be fixed in consultation with the Staff Side(JCM).

Thereafter, we also met the Cabinet Secretary(Government of India) and there also we shown our anguish about the inordinate delay in resolving those issues which were agreed to. The Cabinet Secretary said that, orders for the gratuity have been issued for the NPS covered employees, and orders for the PLB and arrears have also been issued. Many of the issues raised by the Staff Side(JCM) have been accepted and implemented and the remaining issues would also be pursued and settled.

    Apart from the issues of minimum pay and multiplying factor, the most important issue is the Faithful Implementation of Option 1 for pension, recommended by the 7th CPC, after careful consideration of All relevant factors, to ensure complete parity among pensioners, irrespective of the date of their retirement. This affects all pensioners and must be taken up most forcefully with the Gov’t. at the highest level. If this is declined by Gov’t. on facetious grounds, it is bound to create agitations all over the country.

    It is humorous that a selection grade col of pre 2006 vintage gets less pension than a Time scale offr because he had more service as pbor + offr.

    This downgrdation is the result of removal of allowance of service given to all ranks which has been removed .

    For the sake of reputation of selection grade ensure no Time Scale all ranks get more pension than selection grade.

    why you people are soft on decade long legitimate issue of MACP in Promotional Hierarchy? Don’t you feel that a generation had already hanged boots without justice. Its high time to give this issue Top-Most Priority please.

    “Minimum Wage and Multiplying Formula” must be in variable manner. while MW to be raised to 28000 and multiplication factor should be 4 for Gp “c”, 3.75 for Gp “B” 3.5 for Gp “A” and 3.25 for Gp “A” super Time Scale and 3.0 for Gp “A” above super Time Scale employees. Ratio between Top and bottom scale must be reduced. MACP must be provided in Promotional Hierarchy.

    i have received my pension and pension arrears as well. Thanks to Govt and my Canara bank. While thanking the Govt, i as a pensioner feel that there is a need to increase the multiplying factor from 2.57 to at least 3+ to manage the retired life. pensioners who r ailing and forced to spend money on health issues r finding it difficult to cope with the ever raising prices in all fields.. we would be grateful to the unions/ assns to convince Govt to raise min wage and multiplying factor issues.

    why not group B gazetted employee covered under PLB bonus. is his salary is more than Group C employee or he is not enjoying festival?

    It needs to be decided why fitment table annexed with OM Dated 30/8/2008 for pre-2006 pensioners is not being implemented while re-fixing the pension in 7th CPC. This ambiguit needs to be settled alongwith new formula regarding number of increments earned during last pay scale on retirement which matter has been kept pending and is with the comittee. Thanks

    Revised pension along with arrears are not paid by bank. Though order after order had strictly directed to all disbursing banks and their CPCC that by 31st August. 2016 revised pension along with arrears must be paid to pensioners/family pensioners.

    Bringing attention to cpao by mail did not response or replied yet. Bringing attention by mail to the CPCC of my bank did not reply.

    I called the CPCC of my bank on 30th and 31st August respectly. On 30 got assurance that revised pension along with arrears will be credited into my bank account either 30th night or 31st August. But did not happen. I got reply on 31st afternoon when I called the CPCC of my bank that due to technical problem my revised pension along with arrears will be paid by this week.

    Again I have intimated the whole matter to the CPAO by mail.

    I am not sure either it is technical problem or cash crunch of the bank. But whatever it is, one thing is clear that bank has violated the timeline as well as violated government’s decision unquestionable manner.

    Our PM & FM talks big, claim bigger, but in real ground common people suffers a lot.

    The option -I of pension recommendation about parity between post and pre-2016 pensions is vital and most important for pensioners, besides multiplication factor for serving employees. The NJCA leaders should fight vigorously to get a favourable outcome.

    The news papers are giving reports that minimum salary has increased 2.57 times, from 7000/- to 18000/-‘ while fact is from about 16000/- to 18000/-.Such reports are making public opinion biased against central govt employees. This needs correction by proper press briefings.

    Delinking 33 yrs service for full pension not implemented in most of the DOT Circles. The Chennai CCA ( Covering Tamil Nadu and Chennai Metro Area) is yet to issue orders to pension disbursing authorities in respect of delinking 33 yrs criteria for fixation of revised Pension for the pre-2006 retirees.

    SCOPE IS NOT COMING AGAIN AND AGAIN, WHEN TRAIN IS COMING LATE PASSENGERS ARE WAITING ON THE PLATFORM FITTING THEIR EAR ON LOUD SPEAKER FOR THE NEWS WHEN THE TRAIN IS EXPECTING TO ARRIVE THE STATION. BUT PASSENGER IS LATE TRAIN ARRIVES IN TIME TRAIN WILL NOT WAIT WHEN THE PASSENGER WILL COME. TRAIN WILL LEAVE THE STATION.. AND IF NEXT TRAIN WILL NOT COME NEXT DAY THE PASSENGER HAVE/HAS TO WAIT IN THE PLATFORM AND MAXIMUM THEY WILL APPROACH STATION MASTER REGARDING THE TIMING OF THE NEXT TRAIN. THIS IS THE ACTUAL POSITION OF OUR BELOVED NATIONAL TRADE UNION LEADERS. SO DO NOT EXPECT FROM THEM ANY MORE.

    While considering the fitment/multiplying formula, VI CPC recommendations in which 50% merger of DA in the Basic Pay was accepted by the CG but not implemented should be kept in view i.e. the multiplied figure by the accepted fitment formula should be above the figure which comes after merging 50% DA in Basic Pay.

    Today I have received my pension on 31.8.2016. But surprised that my commutation amount is again deducted frome my pension. I am received pension per month excluding commuted amount. This pension calculation is totally wrong.

    Although govt has constituted a committee Dr resolving the issue of multiplying factor &minimum wages but it is late by more than a month. jcm should insist Dr report within stipulated period otherwise election are round the corner &matter may be postponed further on excuse of election code. Already there is wide gap in pay scales on a/c of different factors applied such as 2.57 ; 2.61; &2.81 etc. Major beneficiary being top ias . BR MADAAN

    Never ever bend to the government for bargaining the fitment factor 3.68 in any mid route solution from the proposal if comes from anomaly committee.

    Good move.

    In a Bengali news paper today is published the news that government has understood the magnitude of strike on 2nd September 2016 and have declared that most of the demand they are admitted especially enhancing of minimum wages.

    But one trade union leader has told to the media that the joint council of all national trade unions will go for strike on the declared date because they are feeling that government did not admit all demands which were raised by from their side.

    Parity of pension, especially for civil pensioners/family pensioners is a burning issue which should give priority in chararterd of demand and never compromise by any means. Because 54-55 lac pensioners will suffer due to disparity and next to tough leading a moderate life style due to retail inflation and price hike.
