Subject: One Rank One Pension to the Defence Forces personnel.

Sir,

The undersigned is directed to refer this Ministry’s letter No 12(1)/2014/D (Pen/Policy)¬Part- II dated 7th November, 2015 notifying One Rank One Pension (OROP) scheme for Defence Forces personnel. Salient features of the scheme have been mentioned at Para 3 & 4 of above said letter with the provision that the benefit of the scheme shall be implemented from 1.7.2014 to all pre-1.7.2014 pensioners. Para 6 of the letter provides that detailed instructions relating to implementation of OROP along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears by Pension Disbursing Agencies concerned.

    Amended fresh request for necessary amendment in OROP table for justice with Honorary Naib Subedar of Y Group is forwarded. This is for your information and further necessary favourable action please .

    With reference the table No 7 of circular No 555 dated 04 February 2016.

    I 2879637W Honorary Naib Subedar Vijai Kumar have served in Army 24 Years & 02 days. My service particular’s is as under –

    Date of enrolment – 30 October 1982.

    Date of retirement – 31 October 2006 (A/N).

    Date of birth – 25 April 1962.

    PPO No – S/29763/2006 (ARMY)

    Basic Pension as per 6 CPC – Rs 7750/-

    Revised Basic Pension on acceptance of OROP – Rs 8425/-

    It is observed that pension of X group Honorary Naib Subedar & Naib Subedar of 24 years service is equal i.e. Rs 11138/- as per table No 7 of circular No 555 dated 04 February 2016. But basic pension of Y group Honorary Naib Subedar & Naib Subedar of 24 years service is different. 24 years service of Naib Subedar basic pension is more than Honorary Naib Subedar of 24 years service & this diffrence between Honorary Naib Subedar& Naib Subedar of 24 years service is Rs 1004. In this circular in table No 7 Y group Honorary Naib Subedar basic pension is Rs 8425 & 24 years service of Naib Subedar basic pension is Rs 9424. It should be equal as OROP as implemented for X group 24 years service of Honorary Naib Subedar & 24 years service of Naib Subedar basic pension are equal.

    Hony Rank of Naib Subedar granted to Havildar will be notionally considered as a promotion to the higher grade pay and will be allowed notionally for the purpose of fixation of pension only with effect 01 January 2006. The said decision has been communicated vide Ministry of Defence letter No. 1(8)/2008-D(Pay/Policy) dated 12 June 2009.

    On the definition of OROP (Definition of One Rank One Pension – One Rank One Pension (OROP) implies that uniform pension be paid to the Armed Forces Personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension to be automatically passed on to the past pensioners. This implies bridging the gap between the rate of pension of the current pensioners and the past pensioners, and also future enhancements in the rate of pension to be automatically passed on to the past pensioners.) and government of India Ministry of Defence letter No. 1(8)/2008-D(Pay/Policy) dated 12 June 2009 pension of Honorary Naib Subedar & Naib Subedar should be equal in the same length of service.

    Keeping view of the above and as mentioned table No 7 of circular No 555 dated 04 February 2016 for 24 years service of X group Naib Subedar & Honorary Naib Subedar basic pension has fixed at same rate or equal, so Y group 24 service of Honorary Naib Subedar & Naib Subedar basic pension should also be fixed at same rate or equal. Please consider it.

    Please do the needful for necessary amendment or issue related instructions for rectify the observations or variable? An early action is requested.

    As per table No 7 of circular No 555 dated 04 February 2016 basic pension of Honorary Naib Subedar & Naib Subedar of X group for service 24 years or 26 years has fixed in same rate i.e. Rs 11138 but basic pension of Honorary Naib Subedar & Naib Subedar of Y group is different. This difference is Rs 1004/- .
    As per table No 7 of circular No 555 dated 04 February 2016 for 24 years service Y group Honorary Naib Subedar basic pension has fixed at Rs 8425/- and Naib Subedar basic pension has fixed on Rs 9429/- which is not understood in OROP and it is injustice with the Honorary Naib Subedar of Y group.
    Hony Rank of Naib Subedar granted to Havildar will be notionally considered as a promotion to the higher grade pay and will be allowed notionally for the purposes of fixation of pension only with effect from 01-1-2006. The said decision has been communicated vide Ministry of Defence letter NO. 1(8)/2008-D (Pen/ Policy) dated 12-6-2009.
    As per table No 7 of circular No 555 dated 04 February 2016 24 years service of X group Naib Subedar & Honorary Naib Subedar pension are equal, so 24 years service of Y group Naib Subedar & Honorary Naib Subedar pension also should be equal, please consider it.

    It has beeln noticed y group Nsub ,sub ,sub maj ,jwo, wo , mwo. po.cpo mpo has purposlydegraded by the orop commission why this revange on us for examble see the subadars table9 in torritorial Army and regular army table7 around 1110Rs direct pension why this one side commission, No justice in orop commission we hope it will correct before 7th cpc. Totaly injustice orop commission, the commission has not justified the rank and lenth of service we hope shortly it will be corrected.

    There are category made for each commission officers while segregating among the officers. The Honorary Commission Officers are included with JCO/OR. After serving a quite long years the rankers have been honoured with this rank. But it reveals a hated discrimination who had projected it for including with JCO/ORs and implemented without studying the repercussion of this rank to make a separate category. Notwithstanding, the reparation a separate category it is time and again included with JCO/ORs. It may be recollected, once this rank was not projected for VI CPC with a mere excuse non were aware. Ridiculous Boss.

    Why there is no response given to the injustice done for N/ SUB, JWO and CPO ?
    why there is a huge difference between X and Y group of the above Rank, see below.
    Group JWO WO MWO
    X Basic 10480 11615 12960
    Y Basic 8853 11150 12385

    difference 1627 465 575
    ——————————————————– for X and Y group JWO, WO and MWO the difference should be Rs. 355, 465 and 575 respectively, but why no one is bothered to check this injustice done to us, please do the correction and do justice Y group JWOs, if the correction is done, the Basic pension of a JWO should be Rs. 10125 .
    Please Note : X and Y group Revised Pension Hike and difference between a Jwo to Wo, See Shown as below.
    X from JWO to WO : i.e 10480 Minus 11615 is Rs.1135 a X group WO gets more
    Y from JWO to WO : i.e 8853 Minus 11150 is Rs.2297 a Y group WO gets more
    The difference of Hike between JWO to WO of Y group is much more than JWO to WO of X group, this is totally wrong, Hence a 21 yrs Y group JWOs Basic pension may be revised from Rs.8853 to Rs.10125 .

    Thanks Indian Government for implementing the OROP the long pending demand of Ex servicemen. Thanks for those who burned midnight oil for preparing OROP tables for all the ranks and different categories of ex servicemen.

    If the government can do something for revision of pension every two years instead of five years and also look into the VRS issue. If these two problems are solved, ex servicemen agitation at Jantar Mantar should end.

    Thanks for Major General (Retd) Satbir Singh & his team sitting on relay hunger strike and Dharana and going through the hardship.

    The government has well done and good to good every soldier of the past through OROP implementation. The order runs into something around 200 pages. There is table for every class and category of ex-soldiers; Check in that particular table you (your ward case) belong to.

    The table is not final. There are guidelines in respect of honorary ranks, ACP cases, etc. Hopefully, you find a solution there.

Only Rs 79/- has been increased whereas in other it has been increased min to Rs 100/- and more, which is not justified by OROP Recommendation. Kindly revised as a fair with JCO.

    Sir, I Shree Bhagwan Singh retired on 31 Aug 2008 after completion of 26 years 8 days service as Hav and granted Hon Nb Sub on 26th Jan 2009.
    My basic pension fixed as Rs 8410/- but person retired after 31 Aug 2008 have granted the Rank Hav ACP- 1 are getting pension Rs 10029. means they are drawing 3 to 4 thousands more pension from earlier retiry wef 31 Aug 2008. please clarify.
    secondly revised pension table issued under OROP scheme is showing more defference between Gp X and Y ranked of Hon Nb Sub. As per approved table Gp X Hon Nb Sub and Nb Sub both are fixed Rs 11205/-but In Y Gp Hon Nb Sub and Nb Sub are fixed Rs 8783/- and Rs 10405/- respectively. why this is made difference between Hon Nb Sub and Nb Sub. Please look on the matter and clarify.

    Dear Sir, I am Ex JWO of Air Force (X-group-20 yrs service on Jun2007) Still personal retired before 2006 are getting more pension than me-his colleague from same trade,same rank,same service-20 yrs, is getting more pension than me. My basic is only Rs-9550 and my senior who retired in 2004 and also another junior who was in the rank of JWO only for 8 months & retired in Sep. 2008, his basic pension is Rs-10250/. How is it. So OROP is doing injustice with post 2006 retired personnel.
    Plz look into it. I wrote many times to Air Force Record Office,regarding this anomaly,But no use. Thanks

    I am pre 2006 retire from indian navy retired on 30/04/1983 as ch. Mech (equ. To ch artificer) with 17 yr 6 month sevice in x group my basic as on 01/01/2006 was6388 and revised to 7824 wef 01/07/2009 and further revised to 7848 wef 24/09/2012 my bank says that i am not due any arrear for revised pension wef 01/01/2006 wich is applicable to jco/ors pl.     Sir, I am an ex-serviceman (Indian Army EME) having 8 years of service from 1968-1976. Discharged from service on medical grounds. Medical category down i.e. Permanent CEE. No board out pension received. Is there any chance for me to get a minimum pension

    Please clarify whether a person holding a rank for even one day is also eligible for that rank pension or not. If not the meaning of one rank one pension dose not hold good.

    I retired in 1989 fm aoc n taking pension fm cbi br. Motipur but i couldn’t get credited my arrears of pre2006 till date.pls suggest action in this matter for early credit of arrears of pre 2006.

    Hi, All,

    I retired exactly 40 yrs and 2 months ago as Group I Sergeant. As per the pre-2006 pension arrears scheme I was given a credit of Rs 27,860/- whereas all my contemporaries were credited with amounts far exceeding mine and I have been paid the least. I had calculated the arrears as Rs. 1,47,000/- and had preferred a detailed XL sheet to the
    CPPC Bangalore Canarabank but in vain. Definitely matters are handled not accurately by the concerned authorities. What a pity!!!

    Sir i666740’k” sgt retired from sit force from 01-01-2000 means pre2006.But not even a single np is credited my accts.

    Jc371501H Ex N/Sub sande Krishnarao till date no revision of pension arear not credited by SBI Bhopal same to the pensioner.most of getting enhancepension last four month.what type of crime we have done to not getting enhance pension.pl suggest to pda to urgent issue.

    Sir, i retired from IAF on 1_6_1983, i held the rank of Cpl. and from trade ,Telst/RT/Opr. group III .What should be my pension now. Am i elligible for OROP? I am a penaioner since 1_6_1983. I serves for 15 yrs.. Please help me as i don’t know how to calculate. Thanks.

    sir i was retied on 31 july 2004 as hony nb/sub complit 24years service now this time my pension 7750 not equilent to same rank retierd affter 2006 how the are taking rs 10405 please consider my pension

    I was discharged board out medical board from service on 2 Dec 2002 my basic pension was 1592 I completed 17 yes 03 months service. What will be my basic pension as on 01 Jul 2014 and when PDA is going to pay the enhanced pension to me.

    sir, i was retied on 30 oct 2006 at the time my pension was Rs 2768.as per 6th pay cpc basic pension was Rs 6235.as per OROP what will be the pension. my total service 17yr 6months
