Constitution of an Empowered Committee of Secretaries to process the recommendations of the 7th Central Pay Commission
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval for setting up an Empowered Committee of Secretaries under the Chairmanship of Cabinet Secretary, in order to process the recommendations of 7th Central Pay Commission (CPC) in an overall perspective.
The Empowered Committee of Secretaries will function as a Screening Committee to process the recommendations with regard to all relevant factors of the 7th CPC in an expeditious detailed and holistic fashion.

Dear! Prime minister exelency ! Shri Narender Modi. As of your promise sab ka saath sab ka vikas. Sir 7th CPC does nothing for paramilitary forces. None of demand of Ors has been met by 7th CPC especially the paramilitary service pay. Please intervene the matterpersonally as this is our demand since decades. Please do the justice with paramilitary forces specially Bsf. This will have an impact on coming elections.

While consideration of fixation of grade-pay in respect of Private Secretaries (Gp.B Gaz.) in field offices under MOD Rs. 4600 should be upgraded to Rs. 4800 as can be seen from 2nd CPC onwards to keep parity at least with the same grade pay holders in field area under MOD.

Before this I would like to request you that lot of Central Govt. Employees are facing a problem created by the six Central Pay commission i.e. MACP. Six pay commission had allowed MACP after 10, 20 & 30 years of continues service but the grade pay allowed on the basis of grade pay hierarchy not on the basis of promotion post hierarchy. For example if a Lower Division Clerk of Grade pay 1900/- completes 10 year then he will get the grade pay of Rs. 2000/- only even the promotion post of LDC is UDC which is in the grade pay of Rs. 2400/-. In ACP the provision was to get the promotional grade pay for example under ACP if a employees LDC completes 12 years of service he was entitled the next Grade pay of UDC i.e. 2400/- and after completion of 24/- years he gets grade pay of Rs. 4200/-. In this regard lot of Court cases are pending before various CAT, High Courts and Supreme Court of India with the request to allowed the grade pay on the basis of promotional post hierarchy. A employee Mr. Raj Paul has filed a case in Hon’ble CAT Chandigarh O.A. 1038/CH/2010 and the Hon’ble CAT passed an order dated 31.5.2011 for the grant of Grade pay on the basis of promotional hierarchy. The same was passed by the Hon’ble High Court of Punjab and Hariyana, Chandigarh as well as Supreme Court of India and now he got the benefit of this order and getting grade pay on promotional hierarchy under MACP but no other central Govt. Employee is getting this benefit and approached lot of cases before the Hon’ble Courts by the employees. Sir, it is not justice with the other employee that they are not getting grade pay on promotional hierarchy under MACP but Mr. Raj Pal getting the benefit on the basis of promotional hierarchy. That’s mean Central Govt. has made special rule only for Mr. Raj Pal which is not applicable on other Central Govt. Employees. How can it possible.
Therefore Respected Hon’ble PM Saheb please do something on that and allowed the benefit of promotional grade pay hierarchy under MACP to all other Central Govt. Employees.

Honourable PM, The post of Office Superintendent of subordinate/field offices have been merged with the lower post of Assistant by 6th CPC and recommended parity also at par with CSCS/CSS/AFHQ Cadre. But it was further downgraded and equated with UDC(NFSG) of the CSS/AFHQ cadre Wef.22 June 2011. Recently the LDC, UDC & Assistant post of CSS Cadre have been redesigated Wef.21 Dec 2015. Still the anomalies on the point is pending. Kindly sort out the issue before implementation of 7th CPC. Else the fate & future of Office Superintendents who meant for supervisory job will be in grate trouble without getting proper salary at par with other departments under Central Govt. and already we have been discriminated and deprived from parity with CSS/AFHQ Cadre even though 6th CPC had recommended in Para 3.1.3, 3.1.9, 3.1.14 & 15.11 of its report and the same have been approved by the cabinet. Still the benefits of it has not reached to the field offices from last 10 years. Further the minimum pay anomaly between Recruits & Promotees is another unsettled issue. The promote after 25 to 30 years long service only reaching the post of Office Superintendent and getting pay less than a newly recruited Assistant of CSS/AFHQ Cadre. Please Modiji and Cabinet Secretary may kindly look in to these anomalies.

As per the recommendation of the 6th CPC the pay scale of 5000-8000 and 5500-9000 have not been merged till now in my department what will happen to the employees of that department after 7th CPC

Sir, Revision of cases are still pending for the pre-2006 pensioners on the basis of Delhi High court judgement dated 29-4-2013 in which Punjab High Court judgement WP(C) No.19641/2009 in the case of R.K Aggrwal & Ors. Vs State of Haryana has also been followed and further confirmed by the apex court. No doubt many cases have been revised suo-moto but feed back is not being afforded by the field functiionaries of PAOs to complete the job. Every data is available with the CPAO regarding basic pay last drawn at the time of retirement as on 31.12.2005 . The pension needs to be revised as per table annexed to F.No.1/1/2008-IC dated 30th August 2008 on the basis of resolution No.1/1/2008-IC dated August 29,2008. Further instructions are being mi-interpreted on the issue viz. 30th July 2015 para 3 ignoring Delhi High Court Judgement by reading in true spirits of of the case under reference. OM dated 28-1-2013 needs to be understood that it is applicable from 1.1.2006 instead 24.9.12. The authorities, kindly read care fully and ask to revise the pensions of pre-2006 pensioners . Kind attention CPAO/CBDT. Thanks

Dear PM Modiji, some of your trusted subordinates are trying their best to spoil your image, to name a few, FM Arun Jaitley Mr Jaitley is bent upon to makes sure what ever promises you make the same shouldn’t be full filled, first he ruined your image by diluting the definition of OROP for Ex-Servicemen, now he is playing his dirty tricks with 7th CPC, the entire CGE including Serving Defence personal will go against you with his penny wise pound foolish mischievous attitude, i.e. he declared that CGE will not get DA, when Basic pay is multiplied by 2.57 ( to get our new salary) it will be inclusive of DA, no additional DA will be given, it is to be assumed as DA is merged when multiplied by 2.57. CGE are no fools to accept this foolish act of FM. before resolving Ex-servicemen s OROP . FM is trying to mount new pressure on you. This is certainly going to affect the coming election results. please think it over.

FURTHER THE PREVIOUS YEARS VACANYCY HAS BEEN FILLED IN BY THE JUNIORS TO ME AND GIVEN RETROSPECTIVE POSITION BEING ADHOC ASCs AND ALSO GIVEN NEXT HIGHER SCALE PROMOTION AS DSCs… SAME IS DENIED TO ME AS STATED IN ABOVE PARAS….

II:VII CENTRAL PAY COMMISSION REPORT-BELIED AND BROKEN HEARTS WITH NO WISDOM TOWARDS EMPLOYEES/PENSIONER’s HOPES-(SPINA BIFIDA)-A RETROGRADE .

It is very rightly spelt out by Sri.SNC.KrishnamaCharyulu, Editor of “FEDERATION NEWS” MAGAZINE and General Secretary of AIRRF in Nov/ Dec,2015 Magazine,that the vii cpc has done no improvement to the C.G.PENSIONERS-….”…It is beyond once comprehension how the Commission meticulously time and again wrote to the Govt. for views and on various demands of employees/ Pensioners and eventually sailed along the same lines for denying the benefits…”;….”…Dismay,distress,despondency,dejection,whatnot- as the pages rolledover the Report,virtually engulfed everybody with gloom and feeling of down to the earth cheating with its outright rejection of the genuine demands and unwanted retrograde recommendations…”
The ‘Federation News’ ( at page-4) has very accurately and minutely listed out as to how almost all of the pensioners demands(30) have been out-rightly rejected/ not considered by the VII CPC.
Sri.Y.N.SASTRY, President,AIRRF,Lambasted vii cpc report and written a letter to the Honorable PM of India seeking intervention for improving the recommendations so that the senior citizens/ pensioners can lead their leftover days with some peace and dignity.
It is something happy to note that the vii cpc has done at least one good thing to the RPF( RAILWAY PROTECTION FORCE) by making the RPF PERSONNEL/ PENSIONERS at par with RAILWAY SERVANTS in pay and perks as that of Railway servants and requested the GOI to fully agree and implement the vii cpc Report in Toto (at page22 of FN).
In fact intellectuals opined that the Reported hike of 14 odd percent is nothing but an increase to about 01-04% after deduction of Govt Taxes, etc., and that this may be due to insiders pressures and frequent consultations in making out Pay/Matrix,and pensioners Fitment Formula.
The RPF is no doubt, an Uniformed and an Armed Force, but, ironically for the reasons best known to the POLICY MAKERS, has been De-Linked with CAPFs( CENTRAL ARMED POLICE/ PARA MILITARY FORCES) may be, only because it is working under the direct control and command of Railway Ministry.
Can we hope that the GOI at least take into consideration of extending vii cpc recommendations ( Para -10.1.48&10.2) for RPF also,being Armed and Uniformed Force as per Law,RPF ACT, and protecting the Indian Railway’s System and working for safety and security of Rail Passengers, while granting exgrtia lump-sum payment compensation which the vii cpc recommended for Defence and Civil Forces. In addiction to this assigned job and other day to day duties, the RPF also undertake Bandobast, VIPs escorting and guarding duties. It is opined that we are being treated like dead duck and managing with desultory dialogues. This may be only because RPF is not under the control of Home Ministry. The GOI is also found to be not inclined to vest more powers and responsibilities under the LAW,by excriminating the GRP from the Railways, the reason may be that some interested parties in GOI framing despise towards RPF , the reason may be that they does not want to excrete the GRP and around 200 IPS OFFICERS working on Railways on deputation to GRP.
The other reason which can essily be attributable that the Constitution does not permit and that they do not want separate Law to be brought in for RPF LIKE THAT OF RP( UP) ACT, or make any amendments in the Constitution to make special provisions for Railways, Public Sector Undertakings, etc.
When the working system comes for comparison for RPF and METRO RAILWAYS IN DELHI, KOLKATA and in other States, it can be safely said that METRO RAILWAYS is to be under the control and command of RAILWAYS unless and until there is some Constitution amendment or a separate Law is made. In my considered opinion there cannot be elevated metro railway under the guise and style of tramways. In some States this may work out as long as there arises question Law and its sanctity.sanctity is being deployed in some Metro Railways.
Likewise, it is also observed that the vii cpc has recommended for DSCs( Defence Security Corps) application of MACP Implementation on completion of 8/16/24 years of service while for C.Gs.,this MACP STANDS remain at 10/20/30 years of service. Herein, it is worth to mention in the words of our Editor that-…”… The employees and the pensioners belonging to predominantly lower grades( GROUP’ C’ ) of pay and pension are the worst suffers …( in the hands of vii cpc)…”
The VII CPC / GOI is found to be more interested towards Defence Forces and other CAPFS under the command and control of the Defence/Home Ministry, and not on others. It seems, they are not looking into the genuine problems, hardships of other CG employees/ pensioners, like the Railways, who are also placed in equal terms and Conditions,bounds.They are being treated as secondary citizens in sanctioning pay and perks.
What ever may be the Defence Forces working, on ground reality, only defending the country at borders does not bring peace and tranquility. One also should think of transport,which include movement of Defence personnel,goods,vehicles, by Railways, and others. In Law & problem,crime control, and IT,REVENUE AND BUSINESS development, one has to look into other departments, like Railways and taking all possible strains and constraints into consideration like strikes, work to rule,etc,the govt.may think its stand on future pay and perks to other CG employees/ Pensioners,duly extending the benefits of OROP.
The Railways and other depts too are always standing in fore-front in all aspects and occasions, let the govt. think wisely and prospectively in considering genuine demands and protect the interests of the CG employees/ pensioners.
It is pertinent to state that the NC – JCM Staff side Constituent Organisations have shown its Metal and stamina , have already observed BLACK DAY TO SHOW THE PENSIONER’ S IRE on 27th Nov,2015, and the AIRRF initiated PROTEST programs by way of POST CARD CAMPAIGN , and the NJCA( NATIONAL JOINT COUNCIL OF ACTION) have already decided to go on indefinite Strike in March 2016, if the Govt. fail to reach a Negotiable Settlement with them by first of Feb,2016 .
The Govt. is ready to spend and already spent crores of Rupees on AND in the NAME OF BANDOBAST DUTIES for above such strikes, but not inclining to spend the rightful pay/ pension amount to employees/ pensioners.
The demand for implementation of Awards/ Judgments of Tribunals and the Courts of Law is also not considered by the VIICPC . It may be noted that any Rule formulated under the proviso of an Act shall have the effect of Law, and the employees/ pensioners shall have the Right to knock the doors of the Courts for their guanine and regionable demands including contempt of Court cases. The NAKARA JUDGEMENT, PAYMENT OF ARREARS TO PRE- 2006 PENSIONERS RIGHT FROM 01-01-2006 are just examples as to how the Govt. has to yield to the common cause of their / Public Servants/ Pensioners. We hope that no person wants to go to such extent…The Defence Pensioners have fought over 4 decades on their demand of OROP and succeeded.
Let us hope that the GOI rethink positively as for that of Defence , and on the vii cpc Report and its self decision making policy before accepting and implementing the vii cpc recommendations in true spirit without thinking on pay and perks increase, MACP,Pensioners genuine demands, without stating / or on the ground that ” THIS WILL BURDEN THE EXCHQUER”.

Sir, is there any proposal by Govt to study in depth recommendations of 7th CPC for GREF Deptt (Border roads Organisation) under Min of Defence before implementation as many anomalies are there.

Govt should not consider any increase in PB4 and above….already they are getting too much.
they can be given only merger of DA when it is more than 100%.
they can be give relief in IT. Now about 2 months of salary is deducted. to reduce the IT effect they have to invest another 2 months salary. After 20% tax, no income should be taxable.
