Arranging Digital Signature for the Pension Processing PAOs for sending online digital authorities to CPAO

Sub: Arranging Digital Signature for the Pension Processing PAOs for sending online digital authorities to CPAO

CPAO is is process of implementing e-PPO project whereby digitally signed authorities would be received in CPAO from the PAOs of the Ministry/Department both in fresh pension cases as well as revision cases. For signing the e-authorities, PAOs would be required type-II digital signature key. In this regard, necessary instructions were issued by the PFMS Cell, Office of CGA, M/o Finance vide OM No.C-13015(370)/MF.CGA/PFMS/Meeting/2015-16/1757 dated 08/12/2015 (Copy enclosed) to all the Pr.CCAs/CCAs/CAs (with independent charge) to arrange the digital signature for their pension processing PAOs (as per list attached).

In view of implementation of 7th CPC recommendations related to pension, around 11 Lakhs pension cases would need to be revised by CPAO. Manual processing of such huge number of cases would be time taking which may lead to delay in payment to the Pensioners. Therefore, for speedy revision, it is desired to process these cases in e-mode by the PAOs and send them electronically under their digital signatures to CPAO. For this purpose, Digital Signatures of Pension Processing PAOs would be required.

It is, therefore, requested to urgently arrange the digital signature for all the pension processing PAOs of your Ministry/Departments latest by 8th January, 2016 and a confirmation report may be sentt to CPAO.
