Transport Allowance

8.15.44 Transport Allowance (TPTA) is granted to cover the expenditure involved in commuting between place of residence and place of duty. The existing rates are as under:

8.15.45 Moreover, officers drawing GP 10000 and higher, who are entitled to the use of official car, have the option to avail themselves of the existing facility or to draw the TPTA at the rate
of ₹7,000+DA pm. Differently abled employees are granted this allowance at double the rate, subject to a minimum amount of ₹1,000 plus DA.

8.15.46 Many representations have been received regarding Transport Allowance. Most of them advocate granting the allowance at the same rate to all employees, irrespective of their place of posting, on the grounds that fuel prices affect everybody equally.

Analysis and Recommendations

8.15.47 The Commission notes that TPTA is fully DA-indexed.

8.15.48 The first issue to be considered is whether the rate of Transport Allowance should be the same for all places. There are arguments both for and against this view.

8.15.49 Proponents of the idea argue that petrol prices are almost same everywhere. Moreover, public transport system is better developed in many of the A1/A Class cities, thereby reducing the cost of commuting significantly. The argument, therefore, is that A1/A category places do not need to have a higher rate.

8.15.50 Opponents point out that the categorization of A1/A has been abolished for other purposes (like HRA, CCA) but retained for Transport Allowance. Incidentally, only 13 cities fall under this categorization: six in A1, viz., Hyderabad, Delhi, Bengaluru, Greater Mumbai, Chennai, Kolkata and seven in A, viz., Ahmedabad, Surat, Nagpur, Pune, Jaipur, Lucknow and Kanpur. Recently, six more cities, viz., Patna, Kochi, Kozhikode, Indore, Coimbatore and Ghaziabad have been added to A1/A categories, making it nineteen in all. (Incidentally, vide a recent notification No. 21(2)/2015-E.II(B) dated 06.08.2015, the use of term “A1/A” has been dropped for these nineteen cities. Hence, the Commission will refer to these nineteen cities as “Higher TPTA cities.”). In all these places the commuting distances are far more than in other cities. Moreover, the public transport system is not as developed as it should be in all these places. Therefore, it is argued, the distinction should remain.

8.15.51 After considering both the viewpoints, the Commission is of the view that by and large the commuting distances and associated difficulties involved in Higher TPTA cities are much more compared to other places. Hence, the argument that the distinction should stay is a valid one.

8.15.52 The second issue is whether Transport Allowance should be the same for all personnel posted at the same place. Here the Commission feels that a question of status of employee is involved and hence, complete parity is not possible.

8.15.53 Regarding the optimal rate of Transport Allowance, the Commission notes that the allowance is already fully DA indexed. Therefore, since DA has already reached 119 percent and is likely to rise further before the implementation of our report, the following rates of Transport Allowance are recommended:

8.15.54 Officers in Pay Level 14 and higher, who are entitled to the use of official car, will ave the option to avail themselves of the existing facility or to draw the TPTA at the rate of ₹15,750+DA pm. Differently abled employees will continue to be paid at double rate, subject to a minimum of ₹2,250 plus DA.

    I’m fully agree with comments of Mr Naresh Kumar dated 03/03/16 & already planned to file a petision in Hon’ble court stating that why has been made variation in allownces between an offr & OR while impact of bad climate or hard duty are being beared by ORs more than offrs. I have no objection regarding more pay & facilities which they are entitled rightfully but it is reality that ORs faces more problems during hard duty/bad climate conditions, hence I’m favour for equall allowances. Our Constitute gives us Right to equallation right to each man & we should fight for it.

    Their is difference of 1:12.5 in salary , Then why giving different allowance as everybody survive in same climatic conditions. Already a hiatus made in salaries of Offer and ORs. If it is not sufficient for Officers, then I recommend to cut ORs all allowance and it should be include in Officers so that the drama of commission ends. Keep going with ORs dominating strategy.

    Dear All,
    i have few question regarding CCA rules and transport allowances.
    I was recruited on national project (temporary position) with 8000-275-13500( Pre revised scale). then it was revised to 15600-39100 (5400) as per 6th cpc. I am getting only DA and HRA till date.
    I am having few points:
    1. is CCA entitled for regular employee? or it is based on pay scale.
    2. is there any circular available that mentioned that temporary employee with grade slab will not entitled for CCA?
    3. is CCA is depend on local organization where you are working?
    Please help me in this regard. share the document if any one have. Thanks in advance.

    It is fixed in each and every pay commission that lower cadre staff will always suffer and will get the lowest benefit. Pay commission always made for officers only. Lower staff will always act like a slave and will do yoke of the officers. No smile will be on the faces of lower staff. In six pay commission only lower staff is facing the loss of grade pay under MACP. is it justified that a LDC of grade pay Rs. 1900/- will get only grade pay of Rs. 2000/- in ten years long service?. The lower staff is for yoke and have no freedom to get any benefits under his service. So there is no option to lower staff for comments as he has lots of problems for him.

    Sir MSP will be equal among all the ranks.it is injustice .MSP means military service pay,then why officer get more and jawans get low msp.Jawan are giving duty at -15 degree celsius temp,but officer is staying in room .or in Rajasthan jawan i giving duty at high temp, but offier are residing in AC rooms.So i request you to equal the MSP and field allowances.

    I am drawing Basic Pay of Rs.7930 plus Grade Pay of Rs.1900/-. My transport allowance in the current pay is 800+119% DA which works out to Rs.1752/-. However as per Seventh Pay , i will drw T.A. of Rs.900/- . I am at loss of Rs.852/-. This is a great injustice to employees like me.

    my basic plus grade pay is 12160+2800=14960 and I have been promoted to next grade pay i.e.4200/- (PB 2 9300 grade pay 4200) ( I have been promoted CPW HS I to CPW MCM) on 01-01-2016, whether my promotion pay fixation is in sixth cpc or in senenth cpc kindly explain which is benefited for me.

    My basic Pay is Rs. 7640 with G.P Rs.1900 as per 6th CPC and getting Transport Allowance Rs. 3504(1600 slab). But in 7th CPC it is shown that my Transport will decrease to 1350 because I will fall under Pay Level 2 in Matrix Chart as per 7th CPC. So, it is totally injustice.

    8.15.54. Government may consider to allow higher TA for use of own car subject to the condition that staff car and permanent driver did not exist there.

    Considering the volume of physically handicapped employees in the country and low financial impact, Government show its generosity and consider allowing minimum TA of Rs 6000 instead of Rs 2250 PM to such employees. They actually spend more to reach offices and capable of rarely using public transport.

    useless pay commission. there is nothing for department candidates who want go for up gradation or promotion by department text.I’m MCA serving as chowkidar in military hospital previous last nine years.but didn’t get any departmental promotion test or trade test like in MES & ordinance. seventh pay commission should be think abt us like employees who got Three degrees but not getting what they deserved moreover just getting less salary.

    As per existing rules, employees drawing pay in Pay Band of Rs.7440/- in PB-1 with Grade pay of Rs.1800, 1900 etc, where paid Travelling allowance @ Rs.1600 + DA(Rs,3504/-) at Kochi.
    But the seventh pay commission is recommending TA @ of Rs.1350 for level 1& 2.
    What about those employees who were drawing Pay in Pay Band greater than 7440/- and TA @ 1600/- + DA.

    My PB + GP = 20000 + 4800= 24800. Hence, as per 7th C.P.C. my new basic will be 64100/- . At present, I am not getting H.R.A., since I am staying in Govt. Qrts. Hence, as per 30% of basic rent of my qrt. is works out Rs. 7440/-. Now, if 24% of Basic of 7th c.p.c., i.e. on basic of Rs.64100/- rent of my qrt. will be Rs. 15384/-. Means my rent of qrt. will be rise of Rs.15384 – Rs. 7440 =Rs. 7944/-. Hence, to nullify of the rise of Rs. 7944/-, percentage of H.R.A. should be 14.40%,say 14%, in place of 24%. Since, even market rent of Type -III size private rented house is not more than my present rent of Rs. 7944/- but on the contrary it is less than that. So, if 24% will H.R.A. than persons like me will be constrain to vacat Govt. Qrts. and either they will shift to other private rented house or to shift to their own house even though it will be far away than govt. qrts. Hence, posion of Government Colonies will be in vacate type condition and due to that revenue loss to the Governmet.

    The calculations from commission side may be correct by theory but in practice not in expected lines take transport allowance no one is remain calm against this commission recommondation.the second one is HRA it should be as it was in 6th prc and the third one, fitment must be slitly reversed after decimal that is 2.57 to 2.75

    A person served in old scale of 14300 to 18300 for 5 years , got promotion to 16500 to 20500 scale pay fixed as per rule and without earning any increment retired.what will his no .of increments be in the retired scale for pension calculations?

    Sir, I am a LDC, and wants to know that while getting macps, whether we will got next grade of pay (1900 to 2000, and so on) or next grade of our cadre (pay of udc).
    Since one LDC already got macps if next grade (2000). Now will he be able to upgrade in the next grade of UDC cadre.

    My current GP is 1900 and TA 1600+DA(1904) = 3504. but as per 7th CPC recommendation the new TA stands at 1350+DA(0)=1350. ₹ 2100 loss pm.. moreover they added 1500 as GIC ये पे कमीशन ना आता तो ज्यादा सही रहता ।
    Lots of employees will face the same problem….

    This is ridiculously worst ever pay commission report if we consider the price hike in current trend.
    Minimum Basic should have fixed atleast RS.20000 pm instead of 18000.

    CGEGIS subscription is too high,it may be 500:750:1200 instead of 1500:2500:5000

    Transport Allowance may be fixed 10% of Basic+DA to all employees

    Grade pay = 8900
    Present HRA (in chandigarh) = 20%

    Overhaul its a better pay commissission by 7th CPC committee. At least our basic payment has gone up 18000 to 20000 lavel.this will impact us in every DA declaration,pension and gratuity calculation. If its the UPA or Congress then our basic payment could not reach even 10000 even if its 7 th CPC. Of course they are very cunning in introducing other allowances instead of increasing basic pay which will impact us in every field of calculation. So gentlemen wait and watch coolly instead of reacting.

    I think it too much for employees we never satisfied I have my own opinion that we should demand for less & think about those poor part of country who are deprived from basic enmities . We should think about their achhe din. We should support our Govt. & specially PM who is working hard day night.     My current GP is 1900 and TA 1600+DA(1904) = 3504. but as per 7th CPC recommendation the new TA stands at 1350+DA(0)=1350. Please rectify the anomaly before government notification. A large amount of employee will face the same problem.

    Dear Sir
    Now I am drawing Basic pay 7930 / with GP 1900 /- total TPT 3200+DA =7000/-(I am disabled) but now recommition of 7th cpc I will draw 2700/- only as per Lavel 2. So now I will loss 4300/-. This is not justice.

    Sir,

    Pay Calculator as per 7 CPC report is good. The pay fixation fitment formula for all levels is 2.57 only. From level 6 you are multiplying with 2.62. It is wrong. Also requested to provision for double the rate of TA.

    Suppose A employee is drawing Basic Pay above 7440 with Grade pay 1900/- Present time He is drawing Transport Allowance 800+119% DA = 1752/- But New Recommendation of 7th CPC he will draw Transport Allowance Only Rs. 900/- As per Level 2 . Transport Allowance Loss will be Rs. 852/- Only.
