Subject: Revision of pension in r/o pre-2006 JCOs/ORs Pensioners/Family Pensioners

Ref: This office circular No.397 dated 18.11.2008 and last amendment made vide this office circular No.452 dated 21.02.2011, No.453 dated 22.02.2011 and Circular No.501 dated 17.01.2013.

copy on MOD letter No.1(04)/2015/(1)-D (Pen/Pol) dated 3rd September, 2015 on the above subject is forwarded herewith for further necessary action at your end.

2. As per provision contained in para 5 of Ministry’s letter No 17(4)/2008(1)/D(Pen/Pol) dated 11.11.2008 as amended therein. wef 01.01.2006 revised pension and revised ordinary family pension of all Pre-2006 Armed Force pensioners/Family pensioners determine in terms of fitment formula laid down in para 4.1 of above said letter dated 11.11.2008, shall in no case be lower than fifty percent and thirty percent respectively, of the minimum of the pay in pay band plus the Grade pay corresponding to the pre-revised scale from which the pensioner had retired/discharged/invalided out/died incuding Military service pay and ‘X’ Group Pay, where applicable.

After issue of GOI, Ministry of personnel, PG & Pensioners, Department of Pension & Pensioners welfare letter No.38/37/08-P&PW(A) dated 30.07.2015, it has been decided that with effect from 01.01.2006 pension/family pension of Pre-2006 JCOs/ORs Pensioners/Family Pensioners shall be determined as fifty and thirty percent respectively of the minimum of the fitment table for the Rank in the revised pay Band as indicated under fitment tables annexed with 1/S/2008 as amended and equivalent instructions for Navy and Air Force, plus Grade pay corresponding to the pre-revised scale from which the pensioner had retired/discharged/invalided out/died including Militaty Service Pay and X group pay.

4. However, in case, the consolidated pension/family pension calculated as per para 4.1 of this Ministry’s letteer No. 17(4)/2008(1)/D(Pen/Pol) dated 11.11.2008 is higher than the pension/family pension calculated in the manner indicated above, the same (higher consolidated pension/family pension) will be continued to be treated as basic pension/family pension. However, where revised pension in terms of GOI,MOD letter No.PC 10(1)/2009-d (Pen/Pol) dated 08.03.2013 is higher than the rates indicated in annexure attached with this letter, the same will be continued to be treated as basic pension/family pension from 1.07.2009 and 24.09.2012 respectively.

5. Accordingly, revised tables indicating minimum guaranteed pension/Ordinary Family pension has been annexed as .

Annexure – A for Army Pensioners
Annexure – B for Air Force Pensioners
Annexure- C for Navy Pensioners

Pension Disbursing Authorities are hereby authorized to step up the pension/family pension of the affected Pre-2006 pensioners where the existing pension being paid to the pensioners in terms of Ministry’s above letter dated 11/11/2008 as amended, is less than the rate of pension indicated in above said annexure.

6. All other terms and conditions shall remain unchanged

7. The provisions of this letter shall take effect from 01.01.2006 and arrears, if any, shall be allowed from 01.01.2006 up to the date where revised pension/family pension in terms of GOI,MOD letter No.PC 10(1)/2009-d (Pen/Pol) dated 08.03.2010 and No.1(13)/2012/D (Pen/Policy) dated 17.01.2013 is lower.

8. This circular has been uploaded on this office website www.pcdapension.nic.in for dissemination across the Defence pensioners and PDAs.

    I was released from IAF wef 1st of March 1991 as seargent in the trade Clk-Gd.My last basic pay drawn was Rs 1230 qualifying service for pension 15 years and 6 days. Pension sanctioned was Rs 479. Amt commuted Rs 215. My basic pension as on 1/01/2006 was Rs 1480. [Rs 1480 Basic pension+740DP+DA Rs 460+ Rs 100 Medical allowance] total;2572
    Please let me know the method of calculation of arrear pension after implementation of circular No 547 issued vide PCDA pension as per which my basic pension is Rs 4186.

    I retired from the Indian Navy with 15 years service in the Rank of Chief Artificer. However since I had only 5 months service in that Rank, I was pensioned in the lower Rank of Artificer II. But as per CDA Circular 551 Para 6, I am entitled to revision of pension as per last Rank held and not as per last Rank pensioned. So am I entitled to Pension revision/Arrears in the Rank of Chief Artificer?

    Pension consolidated fixed earlier is 8336 and on 1 July 09 it approved as10701 whereas as per annexure above it is -8439 instead 8336 can I get arrear

    I have received pension arrears for the minimum guàranteed pension minus pension received as on 1.1.2006 which I strongly object as minimum pension not agreeeable.

    Basic of JWO X group who has completed 15 years of service his pension basic pension is fixed Rs 11635/the same pension is fixed Rs 11635/ for who has completed 26 years of service. There is no difference between 15 years and 26 years service I do not understood which method is applied by OROP to fix the basic.The basic pay should be fixed as per the length of service for all rank as per group wise.Only naib/sub and JWO basic payment difference is not there between 15 to 26 years rest all rank OROP has given difference in length service.Pl look in this matter.

    Basic pension of Nb Sub in Y Gp who have completed 15 yrs service is fixed as Rs 11635/-. The same pension ie Rs 11635 has been fixed for Nb Sub in Gp Y who have completed 26 Yrs of service. Such method for OROP is not understood. The basic pension should be fixed as per length of service for all ranks.

    si as per cercular no 430 and cercular no 501 basic pension is 3555 and4736and finaly on 24 sep 2012 basic pension of a 15.5 yers naik was 5259 now correct arear is 5259-3555=1704basic+da 0% to24% of 42 month+5259-4736=523 basic+27%da to 72%as on 23 sep 2012 this is the correct arear and as per chart is given in cercular no 547 is wrong please clearyfy the same thanks very mutch.

    MOD has calculated new table only for arrear payment, after removing the additional waitage of 10,8 & 5 years for sepoy. hawaldar & JCO.
    This has been done to make sure that nobody get any arrrear.

    Clarification Reason for difference in method of revision of pre-2006 pension between commissioned officer and PBOR dated 14-09-2015. Annexed as annexure-A (Army Pensioner) , Annexure -B (Air Force Pensioners), Annexure-C (Navy Pensioners) published incorrectly in MOD order letter No. 1(04) 2015 (11)-D (pen/pol) dated 03-09-2015. these Annexure should be published as revised Tables Guaranteed minimum pension/family pension for PBOR vide GOI, MOD letter No. 1 (13)2012/D (pen/pol) dated 17-01-2013. In this matter necessary amendment may please be issued.

    I am Ex cpl of I.A.F. was discharged from Service on completion of 15 yrs.of service I.e. 1974to 1989. So after revision of pre 2006 revised pension what will be my basic pension as well as arreas after the so called revision. At present my basic is Rs. 5156.00. Pl.let me know it through someone because I am not getting the clear picture of it or unable to understand. Thank you , With regards

    I am 21 yrs Sgt of Y gp drawing pen. as 6684 currently. The pcda notification is in confusion which shows very less rate and the
    covering contents are not clear however pda would be able to
    rectify it and act accordingly.Kindly do info me if any corr.solution.

    As per issued circular number 547 dated 11-09-2015 Annexure-A not showing correct revision of pension of JCO of group B as per arrear should be show Rs 11970/ as per circular number 430 wef 1 jan 2006.

    Annexure A,b,C for Jco/Or has not been prepared as per MOD letter No.10(1) 2609-D (pen/pol) dt 08 Mar 2010 and circular No 430 pdf. That is why table seems to be incorrect.

    I am confused after seeing this table of revised pension. I am 21 years Y Gp Sgt and already getting BP as 6684/- whereas this table shows much lower than pension. what is the method to reach at correct BP.

    I could not understand about the circular 547.How to calculate the pension.You give sixteen years Havidar 3048.but I have already got 5331 (Basic). So therefore what is this 3048, you mean I add this amount in my pension, or add in the Basic salary. please explain me.
