Subject: Revision of pension of Pre-2006 pensioners – reg.
Reference: This office important Circulars No. 102 bearing no. GI/C/0198/VOL-IV/Tech dated 11-02-2013.
Attention of all pension disbursing authorities is invited to above cited circular wherein instructions had been issued for implementation of GOI, Ministry of P, PG and pensions, Deptt of P&PW OM No. 38/37/08-P&PW(A,) dated 28 January, 2013 and this order was applicable w.e.f 24.09.2012. Now, GOI, Ministry of P, PG and pension, Dept of P&PW have further issued orders under their OM No. 38/37/08 P&PW (A) dated 30.07.2015, that the pension/family pension of all pre-2006 pensioners/family pensioners may be revised in accordance with this Department’s OM No. 38/37/08-P&PW(A) dated 28.1.2013 with effect from 1.1.2006 instead of 24.9.2012.”
(2) In case the consolidated pension/family pension calculated as per Para 4.1 of OM No. 38/37/08-P&PW (A) dated 01-09-2008 is higher than the pension/family pension calculated in the manner indicated in the OM dated 28.01.2013, the same ( higher consolidated pension/family pension ) will continue to be treated as basic pension/family pension.
(3) All other conditions as given in OM No. 38/37/08-P&PW (A) dated 1.9.2008, as amended from time to time shall remain unchanged.
(4) All pension disbursing authorities are therefore, requested to revise the pension/family pension in affected cases in terms of Govt. OM No. 38/37/08-P&PW(A) dated 28-01-2013 w.e.f. 01.01.2006 instead of 24.09.2012. Payment made w.e.f. 01.01.2006 will be adjusted against the arrears now being paid and these cases may be reflected in the monthly account sent this office as ‘change item’.
(5) Where the PDAs are in doubt in regulating the payment of revised pension/family pension under these orders, the cases with full details of pensioner/family pensioners and PPO No: etc may be referred to Audit Section of this office for advice and further action.

Please clarify, where,s JCO,s who were left vide circular 501 will also ge t their revised pension wef 01-01-2006′, of 01 July 2009.
Veteran Sgt. Parameswaran K.S. Group-1 says
I was retired in Dec.1968 in the rank of Sgt. Group-1, but was granted pension for the rank of CPL only as I had not completed minimum 1 year 6 months in the Rank at the time of retirement. As per Supreme Court order this period was reduced to 10 months for eligibility of pension on the retired rank and I therefore qualified for SGT’s pension. In spite of many complaints and approach to higher authorities, DPDO paid my claim in 2014 (difference between BAS Pnsn + DA) for the rank difference – but left out arrears recommended by Vth and VIth Pay Comms. for the ranks. Frankly, I could not work out the difference as had no record or known retiree in the rank. I give below the payments received for rank of CPL as RECOMMENDED BY for Vth and 6th CPCs and paid by DPDO. Paid in Nov 1997 Rs. 3016 (V CPC arrs) + Oct. 2001 Rs.13161 (V CPC Arrs ) –
Paid Dec 2008 Rs.11099 (40% arrs VI CPC and Aug 2009 Rs. 13149 60% BALANCE arrears.)
I WOULD BE VERY VERY GRATEFUL, IF ANY OF MY COLLEAGUES WHO HAS RETIRED IN THE RANK OF SGT (PRE 2006 RETIREE) CAN GIVE THE ARREARS RECEIVED BY FOR THE RANK (Sgt) – I was paid for CPL Nov 1997 – Rs.11099 Vth CPC arrs; Oct 2001 Rs. 13161 (VCPC arrs ) + Dec 2008 Rs.11099 (40% VI cpc arrs + Rs. 13149 – 60% arrr in Aug-2009 SO THAT I CAN APPROACH DPDO FOR THE DIFFERENCE PAYMENT. MANY MANY THANKS IN ADVANCE FOR HELP. Photocopy of Bank Pass book for the above period together with pre and post months of payment would help requesting my claim with the authorities.

Dear Sir,
Vide PCDA Circular No. 430 dated 10.03.2010, pension of JCOs revised wef 01 Jul 2009 along with other categories of the Indian/Navy/Air Force categories but vide circular No. 501 dated 17 Jan 2013, pension of JCOs and other equal ranks of Navy & Air force was not revised whereas all other categories got revision of their pension wef 24-09-2012. Now vide Circular No. 144C dated 14 Aug 2015, pension of all defence forces has been revised wef 01-01-2006 for all pre 2006 pensioners. Please clarify whether JCOs who were left vide Circular 501 will also get their revised pension wef 01-01-2006 instead of 01 Jul 2009.

What about those whose pension was revised from 1 Jul 09. Are they also eligible to get arrears from 1 Jan 06 to 30 Jun 09.
