(1) Financial up-gradation under MCPS to the directly Graduate Engineer – Considering entry Grade Pay as Rs. 4600/- for the purpose of MACP to all the directly recruited Engineering Graduates in Design/Drawing Cadre and other Cadres
(2) Third financial up-gradation under MACPS on completion of 20 years of service from the first promotion or 10 year after second promotion or 30 years after regular appointment – whichever is earlier?
(3) Grant of financial up-gradation under MACP Scheme in the promotional hierarchy (instead of Grade Pay hierarchy) – as per judgment of various Courts’
(4) MACPS benefits to railway employees – cases of employees joining another unit/organization on request.
(5) provision of all benefits on financial upgrading under MACPS – including entitlements for travel & treatment in hospital etc.
(6) Non-grant of benefit of financial up-gradation under MACPS to the staff on North Western Railway.
(7) Grant of Financial Up- gradation under MACPS to the staff who are in the same Grade Pay for more than 20 Years.
(8) Abolition of pay Scale and Introduction of up-graded Pay Scale with revised designation – Senior Section Engineers (Drawing) – Clarification on entry Grade Pay.
(9) Non-grant of financial up gradation under MACP Scheme to the Stock Versifiers working in Zonal Railways/Production Units. ‘
(10) Grant of financial Up-gradation under MACP Scheme – Wrongful clarification issued by the Railway Board.
(11) Wrong implementation of MACP Scheme in IT Cadre/ Granting of financial benefit under MACP Scheme to EDP Staff.

MACP SHOULD BE PREPONED TO 01.01.2006 FOE PERSONS WHO RETIRED BETWEEN THE PERIOD 01.01.2006 TO 31.08.2008 AS THEY WERE NEITHER BENEFITTED BY ACP OR MACP

I was appointed as App ESM A in S&T Dept on 22 Feb 1985.first macp at 2000
And i was prmoted as JE Signal on 18 sept 2008 ingr pay 4200.Again i got gr pay 4600 neariwaut 2010.again i was prmoted as SSE signal on 31 july 2015 but till the date not get gr pay 4800 .it means i got two prmotions up to july 2015 only.as per sixth paycommission report employ get macp after every ten years.can i elgible for 4800 gr pay before jan 2016.

Sir,
It is my humble submission that there are certain anomaly in the pay fixation of teachers mostly Post Graduate Teachers
1. Certain Junior teachers are getting higher salary than their Seniors teachers or who were appointed earlier. i.e,
2. Some PGT are getting less salary to TGT who were just appointed one month earlier but no grievances redersal by the dept. of education GNCT Delhi till date.
3. MACP to the PGT were granted in the pay grade of 5400 but in the same pay scale of 9300-34800 instead of 15600-38400 while they were promoted as Vice Principal in the pay scale of 15600-38400 + GP 5400.
4.PGT were awarded 7500 and than fixed in the pay grade of 4800 while TGT were give the previous scale of 7450 so there is a difference of Rs.50 while it should be minimum 8000BP.
You are requested to remove such type of anomaly in the 7th pay commission.
Sir, if you require any proof of such anomaly please give me a chance to prove this I will prove and it will help to remove such anomaly.

It’s good to hear railway board has called for final meeting to solve anomalies, arising while implementation of MACP.One of the issue is govt servant is without financial up gradation 20 years of service from the first promotion is really heartburning to think. Govt is introduced MACP to provide a scheme in a good spirit, whereas bureaucracy is spoiling this spirit.

Kindly examine the following issues:
Refusal of Promotion-Pay, Allowances and Advances | -Promotion
1. Selection Posts
The employee refusing promotion is debarred for future promotion for one year but he is allowed to be retained at the same station in the same post. Promotion after one year will be subject to continued validity of the panel in which he is borne, otherwise he will have to appear again in the selection. (Ref 1 & 2).
At the end of one year if the employee again refuses promotion at the outstation, his name may be deleted from the panel and the administration may transfer him to out-station in the same grade.
Seniority will be as from the date of effect of promotion and he will be junior to all the persons promoted earlier than him from the same panel irrespective of his panel position. He will not however lose seniority to another employee promoted to the same category during the one year period of penalty as a result of fresh selection subsequently held.
2. Non-selection Posts
The employee will be debarred for future promotion for one year but not be transferred away from that station for one year if unavoidable domestic reasons exists. He should again be debarred for promotion for one year in case he refuses promotion again- after the first year of department or refusal of promotion for second time, the Administration can however transfer him to outstation in ‘the same grade and the employee has again to appear for a suitability test when his turn for promotion comes. (Ref 5)
He will rank junior to all promoted during the period he was allowed to refuse promotion irrespective of his relative seniority. He will not however lose seniority to another employee promoted to the same category during the one year period of penalty as a result of fresh suitability test subsequently held. (Ref 5)
Administration can, however, entertain request from employee for postponement of promotion for very short periods on account of grave domestic difficulties or other humanitarian considerations. The employee concerned will be promoted after the period provided there is a vacancy and he will take his seniority from the date of the promotion.
Promotion at the same station
In the case of promotion at the same station, refusal to officiate on promotion may be taken as refusal to work inviting disciplinary action in cases where such refusal affects train operations.

Under MACP:
‘Regular service’ for the purpose of the MACPS shall commence from the date of joining of a post in direct entry grade on a regular basis either on direct recruitment basis or on absorption/re-employment basis.
Service rendered on adhoc/contract basis before regular appointment on pre-appointment training shall not be taken into reckoning. However, past continuous regular service in another Government/Department in a post carrying same Grade Pay prior to regular appointment in a new Department, without a break, shall also be counted towards qualifying regular service for the purpose of MACPS only (and not for the regular promotions). However, benefits under the MACPS in such cases shall not be considered till the satisfactory completion of the probation period in the new post. MACPS, prior concurrence of Ministry of Finance shall be obtained.
ii.
‘Regular service’ shall include all periods spent on deputation/foreign service, study leave and all other kind of leave, duly sanctioned by the competent authority.
Iii.
In cases where financial upgradation had been granted to Railway employees in the next higher scale in the hierarchy of their cadre as per the provisions of the ACP Scheme of October, 1999, but whereas as a result of the implementation of Sixth CPC’s recommendations, the next higher post in the hierarchy of the cadre has been upgraded by granting a higher Grade Pay, the pay of such employees in the revised pay structure will be fixed with reference to the higher Grade Pay granted to the post.
Iv.
If a Group ‘A’ Railway employee, who was not covered under the ACP Scheme has now become entitled to say, third financial upgradation directly, having completed 30 years’ regular service, his pay shall be fixed successively in next three immediate higher Grade Pays in the hierarchy of revised Pay Bands and Grade Pays allowing the benefit of 3% pay fixation at every stage. Pay of persons becoming eligible for second financial upgradation may also be fixed accordingly.his pay fixed in the higher post/Grade Pay either from the date of his promotion/upgradation or from the date of his next increment viz. 1st July of the year. The pay and the date of increment would be fixed in accordance with clarification no.2 of Railway Board’s letter No.PCVI/2008/I/RSRP/1 dated 25-9-2008 (PC-VI/22, RBE No.132/2008)
V.

Vi;
In case an employee is declared surplus in his/her organization and appointed in the same pay scale or lower scale of pay in the new organization, the regular service rendered by him/her in the previous organization shall be counted towards the regular service in his/her new organization for the purpose of giving financial upgradation under the MACPS.
vii.
lf a regular promotion has been offered but was refused by the employee before becoming entitled to a financial upgradation, no financial upgradation shall be allowed as such an employee has not been stagnated due to lack of opportunities. If, however, financial upgradation has been allowed due to stagnation and the employee subsequently refuses the promotion, it shall not be a ground to withdraw the financial upgradation. He shall, however, not be eligible to be considered for further financial upgradation till he agrees to be considered for promotion again and the second or the next financial upgradation shall also be deferred to the extent of period of debarment due to the refusal.
Viii.
Cases of persons holding higher posts purely on adhoc basis shall also be considered by the Screening Committee along with others. They may be allowed the benefit of financial upgradation on reversion to the lower post or if it is beneficial vis-à-vis the pay drawn on adhoc basis.
