One rank one pension issue-MOD Order

ORDER

As decided in the meeting on OROP chaired by Hon’ble RM on 22.04.14. 8 Working Group is constituted as follows to finalize the modalities of implementation of OROP based on the principle specified in the previous meeting on OROP held on 26.02.14. The principle of OROP implies that uniform pension be paid to the Armed Forces Personnel retiring in the same rank with the same length oi service irrespective of their date of retirement and any future enhancement in the rates of pension to be automatically passed on to the past pensioners.

2. The composition of the Working Group would be as follows:

(i) Controller General of Defence Accounts Chairperson
(ii) Joint Secretary (SSW) Member
(ill) Joint Secretary (E). Deptt of Defence Member
(iv) Addl. FA (Defiance Finance) Member
(v) Representatives of the three Services Member
(vi) Addl CGDA Member
(vii) PCDA (P). Allahabad ‘ Member

3. The Terms of Reference of Working the Group are as follows:-

(i) To examine the proposal on implementation of OROP which was presented by the Services in the meeting on 22.04.14 to enable CGDA to prepare DGL after due deliberation on all aspects.

(ii) To work out the detailed financial implications.

4. CGDA would finalise the DGL and submit it to D/o ESW, MOD along with financial implications thereof within three weeks from the date of this order.

5. Since substantial increase is anticipated in expenditure on OROP. FA (DS) would thereafter seek additional funds as per requirement.

6. This issues with the approval or the Competent Authority.

    I am a Ex serviceman and our leadership is protesting to pressurize the Govt for OROP,But it is very bad to block the roads by ESM during their DHARNA”s like in Bathinda on 08 July 2015.We should try to take AMM ADMI with us with sympathy.By this type of activity we are loosing our respect in view of general public .
    2.If we (ESM) known as disciplined category does this type of activity then what is the different between us and other mob.

    Everybody is a liar. When I was in service I was in a hard situation to declare in emergence. One by one my superiors visited the problem and no solution. Rather I was advised to drag the problem to the next incumbent. OROP is also like this. It is an Pandora Box. This is not only limited to Armed forces. First they have to declare it as a Military Pension which will be different from other pensions. Some soldiers join DSC after the service. How can they calculate their pension.? If their service is taken into account it will apply to the whole Para Military Forces. Then there will be a turmoil. Alright. If the last held rank is taken as datum, the basic pay of re-employed is fixed based on the rank. What will happen to re-employed persons. Neither I am re-employed nor fall in any catagory. I am a ex-Serviceman. That is all. OROP is not as simple as we think. I request agitating personnels to come to a via media.

    Govt of India MOD letter No. 12(01)/2014-D(Pen/Pol) was issued on 24-04-2014 with a three weeks time frame to finalise the modality. Since then TEN WEEKS have passed. How fast is the Govt’s work .
