DELAY IN THE IMPLEMENTATION OF ONE RANK ONE PENSION (OROP)
Dear Sh Rajeev Chandrashekhar

You have been leading the fight for Defence Personnel both serving and ex-servicemen (ESM) inside and outside of Parliament and with every Government. ESM have appreciated your gesture of not accepting increased pay and perks of MP since last two years and your resolve that you will not accept the pay raise and perks till Government grants OROP for ex-servicemen.

IESM on behalf of ESM family thanks you for your unstinted support. OROP, one of the crucial demands of ESM, is close to approval. OROP has the approval of two Parliaments, all political parties and has been approved twice in the budget. Yet OROP notification has not been issued since last one year. The reason for this undue delay in issuing the notification is a common knowledge that Bureaucracy is not happy to give OROP to Armed Forces and veterans. The work on draft GL and the tables will start only after the approval of OROP by the Government. Raksha Mantri has extended full support to OROP and is personally monitoring the progress of the file.

This undue delay in issuance of notification is not good for morale of Ex-servicemen. They have started getting doubts on the Government’s resolve to give OROP. Government has missed three deadlines given to veterans for issuance of GL. Parliament session is about to start and Government will get busy in running the session and notification for OROP will get relegated to yet another date. IESM requests you and your friends to raise pertinent questions which will nail the Government to fixed dead line and Government is not permitted to give stereotype reply on OROP. Some of the questions which come to our mind are Government has been giving stereotype reply since last three Parliament sessions that OROP is under consideration and will be given as and when it is formalized. Please give firm date for issuance of notification. Ambiguity on such an important demand of Armed Forces is having adverse impact on their morale.

As per principle of OROP a senior rank officer/JCO/OR will not be paid pension less than his junior. Will this aspect be the adhered to and OROP notification will include suitable safe guard for this?
Honorable courts have given many decisions in favor of Defence Personnel. Some of them have been complied with and only litigants have been given the benefits of court decision. Will GL include all decisions given by courts in favor of Defence Personnel whether litigants or not. This will ensure equal justice for all affected ESM and will also save Court’s time and Government’s time. It may be noted that non litigants if not included in GL will definitely move the courts and will get decision in their favor from AFT/High court /Supreme Court.

There are only very few Major rank officers who are drawing pension. Most of them are very senior and 75 and above. This group of officers needs sympathetic consideration as they had all put in service of more 20 years. This group needs to be given Lt Col basic pension with Major’s grade pay, since after 2004 officers with 13 years service one eligible for the rank of Lt Col . Most of them are pre – 96 retired. Government had denied giving them Lt Col pension. One Major Thomas pre 96 retiree has won the case and has been awarded Lt Col Pension. Lt Col pension with Major’s grade pay needs to be given to all Majors pre 96 or post 96 retiree. This will again save Government time on litigations by Majors.

Status of National War Memorial. When will the work start on it and when will nation pay homage to fallen soldier at the National Memorial?

Status of Ex-Servicemen Commission. Government to confirm that it will be headed and manned by Ex-servicemen and will have statutory powers to order Government departments for delay in actions.

Sh Rajeev ji, ESM are getting restive because of this undue delay and shifting of goal post on one pretext or other. IESM is worried that some of the local organizations may get disturbed and may deviate from the non-violent path of IESM and may resort to Rasta Roko or Rail Roko agitations. It will not be good for country and ESM. May I therefore request you to kindly meet PM/RM and confirm the latest position and issue a statement to sooth the nerves of the agitated ESM.

I am sure we will see some of the questions being raised in Lok Sabha and Rajya Sabha on the suggested lines in the coming session.

I will be grateful to get a reply giving plan of action and your advice for future course of action.

    Every day we are getting conflicting news about one rank one pension. Latest is matter has been passed on to 7th pay commission !Let us now forget about OROP. Atleast let the Govt. pay arrears of pension from 1.1.2006 to 23.9.2012 based on the Supreme Court judgement of 17.3.2015.

    Everyday i am reading news from so many friends that the New Govt.find un-nessessry exues for delaying the much needed requirements ie OROP,as per my judgement/thinking that the New Govt Head is very good for giving speeches / reasons to satisfy the people,but at the same time the Govt. should know that the awareness of the man goes very much advance.Thanks.

    There were news appeared in the net that the pension chart of JCOs and OR will be prepared
    separately as X and Y. The memorandum submitted to Shri Rajeev Chandrasekhar, MP on 21 Apr 2015 gives validity for the OROP chart originally appeared in the site of Ex airman blog on 24 jun 2014. We the veterans are now confused at all level on the correctness of the projected table prepared by the service HQ. The method adopted for the calculation of pension to the each rank applicable for the completed year of service and the figures shown against each rank did not specify as to how the figures are arrived at. Pension of Sep for 22 years is 9410,Nk for 24 years 9730,Hav for 26 years 9930,Nb/Sub for 15 to 26 years 11635, Sub for 28 years 14575,Sub/Maj for 28 years 15310,Hony Lt for 28 years 16160 and Hony Capt for 28 years is 17905/-. It is very clear that the figures shown in the chart against each rank are not half of the pay drawn as on 31.03.2014 by the pensioner before he retires from service on 31.03.2014. It will be highly useful to clarify the correctness of the projected OROP chart from the originator or the Service HQ who had prepared the DGL and subseqeuntly appeared in the net resulting sleepless night to the pre 2006 pensioners

    exactly mr.babu ram ji….actually its nt govt who is fooling but the IESM LEADERS who are fooling exservicemen…guys take my words orop ‘ll nvr b implemented….soon govt ‘ll b issuing orop letter with 2 3 flaws and according the SELF PROCLAIMED LEADERS of iesm will file a petition in the court so as to drag orop for 5 to 6 more year..this way(by filing petition thy ‘ll gain sympthy frm exm)…

    If a soldier tell lie he is punished but if a PM tells lie to his soldiers then what one can do.All these political parties have been be fooling the ESM for the last so many years.Our RM is always telling that OROP is just one weak away.No one knows how long that weak will be. ESM will have to adopt some other strategies such as Rail Roko or blockage of National Highways. For banks they increased their salaries by 15% within no time and that too w.e.f 2012 because they threatened to go on strike and government knows how much loss it will be if banks goes on strike. IESM has no such option. I am 70 years old veteran retired in 1981. I don’t know how many more years I will live. I think government wants all old veterans to die before they implement OROP.

    If you see all the comments in all the sites in connection of orop is going against the lethargy nda govt led by bhasanwale pm narendra modi.the lier dm all ways tring to make fool to all veteran community till today. Our senior veterans those who represents on behalf lost there voice.only meetings are going on and indefinite statements are making. No believe and no faith on orop.so keep calm .     If a major is to be given pension of Lt Col rank, as to why a sepoy retired earlier should not be given pension of TS naik. Officers are fighting for them only. All subordinates should form their association to present their cases before the Govt.

    Ex-servicemen and their family will never forget and forgive BJP Govt and PM Modi for dragging the OROP after its approval. Many ex-servicemen died in harness hopefully waiting for OROP… what the Govt gained… only their curse!!!!!

    Gandhigiri does not fruitify in this country. Whether politicians or babudom are all same with sweet tongue, black heart and crocodile tears in their eyes. Cycle rickshaw pullers are better united than ESM who despite having a number into millions cannot get their justified dues. Late Shri George Fernando
    declared at Anandpur Sahib in 1999
    and thereafter many others
    did so. PER SARE POLITICIANS Ek HI
    THALI KE CHATE BATE HAIN.
    Remember Shri Guru Gobind Singh’s
    saying KOI KISE KO RAAJ NA DE
    HAIN. JO LAIN HAIN NIJ BAL SE LE
    HAIN. ESM should give the govt an
    ultimatum as other civilian
    organisations do.

    The Govt is befooling the exservicemen community. Promise after promise. On what basis our retired officers are making the statements i.e. PM signed at so and time etc. Such misinformation should be avoided.

    I personally salute to mr rajeev chandra sekhar for his long fight for serving soldiers n veterans. But at present nothing can be done by him. The only delay master is dm n rm. The very unfortunate is mr parikar connecting the matter politically by stating that it will be announced before one year completion of its govt. Why? What u have done? Rathe than dragging, pain n agony. Evry thing was done previously by khosiyare committee and rulling of honour ale supreme court of india. This govt made delay dilute. No faith on rm statement, promise and etc. Very shame.
