JCM DELEGATION PROPOSED BEFORE THE 7TH CENTRAL PAY COMMISSION
During 2 days deliberations on 23rd & 24th March, 2015, the JCM (Staff Side) delegation have pleaded before the 7th Central Pay Commission to recommend minimum wage of Rs. 26,000/- per month on the basis of 15th ILC Norms/Aykroyd Formula. Some of the important submissions made before the Pay Commission are listed below:
• Wage ratio between the lowest and highest should be 1:8.
• Revised pay scales and allowances should be given effect from 01/01/2014.
• 3.7 multiplication factor should be applied to arrive at the revised pay. Special Pay concept should be restored back.
• HRA should be revised to 60%, 40% and 20% of pay for `X”Y’ and ‘Z’ class localities/cities respectively.
• Children Education Allowance should be revised and extended to cover higher studies also.
• Increment rate should be 5% of pay.
• Five promotions during service.
• Special Duty Allowance for North Eastern Region be revised to 37-1/2%.
• House Building Amount should be increased and interest rate should be reduced.
• 6th CPC Anomalies may be got addressed through a special mechanism.
• Flexi timings for women employees besides additional leave facilities etc.,
• Pay Commission was urged to recommend parity in Pension.
• Minimum Pension should be fixed at 67% of last pay drawn.
• Gratuity amount should be upwardly revised.
All the issues contained in the JCM memorandum were explained to the Commission with cogent logic, merits and Precedents. S/Shri M. Raghavaiah, Leader JCM (Staff Side), Guman Singh, NFIR President, R.P. Bhatnagar, Working President and B.C. Sharma, Joint General Secretary have participated in the deliberations.

Pay scale of LDCs in sixth PC has fixed in very low grade as compared to the others. And also, given the macps but very less. Offers only Rs.100/- i.e., 1900 to 2000/-. Why, please clarify the same. Thanks

GoI has confirmed fixation of pay to Direct entry Diploma Engineers serving under central Govt. However the pay of Yantriks of Indian Coast Guard are still drawing Grade pay of 2400. Which is not justified. we hope during 7 CPC their pay may be fixed as per GoI orders for direct entry diploma engineers.

1. Pay scales are calculated on the basis of pay drawn pay in pay band + GP + 100% DA by employee as on 01-01-2016.
2. 7 th CPC report should be implemented w.e.f. 01-01-2016.
3.Annual rate of increment @ 5 % of the pay.

Sir NPS should also be removed nd old pension rules should be followed for all.
LDC grade pay must be increased wef 1.1.2006

All retired Central Govt Employees including CPMF personnel should be allowed to draw Medical Allowance owing to the reason that they do not have any source of income except pension. The CGHS facility which is being availed by them is on the basis of their contribution fixed by the Govt either on monthly or yearly or whole life basis i.e. 39,000/-, 60,000/- or more thereby the retired employees are put to double loss.(1)Loosing Monthly Medical Allowance(2)Contributing Monthly/yearly/whole life basis.Whereas serving employees are loosing only Monthly Medical Allowance while taking treatment. Request they should be treated a par.This request should be forwarded for consideration before 7th Pay Commission so that retired employees can maintain their health properly.
