OFFICE MEMORANDUM.

Subject:- Regulation of initial pay on promotion or appointment to a higher post – Benefit of at least one increment – Pay Commission’s recommendations regarding-.

The undersigned is directed to refer to the Ministry of Finance Office Memorandum No.F.2(9)-E.III/61 dated the 20th March, 1961 on the subject mentioned above.

2.A question has been raised whether the increase by one increment in the lower scale as contemplated in the Office Memorandum mentioned above should be given as a matter of course while fixing the pay in the higher post or that an order of the competent authority allowing the officer to cross the E.B., in the lower scale, if involved, should be required before fixing pay in the higher post. It has been decided that no orders of crossing the E.B. in lower scale are necessary for the purpose of fixing the pay in the higher post.

3.In so far as persons serving in the Indian Audit & Accounts Department are concerned, these orders are being issued after consultation with the Comptroller and Auditor General of India.
