 Fixation of scales of pay of Librarians under the Government of India

 OFFICE MEMORANDUM

 Subject:- Fixation of scales of pay of Librarians under the Government of India.

 In para. 20 of Section E of Part III of their Report, the Central Pay Commission have recommended the following scales of pay for Librarians serving under the Government of India:-

                Scale of Pay                                             Qualifications

  • 100-8-140-10-250                     for libraries where graduates or diploma holders (in librarianship) are required.
  • 160-10-350                                 where technical assistance are required.
  • 275-25-500-30-800                  where the requirements are as for a Reader in  University.

 

The posts of librarians in the various offices have been allowed one of the above three scales and in some cases even a part of the scales recommended by the Commission has also been allowed.  Where the librarian is merely in custody of the books even lower scales corresponding to the Upper Division and Lower Division clerical scales of Rs. 80-5-120-EB-8-200-10/2-200 and Rs. 55-3-85-EB-4-125-5-130, respectively have been allowed.  It has been brought to the notice of Finance Ministry that the scales of pay of librarians in some of the offices have not yet been revised and that the incumbents are being paid in the scales of pay prescribed for Secretariat Assistants.  In view of the specific recommendations made by the Central Pay Commission for this particular class of posts, it is essential in the interests of uniformity to fit in all the posts of librarians in one of the standard scales applicable to such posts.  The Ministry of Home Affairs etc., are accordingly requested to examine whether the scales of pay of librarians in their Secretariat, Attached and Subordinate Offices are in accordance with these standard scales and if not, to take very early steps for the regularisation of their pay scales in consultation with the Finance Ministry.
