OFFICE MEMORANDUM

Subject:- Modified Assured Career Progression Scheme for the Central Government Employee-Clarification regarding.

The undersigned is directed to invite reference to the Para 5 of the Modified Assured Career Progression Scheme issued vide the Department of Personnel and Training Office Memorandum No. 35034/3/2008-Estt.(D) dated May 19, 2009 providing that the recommendations of the Screening Committee shall be placed before the Secretary in cases where the Committee is constituted in the Ministry/Department or before the Head of the organisation/competent authority in other cases for approval.

2. References have been received from various Ministries/Departments with regard to delegation of powers of Secretary to a Joint Secretary level officer as a large number of files on various matters are referred to the Secretary for approval and it is an administrative matter of routine nature which can be disposed of at the level of Joint Secretary.

3. The matter has been considered in this Department and it has been decided that the recommendations of the Screening Committee henceforth be placed before the Appointing Authority of the post in both cases where the Committee is constituted in the Ministry/Department or in other cases for approval with regard to grant of financial upgradation under MACP Scheme.

4. Ministries/Departments are requested to bring these instructions to the notice of all concerned including their attached and subordinate offices.

    Sir ;I got 1st macp by 2005 from6500 to 7450 by the grade pay of 4800.I will got 2nd macp by September.shall I get grade pay of 6600or 5400: please reply sir

    Sir,
    I have continuous service of more than 10 years w.e.f. 01 April 2002 and MACP falls w.e.f. 01 April 2012. Before the time of MACP in May 2010, deliberately they issued me a letter for petty mistake, citing the above letter they have not granted me MACP in April 2012 and my other two colleagues (in the same cadre) got their MACP w.e.f. 01 April 2012. After knowing this, I had been to my superior to ask about it. After a long discussion they have issued me a warning letter in this regard and they delayed my MACP for two years.
    After two years of financial loss and two year’s time, finally, they approved my MACP w.e.f. 01 April 2014. Due to the personal reasons with my immediate officer, they intentionally issued me warning letter and on the other hand, others in the same organization issued number of warning letters and they were timely provided MACP.
    Now, they are also provided MACP to the staff who committed big offence. Now, I approached my superior and he/she told me that I will look into and consider your case. What steps can I take in case, they don’t consider. Now I want to get my two years dues and MACP w.e.f. 01 April 2012. Kindly advise me.

    I have appointed in 1994 as hsk2 ,. I didn’t qualified hsk 1 till 2002 because of both grade merged and I didn’t qualified for chargeman2 before September2008 what would be my pay scale on September 2008 please answer….

    I am working as fireman since last 30 years and the very next promotion of fireman is senior fireman and I am very much eligible for the promotion of sr.fireman.
    Please tell me I am entitled for 3 rd ACP or not as per the ACP rules 2008.

    Sir,
    I have join the service as Junior Engineer (Civil) on 01.09.2003 and scale 4500-125-7000. But that time as per CPWD norms my scale Rs 5000-150-8000, accordingly I was claimed for correction of my scale which was not corrected that time. As per 6th pay commission my department was not corrected my pay band and given the pay band PB 1 – 5200-20200 (G. P-2800) instead of 9300-34800 (GP-4200). But I got first MACP after rendered 10 years services 01.09.2013 in pre-revised pay scale of 9300-34800 (GP-4200).
    But Ministry of Health, GOI corrected the pay band 9300-34800 (GP-4200) as Junior Engineer (Civil) since w.e.f 01.01.2006. and present drawn the salary as per correct pay band i.e 9300-34800 (GP-4200)
    Sir my department now MACP proposed w.e.f 2006 to 2016, but my sevice joining date as Junior Engineer (CivIl) was 01.09.2003. So, Sir give me a exact MACP period which will correct 01.09.2003 to 01.09.2013 or 2006 to 2016 and what will be my present MACP Grade pay. It’s right or wrong

    ACP/MACP is nothing but financial up gradation, Why Govt. cannot upgrade the post also as per the upgraded Gradepay(GP).Money is always not everything. I request the Govt. to think into it to upgrade post as per GP please

    Sir i have join the service as clerk on 24.02.1996 and got firstACP after rendered 12 years services 24.02.2008 in pre-revised pay scale of Rs.5000-8000 and next increment due in july, 2008 as per guidelines of the 6th CPC, but administration has been released the increment after 17 months i.e. July, 2009 instead of July, 2008. It’s right or wrong

    Modified Assured Career Progression Scheme for the Central Government Employee-In so far as it is made operative only from 01-09-2008, wrt 30 years, it is befitting only to those who were in service beyond these date, and for the employees with 30-40 years of service and retired between 01-01-2006 and 31-08-2008 they are just to pack their luggage and go home without this MACP benefit. The GOI has considered for sanction of one increment in old pay scale who were due between FEB-JUNE,2006 and also paid arrears. LIKEWISE, may I pray the GOI to reconsider the issue for extension of MACP/30 years benefit to the employees who rendered service of beyond 30 years and retired between 01-01-2006 and Aug,2008 and give them also the fruits of their long standing service to the GOI. On pensioner’s day, we remember Mr. Nakara and SC Judgment on Pension benefits and the words spell-out in this Judgment:• The Judgment of the Court was delivered by DESAI,J. , with a slight variation to suit the context Woolesey’s prayer : “had I served my God as reverently as I did my king, I would not have fallen on these days of penury… I fall on the thorns of life I bleed.’ Old age, ebbing mental and physical prowess, atrophy of both muscle and brain powers permeating these petitions, the petitioners in the fall of life yearn for equality of treatment which is being meted out to those who are soon going to join and swell their own ranks….”Kindly compare the pension of the pre-MACP pensioners with that of pro-2008 retiree’s pension and uphold the dignity of labour and the service rendered by pre-MACP pensioners. ( pre-MACP pensioner with 30-40 years of service getting about Rs.3000-5000/- less pension than that of PRO-MACP pensioner retired after Sept.2008- Fundamental Rights of pensioner/equal rank/equal pension and FR309 stands hanging in between Policy and Right Judgment and Order). PRAY TO DO JUSTICE. YE HOSLONKA UDAN HAI. JAI HIND.
