OFFICE MEMORANDUM

Sub: Introduction of AADHAR Enabled Bio-metric Attendance System

It has been decided to use an AADHAR Enabled Bio-metric Attendance System (AEBAS) in all offices of the Central Government, including attached/ sub-ordinate Offices, in India. The system will be installed in the offices located in Delhi/ New Delhi by 31st December 2014. In other places this may be installed by 26th January 2015

2. The equipment will be procured by the Ministries/ Departments as per specifications of DeitY on DGS&D Rate Contract from authorized vendors. The expenditure will be met by the Ministries/ Departments concerned under their O.E. The manual system of attendance may be phased out accordingly.

3. The Department of Electronics and Information Technology (DeitY) will provide the technical guidance for installing the system. The equipment already procured by DeitY have a built in AMC of three years. The Ministries/ departments may ensure that the equipment being procured by them have similar provision.

4. Biometric attendance system is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply. As per extant instructions, (contained in DoPT O.M. No: 28034/8/75- Estt-A dated 04-07-1975; No:28034/10/75-Estt-A dated 27-08-1975; No: 28034/3/82 —Estt-A dated 05-03-1982) half—a-day’s Casual Leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority. In addition to debiting Casual Leave (or Earned Leave, when no CL is available). Disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming.

5. These orders come into force with immediate effect.

6. All Ministries/ Departments are requested to bring this to the notice of all concerned.

    sir,
    if an employee who are posted in ministers office or other sr. officer came late and due to work leave the office too late is he treated as absent?

    First of all, one would say that this is the gift to the Delhi voters, a major chunk of central govt employees, who voted for a change. What an irony that lakhs of people are sleeping without a roof in our country. 1000 of acres of public land has been encroached by unscrupulous elements. Politicians and political parties are unauthorizedly occupying govt bungalows and no action…… The Elected representatives are allotted sprawling bungalows nearby the offices. They are provided with good number of post modern cars with drivers on demand at 24 x 7 on public expenses. En-number of servants for each work. Where as major portion of Govt employees are coming from far ends of the city totally dependent on public transport. The statistics says 25 Lakh vehicles are running on Delhi roads. Metro is the only relief which is also getting overcrowded day by day. And what more, there has always been a dual standard in the timings of parliament and govt offices. Working time of parliament is 11.00 AM to 06.00PM where as the timing of govt offices is 09.00 AM to 05.30PM. People expected rectification of all such anomalies from the dynamic new govt through the agenda of good governance and not the old outdated gimmicks of checking attendance registers. No doubt punctuality is to be maintained but not by adopting one sided stringent measures but by adopting impartial uniform standards for all institutions including parliament and ofcourse introducing flexy timing as has been recommended by the 6th pay commission.

    Sir kindly consider 90 minutes late attendance per month & if exceeds the limit one day CL should be withhold for every 30 minutes late reporting of duties .

    This very very important much needed necessity for goverment employees. There are umpteen number of goverment staff who never comes to office or late comers or leave their office early. This will be the first step for reduction of corruption and will reduce at least 20% corruption

    DOPT should not bring stress in the life of Central employees. For employees staying in NCR, reaching office exactly on 9 and leaving at 5:30 adds to traffic burden , chaos and stress. Govt can always adopt flexible working hours and fixed public dealing hours like in private sector. Each employee should complete his fixed working hours within certain time frame. This will give employees ease of commuting. A relaxed working atmosphere with good infrastructure adds to the efficiency of employees. There is difference in extracting work from slaves and intellect minds. Govt should also focus on improved infrastructure, work monitoring system and incentive system for enhancing productivity of employees. Making employees reach office on time under strenuous conditions with no time window will not improve output but will only increase health burden of the Govt.

    Sir,
    Infrastructure also needs to be improved before punctuality is imposed. As some government servants voluntarily reach office early and after 8.5 hours leave early to avoid rush hour traffic both the sides. These workers should be given relaxation and not treated as early leavers.

    Besides introducing different methods for checking late comers, Govt should review workload of each post because light workload of some posts is a major factor encouraging people for late attendance.

    Sir, iska koi jaroorat nahi kyonki, yadi koi bhi emp subah biometric machineme ungali rakhanekebad baahar jaakar unka koi bhi personal kaam karke dopaharme vaapas aakar biometric machineme ungali rakhke jayega, hai na?
