50% DA MERGE OR INTERIM RELIEF FOR CENTRAL GOVERNMENT EMPLOYEES

As everyone knows the Central Government has constituted the 7th Pay Commission and named its Chairmen recently. The decision of the government to constitute the 7th CPC has triggered many expectations among the central government employees. Among them was the merger of 50% DA with basic pay as done in the 5th CPC. But the 6th CPC did not recommended anything like that. It is understood that the employees are eagerly awaiting for an economic relief from the soaring prices of essential commodities. There are instances of announcing interim relief (I.R) to the employees apart from DA by a newly constitute pay commission prior to their implementations in the past.

Let us look into some of them

Interim relief prior to Second Pay1ST PAYCOMMISSION

Details of interim relief in the past

Interim relief of Rs 5.p.m was granted by the 2nd pay commission with effect from the 1st july, 1957 to all employees drawing basic pay not exceeding Rs.250 per month.

Rates of interim relief from 1.6.1983

The staff side of the national council (joint consultative machinery) had raised a demand relating to the parity of scale of pay of central government employees with public sector pay scales and pending acceptance of this demand, an interim relief to all central government employees was sanctioned at the rates indicated below.

Rates on interim relief from 1.3.1985

The Fourth Pay Commission had recommended an Installment of interim relief at the rate of 10% of the basic pay of the employees subject to minimum of Rs.50 per month to be paid with effect from 1st march 1985.

Interim relief

First installment of interim relief to the central government employees from 16.9.1993

Interim relief of Rs.100/- p.m has been sanctioned to all central government employees w.e.f 16.9.1993.

The amount interim relief will neither be termed as ‘pay’ nor ‘allowance’ nor ‘wages’, accordingly this amount will not counted for any service benefit.

Second instalment of interim relief from 1st April 1995

The Fifth Central Pay commission have recommended a further instalment of interim relief at the rate of of 10% of the basic pay to the employees subject to minimum of Rs .100 per month to be paid with effect from 1st April, 1995.

Third instalment of interim relief from 1st April 1996

The Fifth Central Pay Commission in their interim report have recommended a further instalment of interim relief at the rate of 10% of the basic pay to the employees subject to minimum of Rs .100 per month to paid with effect from 1st April, 1995.

The Fifth CPC, in para 105.11 of their report had recommended that DA should be converted into Dearness Pay each time the CPI increase by 50% over the base index used by the Pay Commission.

The 6th pay commission after its constitution and implementation did not recommended or suggest any kind of interim relief or merging of DA with the basic pay. As of now the DA has touched 100% and its government is unable to satisfy employees. All federation and associations are pressing the government for the merger of 50% DA. They strongly suggest some kind of relief to the employees As the price of essential commodities are in the rise, the government should act now to fullfil the expectation of the employees. The government should come up with merger 50%DA merger or some interim relief to the employees as early as possible.

    It is so shameful to cry for merger …merger…and merger for da 50 or 100 pc. The present govt. Should immediately yry to bring a solution for the welfare of the people. My opinion is to announce the 7 cpc wef. 1.1.2014 without thinking for a moment. Then everthing will be solved.

    Strike, discussions and negotiations all completed. BUT, NO FRUITS. In short period the present Govt will say ‘Tata’ & bye , bye,… There will remain the RED HOT DEMANDS of the employees and pensioners unresolved. Meeting, discussion and negotiation all these are the pre requirements to convince and accept the demands. But, the demands of the employees and pensioners were recommended by the CPCs convened by the Govt, were accepted in the past. Merging of DA when the rate reaches 50% and raising of DA when the index rate goes high are not new points or demands. These needs no more demands, cries, sponsoring, recommendations negotiations or strikes. Automatic sanctions, yes sanctions are required, President of India may please be pleased. President is still on the throne. Submit the promises and assurances to him for signature, it cannot be delayed anymore. Sanction of raising of DA to 100% and its merging is inevitable, and urgent need of the people of India. The Govt has no reason for its delay any more. We want no ‘yes’ or ‘no’. But we want SANCTION IN THIS WEEK.

    The question at the moment is not merger of 50% DA or IR. Let seventh CPC consider a new idea that revision of pay scales and pension of those who retired before 2006 on par with 6th CPC recommendations. There are so many anomalies for pensioners. Those who are residing in non-CGHS areas are simply given Rs.300 p.m. which is not enough to pay consultation fee. So The 7th CPC should consider that all the private hospitals recognized for ex servicemen should be recognized for central civil pensioners too. The method should be of the same. As civilians they do not have uniforms. But for Defence personnel they were supplied uniforms. Both are paid from central budget. But after retirement their life are equal. A moot question how many servicemen had attended wars.The last war was with Pakistan in 1971. There was no war for the last 43years or so. But so many welfare measures are given to ex servicemen but not to civil pensioners. In Kerala Private staff attached to Ministers are getting good pension after two years service with Minister?

    Mr Chidamberam, honourable Fin Min presenting the budget knowS not who will be the NEXT ON HIS THRONE. If the URGENT DEMANDS of the serving and retired is ignored the VEHICLE may stop moving for want of ESSENTIAL FUEL. Smart people watching and waiting for taking control of the VEHICLE will over power the present OWNER and driver. They will put imported fuel and oil for the smooth function. Sanction of DA rising to 100% and its simultaneous merging it fully to the basic is RED HOT demand of the working and retired classes. We are the engine, we cannot move without enough FUEL AND OIL to move the present Govt to the destination of VICTORY in the oncoming election. ACT NOW. FUEL US SOON. WE ARE FALLING EMPTY.

    Finally it is the good old Congress party that has answered our long awaited pleas for O.R.O.P. No other political party would have cared for us. With this in mind ,I would suggest that all Ex=Servicemen , as a sign of gratitude ,Vote the Congress back to power. Remember that the Congress is the only party which could have got us out of the economical melt down experienced worldwide. It scares me to think what would have happened if any other party was in power. God bless us all.

    We have reached the time for merging of 100 % DA. The date for granting 100 % DA also we left behind and putting pressure on the Govt for sanction. Once the DA cross 100% we must get that merged. Make our demand for 100% merging and also grant Interim Relief (IR) soon as the CPC is yet to sit for making its recommendations.

    STRIKE THE IRON WHEN IT IS RED HOT. 1-1-2014 HAS PASSED the date we have to get 100% DA. When it has passed we are supposed to get merging of 100% DA. Don’t tell the Govt to dump the mouth of crying baby with rubber made nipple. Let the baby be fed with milk bottle, today’s mothers hesitate breast feeding though enough milk in there. HEY,BABIES CRY LOUDLY FOR FULL MILK BOTTLES. DON’T ACCEPT FALSE NIPPLES.

The date for granting 100 % DA also we left behind and putting pressure on the Govt for sanction. Once the DA cross 100% we must get that merged. Make our demand for 100% merging and also grant Interim Relief (IR) soon as the CPC is yet to sit for making its recommendations.

    I congratulate Finance Minister for accepting one rank one pension formula for army personnel. It is their long pending demand hanging fire since more than 40 years. 30 lakhs army retirees will definitely think about the ruling party in the ensuing parliamentary election. With regard to Central government employees and pensioners, we wish to inform the FM that their genuine and mandatory demands of merger of 50% DA with effect from 1.1.2011 and 100% with effect from 1.1.2014 has not been announced and they have been back stabbed and feel demoralized and very disappointed. Mr.Finance Minister Central government employees and pensioners constitute 80 lakhs (Total votes about 3 crores), ignoring and marginalizing them will be very heavy in the ensuing parliamentary legislative elections for the ruling party. Interim relief is not ACCEPTABLE TO CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS. If, however, this demand is not met by this government, the next government will definitely announce 100% merger of DA w.e.f.1.1.2014. Government employees and pensioners have assurances rather reassurances from your contemporary political party. This is wake up call for Ajay Makhan and other ruling party leaders, who become champion for central government employees.

    We wish to lead a peaceful life without cry, shouting, strike, breaking, burning, destruction, abuse, sarcasm and all inhuman activities that causes SHAME to each other.
    Finally, the Govt has to MEET THE DEMANDS OF THE PEOPLE, though it may be late.
    It is always best to ACT AT THE RIGHT MOMENT before anything get worst. Yes, the Govt is already late by now, THEN WHY delay more to make it worst?

    Increase/hike/rise/reached high/sky rocketed, we use several words when the price of commodities makes up ward run. Govt understands all these words. And, they know that the people have to pay that cost to buy things for their living. It is AUTOMATIC.
    Without paying the higher cost none can get the materials. Govt knows where the rates have reached. Govt also knows that the employees and the pensioners will make their cry and shout for the rise in pay/wages and pensions. This is also AUTOMATIC. If it is so, why the Govt not accord sanction of RELIEF/MERGER OF DA as AUTOMATIC when the rate of price reached that level? Why let the employees do strike, breaking and burning or destruction to our own property in agitation to the Govt. A wise, affectionate and caring Govt never let its people do these things, the neighbors will come to know about it, and it will be SHAME for the Govt.
