Merger of 50 percent DA may soon be considered by Central Government –Sources

Sources close to the Central Government Employees Federations told that Merger of 50% DA will soon be considered by Central Government before the budget session of Parliament in February 2014. According to the sources, the central government is likely to consider the central government employees demand for merging of 50 % DA, for the reason that the DA will be crossing 100% level after January 2014.

The rate of dearness allowance to be paid to govt servants has been increasing consistently due to the rise in the prices of essential commodities for the past two years. In 2011 the rate of DA was at 50 % level. Since then all the Federation demanded the central government to merge the 50 Percent DA with basic Pay. But the government did not accept this demand to merge the DA with basis pay, as it was not recommended by sixth CPC.

The demand would be considered in view of parliament elections

But federations kept on demanding the government that raising dearness allowance alone will not help to compensate the alarming rate of price rice. So they urged the government to consider their demand favorably. It is believed that after the defeat in the election of four state legislative councils, the UPA government has decided to reconsider about its decision on the issues which directly affects the common public. The high command of the ruling party thought that the reason for their defeat in the state election is mainly because of their government failed to contain the price rise. The gap between common public and UPA government has been considerably increased. To correct these failures the UPA government decides to do something to attract the voters.

After announcing the government’s proposal to constitute the 7th pay commission, the community of central government employees has been convinced to have soft view on this government. Further the 50 lakh central government employees would be made happy if the 50% DA is merged with Basic Pay. It is told that , as the central government staff association and federations demanding it very seriously, in case the government decides go with this demand, there will be around one crore voters will be in favour of UPA government. So the government may consider the demand of merging of 50% DA with basic Pay in view of forthcoming Parliament elections.

Allowances will have no impact on merging DA with basic Pay

The sources, associated with National Council JCM, said that the government initially was not willing to consider this demand as some allowance and advances have been raised by 25% whenever the DA crosses 50% level as per the sixth CPC recommendation. But federations insisted that the allowances, which are raised to 25 % level when DA crosses 50%, will have no impact on merging DA with basic pay. The only allowance will have an increase when Basic Pay increases are HRA. No other allowances will be increased and other entitlement of the respective Grade Pay will not be revised as the 50% DA to be merged will be kept under separate component like it was treated in 5CPC as Dearness Pay. “There is no need to worry about financial implications, as the 50% DA will be paid by just changing its nomenclature as Dearness Pay”, said sources.

50% DA merger to be decalered before DA crosses 100%

Further, it has been informed that it is good enough for the government to announce its decision before declaring the next additional installment of DA. Because the AICPIN for Industrial workers for the Month of December 2013 is awaited to determine the rate of dearness allowance to be paid from January 2014.The result of last 11 months AICPIN shows that DA will definitely be raised by 10 % from existing 90% level. So the rate of DA will be 100% with effect from 1st January 2014. After the DA increased to 100%, the demand for 50% DA merger will have to change its avatar. Probably the demand would be for 100% DA merger. So the federations expect the government may consider 50% DA merger soon.

However, decision if any in this regard should be taken before the announcement of election for parliament. It is expected that election announcement for parliament will be made by the end of February 2014. Before that, the announcement of 50% DA merger is expected from central government.

    All political parties and Govt had started all the spade work for the oncoming election. If they know to initiate and take the required action for election in time, rather in advance, they know and should therefore take timely action to give all the rights,like merger of DA, etc,etc, to the employees and pensioners without waiting for them to cry and strike. Parents know their children should be married. And, once it is settled they,and the concerned people take all actions IN TIME (well before the day of marriage). It is in all cases. Similarly, merger of DA when it reaches 50% is accepted in the past by the Govt. Why it waits for another increase of 50%? The rate of DA/DR has already reached 100% from 01–1-2014, nevertheless the orders/sanction on paper is awaited, so why the Govt relinquishes its responsibilities and promises/assurances.
    01-01-2014 has passed and sanction of enhanced DA upto 100 % is due, the Govt is expected to merge the whole 100% of DA and not 50% which is past due. We need to build pressure and do all spade work for tomorrow and not for the past. The budget is not for the past but for the future. Our demands for the past have not been met by the Govt. A good Govt is that take advance action (before time), not after the cries and demands to come from the needy. A good and wise/brilliant mother keeps milk/food/medicine/necessaries ready with her not waiting for the baby to cry, she never go to buy anything/buy a cow when her baby cries for milk. This nature of the Govt to wait,and wait, and let the people cry/strike for their demands MUST BE STOPPED.
    Price hike and increase of DA is not a new subject or not an unexpected natural calamity, even for which Govt make plans and budget to meet them. Weapons and bullets are carried by soldier before he goes for war, not after reaching the field of operations. No Govt sends the soldiers to the front without prior provisioned arms/weapons and ammunition. Prior procurement and stocking is made and given to the soldier before the time of move to the front area.

    We need merger of 100% DA with effect from 01-01-2014, simultaneously with its sanction, which is expected in April/May 2014, if 50% is not merged now (in this month). Do not pass this responsibility to the next Govt. Do we not bury/dispose off the dead immediately and never wait for the next generation to take birth.

    The price index has gone high when the present Govt is in power, and rising the rate of DA and its merger with basic is the responsibility and rests with them and not with the new/on coming Govt. Do not pass your responsibility to another person or Govt.

    CPC is composed/convened every 10 years to study and recommend change of pay /pension and benefit structure present in the country. CPC is ordered by the Govt to accept its recommendations. If one Commission has recommended a change or added a new benefit and if accepted by the Govt it stands for ever or till it is changed by another recommendation or sanction. If so, why the recommendations made by one commission is required to be repeated by the next commission? Merger of DA to basic was once recommended and accepted by the Govt there may not be any need to repeat the same by the VI or VII Commission. If repetition is a MUST then then volume of recommendation, acceptance , and sanction increases while composition/change of rules increase.

    A new commission when ordered is required to study the present requirements of the people based on the market and demands/needs of the people of the nation whom the Govt is functioning, keeping in view the available/existing sanctions (resources). If merger of 50% DA was recommended and accepted by the Govt in the past,and so it was not considered necessary to repeat the same by the VI CPC. There fore,the Govt cannot deny the once accepted recommendation of a CPC previously convened.

    The need for merger of 50% DA is in the heart of the UPA Govt and knows it is one of the legal rights of the people. There is a saying in India “KARNA HAI TO KAL NAHI AAJ, AAJ HAI TO AB”. Then why delay? Do it right now.Yes, in This month. A wise and affectionate mother feed her baby before she/he cry due to hunger, and never waits for non-stop /breathless cry. Govt is the wise and passionate mother of the people, by the people and for the people. The people of the nation have grown much with the sense of understanding and the wisdom/knowledge to choose the right political party who have affection,sense of humour and willingness to nourish,protect and take care of the people that VOTE and formed to rule them.The people’s demands are the cries of the day for RIGHT NOW and need to be met in full TODAY, in no way to be left for tomorrow. WE WILL DECIDE WHO TO RULE US NEXT (WHICH POLITICAL PARTY). Show your ‘goodness’ while you are on the throne before we lift our feet to kick you out.
