Composition of 7th Pay Commission
Some Blogs have said that Shri. Raminder Singh Gujral ,IAS, the Finance Secretary , might be appointed as Member secretary of 7th Pay Commission. But the fact is he is retiring from the service on 30th November 2013.New Finance Secretary will be appointed after the approval of the Appointment Committee of the Cabinet. But the issue here is not regarding who will be the next Finance secretary. The issue is ‘can the retiring official be appointed as Member secretary to the 7th Pay Commission? . It is needed to mention that the previous pay commissions did not have retired bureaucrats as its Member secretary. The serving bureaucrats only appointed as Member Sectary of all the Pay commissions except the First Pay Commission.
The first pay Commission did not have a Member secretary. Its secretary was Shri. K.R.P.Aiyangar

The Third Pay Commission – Shri . Shri H.N. Ray, ICS.
The Fourth Pay Commission – Shri .A.K. Majumdar, IAS.
The Fifth Pay Commission – Shri M.K Kaw,IAS.
The Sixth Pay Commission- Smt.Sushma Nath,IAS.
So the Seventh Pay Commission also will have a serving bureaucrats as its Member secretary

The time and tide has changed due to Media exposing functioning of the Authority in POWER. Therefore, the Administrators wants to escape as they are worried from exposer which will come in the way of their Promotion. The immediate action can be initiated on active authorities immediately as their decision and Order will have value and authority to impliment immediately where as retired will not matter. They may advise as directed by colour changing elected POLITICIANS who may be thrown out at any time. See how retired Govt. military Generals have challenged at a Channel. Does it have any meaning? Can they enter the Military Premses while at WAR? Who will obey them?Who will authorise them. The retired officers are openly against the Govt. We must be at one Ex-Servicemen Platform with the Govt. in power maintaining good relations for success pursuing the policy of Operational COSs and pressing the GOVT. standing behind them and not let the DEFENCE MINISTER succeed in harming them provided the action is in the NATIONAL INTEREST. Records are so. In Kerala every fifth year, a pay commission is constituted and the benefits passed to the employees. though they are few and the state is also small.But in the Centre, who are liable to transfer anywehre in India, regardless of home town is getting in 10 years time with very difficult. In Kerala nobody demanded for a Pay commission. But the CM himself announced it and appointed the commission. If the JCM just compare they pay scales of Kerala employees and the Central one can see that in Kerala getting higher pay and perks while the work load is less posting near to home. So what about central govt employees. Working near to home is one of the heaven jobs one can not imagine. Kerala Govt teachers are getting higher salary par with Central School. Then what about the standard of students coming our from Govt schools. In Centre JCM functions where as in Kerala trade unions of all political parties are on war foot to get unknown benefits from the govt.
