OFFICE MEMORANDUM

Subject: Receipts of payments from customers through ECS/NEFT/RTGS – reg

1.    This is regarding acceptance of payment through ECS/RTGS/NEFT from bulk customers of EPP & Speed Post availing BNPL facility and customers of Business Post.

2.    The proposal has been examined in PA Wing and it is observed that introduction of system of receipt of payments of Bills from BNPL/Business Post Customers through ECS/RTGS/NEFT will only change the mode of receipt of payments of Bills through ECS/RTGS/NEFT instead of its receipt of payment through cheques etc. This is only a change in process in settlement of Accounts between the Department of Posts and Customers and it will not affect any Accounting Procedure / Heads of Accounts. Accordingly, orders of the Competent Authority are hereby conveyed to accept payment from such customers through ECS/RTGS/NEFT also in addition to draft/cheque. Necessary guidelines in this regard is attached to this Office Memorandum for ready reference and necessary action.

3.    It should be ensured that RBI guidelines circulated vide No. 01-54/2011 – RB dated 17.04.2013 and CGA letter No. S – 11012/ 1 920)/ 2010/ RBD/ 569 / 23/65 dated 07.12.2012 that “Department of Posts will maintain proper reconciliation of above mentioned electronic fund transfer” are followed.

4.    This facility would be operationalise w.e.f 01.08.2013.
