Observations on Rank Pay cases

a.            Arrears are not directly proportional / same to either of the following: – 

i.      Rank Pay of the rank held on 01/01/1986.

ii.    Same seniority of batch mates.

iii.   Service completed after 01/01/1986 

b.   There may be discontentment amongst the officers as the quantum of arrears received is much less than the expected.  The possible reasons may be 

  • Some officers reaching to the maximum of the pay scale immediately after 01/01/1986 (the effective date of pay revision) due to their fast career progressions on completion of qualifying service.
  • Though the pay of batch mates fixed at the same stage as on 01/01/1986, some of them promoted to higher ranks earlier than their batch mates and drawn more pay of promoted rank earlier.
  • In certain cases, the revised pay on the date of promotion, becomes equal to the pay fixed earlier, resulting no arrears.
  • Pay earlier revised after deducting rank pay was not necessarily at the next immediate stage of pay scale, but was fixed to the minimum of the rank.  Hence there is very little hike / difference now in pay stage when actually rank pay is not deducted from emoluments.

c.   Data required for calculation of arrears in case of approx. 9000 retired officers, whose IRLA’s are not available in PCDA(O).  The action regarding pay revision and remittance of arrears to be expected soon.

    I have received an amount of Rs 14600 approx only as my Rank Pay arrears with no details given.I have neither received the LPC nor the amended PPOs so far inspite my repeated letters to all authorities in CDA(O) Pune and PCDA pension Allahabad.Kindly inform me if I am eligible far all this or Not?

    1.Refer to my letter dated 08 jan 2016 and your reply to it dated 19 Feb 2016 stating that calculation of Rank Pay arrears in my case has to be done after receipt of revised rate of pension from PCDA(P) Allahabad and the has been received from PCAD(P) Allahabad on 19 Feb 2016 as per your letter dated 19 Feb 2016.The Rank Pay Arrears has not yet found credited to my Bank till date.It is requested to take necessary action and credit the arrears at the earliest .

    1. Despite repeated email requests and reminders cda penmsions allahabad has not sent my revised PPO. My relevant details are:

    (b) Date of Retirement: 01 Jan 2002.
    (c) Last Basic Pay Drawn: Rs.22900/-
    2. Can I know as to what and why the delay?

    I had submitted my details for Rank Pay Arrears During Oct 2014. The required documents were fwd for crediting the amount of arrears in my bank accounts . till date I have not received any arrears My name also does not figure in rejection list. May I know the present position and likely date of remitting the credit of arrears.

    I (SS 26862 W Capt Philip K A ) was commissioned on 11.11.73 and released from service with Disabiltiy Pension for 30% disability attributable to Military service on 08.08.79. Could anyone guide me about which authority/office to be contacted / guide me about relevant orders /circulars regarding my eligibility in the present circumstances as the Bankers are not clear as to how to revise my pension

    I had raised some observations on the initial Due & drawn statement. After protracted correspondence, a debit was shown against me. No new Due & Drawn statement was forwarded. Also further doubt raised through email was not clarified.
    Secondly, rank pay arrears for re-employed period have not been worked out so far.
    No new PPO is forthcoming as LPC does not seem to have been submitted to CDA(P).
    I am prepared to refund any excess payment as confirmed by me through my email. But I must get my dues first. Please clarify.

    I am yet to receive my due drawn statement. As a result I have not been able to calculate my arrears of rank pay. May I request you to kindly forward the statement immediately.Surprisingly, the amount of arrears paid to me is a too small one comparing the same with my own course mates. May I request you to examine my case thoroughly once again and apprise me of the factual position.My CDA (O) account No is 149683X.

    firstly ,I salute the CDAO AS HAVING SERVED FOR LITTLE MORE THAN 35 YRS i have not come across such dedicated , prompt and an org of servitude. I am proud of such org and shall continue to salute fore ever my life,

    i am in little flux over non receipt of rank pay arrears despite my personal visit to your esteemed office in june.

    my disability pension has not been updated by the cdapopune
    when I approached my bankers PNB hoshiarpur pension branch I was told my revised PPO has not been received from the CDAOP. in absence of the revised PPo they cannot update my pension as per the latest policy
    I am looin about RS3000/per month and also the arrears of disability( increased) pension from jan 2006 have to be paid to me

    On reporting the delay in payment of rank pay arrears to CGDA,m I was paid my rank pay on 10th Jun . As per my calculation of rank pay for the period 1-1-86 to 31 jun 89 as Lt col including my gratuity and encashment of leave works out Rs 57116 whereas I was paid only Rs 35389/ The workingsheet not displayed in the web site and as such I have raised the observation in this regard and waiting for reply

    I got 1st ACP in the scale 4500–7000 on 9.8.1999 and 2nd ACP in 5500–9000 on 1.8.2001.My 1st ACP post merged with posts and re designated as assistant in the scale 5000–8000 on 11.2.2004. In 6th CPC both the assistant scale(5000–8000) and 2nd ACP scale(5500–9000) have been allowed grade pay of 4200/- in 6th CPC.As per para II(1) under section II of part B 6th CPC order my 1st ACP post(4500–7000) would have been allowed had the post been continued till 1.1.2006. Now as per para-5 of annexure-1 of MACPS order am I not entitled to 2nd MACPS in grade pay 4600/- by ignoring my 2nd ACP as both my pre 2006 ACP scales have been allowed same grade pay of 4200/- in 6th CPC. Please awaiting your clarification/decision.
