MINUTES OF THE MEETING HELD ON 28.5.2013 ON PENSIONARY MATTERS

CIRCULATED THROUGH DEPT. OF PENSION & PENSIONERs’ WELFARE ON 12th JUNE 2013

(i) Ex-gratia payment to SRPF/CPF beneficiaries retired on Voluntary Retirement and Medical Invalidation

Based on the clearance given by Department of Expenditure for deletion of Clause ‘c’ of para 2 of OM dated 22.3.2004, those retired from service are eligible for the grant of ex-gratia payment. After issue of revised OM by DOP&PW and similar order by Min. of Railways, this agenda item will be closed.

(ii) Increase of the amount of ex-gratia to CPF retirees like that of SRPF

JCM has been informed about the present status. After the decision of Cabinet and issue of orders by the Department, the case will be closed.

(iii) Delay in issue of revised PPO to pensioners retired prior to 2006

(i) In order to speed up the revision of PPO, the Department has taken the following steps:

a) Allow change of date of birth of spouse.

b) Use of proof of date of birth of spouse

c) Adding postal address, mobile and telephone number in the life certificate

d) Taking out information from the data base of the bank

e) Revision of PPO without mentioning the age of the spouse

(ii) With the support of e-scrolls, the pending has come down to one-third.

(iii) Still, based on OM of 28.1.13, revised orders in all cases are to be issued for calculating revised pension as mentioned in the OM of 13.2.13.

Due to non availability of the information about number of pensioners with the concerned departments, the Pensioners Association should assist in this regard. The issue of revised PPO should be checked by the Secretaries during meetings.

As per the statement of Railways, based on their initiative taken up by them with RBI after advertising, half the pensioners retired prior to 2006 have been issued with revised PPOs. After meetings held, the date of finalization has been fixed as 30 Sep 2013. They are watching the progress every month. By 15 Jun 2013, Secretary (Pension, AR & PG) will issue directive to take up revision of PPO without waiting for a request from the Pensioner. For sanction and payment in Railways, changes in system have been desired by the Secretary, Pension. The authorization of pension at present has been conveyed and the details forwarded to Railway Board.

This process will be completed by 30 Sep 2013 as stated by CGDA, Min of Defence.

(iv) The revised pension will be fixed by multiplying the pre-revised 1/3rd of commuted pension by a factor of 2.26.

In reference to the Order of CAT, Hyderabad of 22.4.2013 for revision of pension, the same is progressed with Dept of Expenditure as stated by staff side.

(v) Commutation

(a) Revising old/new commutation table and

(b) Restoration period reduced from 15 to 12 years

This will be considered by next pay commission

Restoration of commutation completed by 11 years since interest is 8%. Previously it was 15 years due to 4.75% interest. Since this is to be progressed by Pay Commission, the case will be referred to Dept of Expenditure.

(vi) Family pension to divorced/widowed/unmarried daughter

– difficulty for them to get family pension

– arrears for the lifetime

No point raised by JCM. Since he/she has not earned the family pension, he/she has no right to nominate. The matter is dropped.

(vii) Arrears payment from 1.1.2006 due to revision of pension

Since there is no outstanding case for revision as per 6th CPC, the case is dropped.

(viii) Payment of pension to spouse by way of joint SB account

The problem in SBI has been solved by way of issue of orders by CPAO. The matter is dropped.

3. The progress on eight agenda points raised by the General Secretary, AIRF will be replied to him directly.

4. After discussion on the minutes of meeting of 6.11.2012, fresh agenda items were taken up for discussion.

(i) Slabs for death gratuity are as under:

2 times of emoluments for service less than 1 year, between 1 and 5 years 6 times of emoluments, more than 5 years and less than 20 years 12 times of emoluments and 20 years or more half month of emoluments for every completed six month period upto the maximum of 33 times of emoluments.

The revision suggested on the above by the JCM is 5 years to 11 years 12 times of emoluments and 11 years to 20 years 20 times of emoluments.

The slab has not been revised since 1986 and even in the 5th and 6th Pay Commission. The matter is to be reviewed with Dept of Expenditure.

(ii) Applicability of CS (MA) Rules 1944 to Pensioners residing in non CGHS area

Due to heavy financial burden, this was not accepted. A review petition is filed in Supreme Court by them. Planning to introduce Health Insurance Scheme to give special attention to non CGHS areas would eliminate the problems. The item is closed.

(iii) Modified parity – upgraded pay scale instead of normal replacement scales

Modified parity was allowed with reference to replacement pay scales and not with upgraded pay scales. The case is closed.

5. After thanking the chairperson, the meeting was concluded.
