5th CPC DA vs 6th CPC DA Table

The following table shows the comparison between the rate of dearness allowance paid to the government servants in 5CPC and 6CPC. The increase in dearness allowance in 6CPC is much higher when it is compared to 5CPC for the first 5 years. It took 7 years to cross the 50% level in 5CPC but as far as 6CPC is concerned it took only 5 ½ years to cross the 50% level. When the rate of dearness allowance was crossed 50% level, it was merged with basic pay and it was shown separately as dearness pay in 5CPC. But what about 6CPC ?  even though the DA crossed 50% level in a very short period, it was not merged with basic pay .  It was told that there was no any recommendation by 6CPC to merge this with basic pay. If it is so, then people are expecting the government to constitute 7th pay commission immediately.
