OFFICE MEMORANDUM

Subject:- Payment of Transport Allowance to Central Government Employees in Fandabad, Gurgaon, Ghaizaibad and Noida.

 

It has been brought to the notice of this Ministry that some Central Government Offices located in Faridabad and Gurgaon are paying Transport Allowance to its employees at the rates other than that applicable to such areas and such payment is irregular It is clarified that the Central Government Employees posted at Faridabad, Gurgaon. Ghaziabad and Noida are entitled to Transport Allowance at the rates applicable to other places’ i.e. other than 13 classified cities as per the conditions laid down in this Ministry’s O.M. No. 21(2)/2008-E-II(B) dated 29.08.2008.

OFFICE MEMORANDUM

Subject : Grant of Transport Allowance to Central Government employees.

            The undersigned is directed to say the consequent upon the decisions taken by the government on the recommendations of the Sixth Central Pay commission, the Pleased to decide that in modification of this Ministry’s O.M No.21(1)/97-EII (B) dated 3.10.1997, the Central Government employees shall be entitled to Transport allowance at the following rates.

Employees drawing grade pay of

Rate of Transport Allowance per Month

In 13 Cities Classified as A-1/ A earlier

Other Places

Grade pay of RS.5400 & above

Rs.3200 + DA thereon

Rs.1600 +DA thereon

(i)Grade pay of Rs.4200, Rs.4600 and Rs.4800

Rs.1600+DA thereon

Rs.800+DA thereon

ii)Those drawing grade pay below Rs.4200 but drawing pay in the pay band equal to Rs.7440 & above

 

 

Grade pay below 4200 and pay in the pay band below Rs.7440

Rs.600+DA thereon

Rs.400+DA thereon

 

Hyderabad (UA) Delhi (UA) Bangalore (UA) Greater Mumbai (UA) Chennai (UA), Kolkata (UA) Ahmedabad (UA) Surat (UA) Nagpur (UA) Pune (UA) Jaipur (UA) Lucknow  (UA) and Kanpur (UA)

2. The grant of transport allowance shall be subject to the following conditions.

 

i)                   The blind or orthopaedically handicapped  employee in terms of this Ministry’s orders vide OM No 21(1) 97-E-II(B) dated 3.10.1997 shall continue to draw this allowance at double the normal rates which shall, in no case, be less than Rs.1000 per month plus the applicable rate of dearness allowance.  The other conditions of O.M.No.19029/1/78-E-IV (B) dated 31.8.78 related to grant of conveyance allowance to blind and orthopaedically handicapped central Government employees shall remain unchanged.

ii)                The allowance shall not be admissible to those employees who have been provided with the facility of Government transport.

iii)              The condition contained in para 3(ii) of O.M. No.21(1) 97E-II dated 3.10.97 by which the grant of Transport Allowance to employees provided with official accommodation within one  kilometer to office or within a campus housing the place of work and residence was disallowed, has been withdrawn

iv)               In respect of those employees who opt to retain their pre-revised scales of pay, the corresponding Grade pay of the pay scale / corresponding pay scale of the post occupied on 1.1.2006 as indicated in CCS (Revised Pay) Rules 2008 would determine the allowance under these orders

 (v)  These orders will apply to all civilian employees of the Central Government.  The orders will also apply to the civilian employees paid from the defence service estimates.   In regard to Armed Forces Personnel and Railway employees, separate orders will be issued by the ministry of Defence and Ministry of Railways, respectively.

 

3. Officers drawing grade pay of Rs.10,000 & RS.12000 and those in the HAG +Scale who are entitled entitled to the use of official car in terms of O.M.No.20(5) –E-II(A) / 93 dated 28.1.94 shall be given the option to avail themselves  of the existing facility or to draw the Transport Allowance at the rate of Rs.7000 plus dearness allowance thereon.

4. In so far as the persons serving in the Indian Audit & Accounts Departments are concerned, this order issues in consultation with the Computer & Auditor General of India.

5.The order shall take effect from September 1, 2008

    Transport Allowance for an othopaedicaly handicapped employee is fixed at, say for example 800+DA thereon. Can you tell me how to calculate and is it variable according to the changes in DA% from time to time

    sir , i will be pleased to know
    that i am being provided a motorcycle as a govt. vehicle mandatory while i dont want to take over it because it is against my transport allwence pl. tell me is there any option to deny to take over motorcycle and may continue my transport allowence ?pl. guide me otherwise i will be in lose monthly due to cut my transport allowence. thanks

    Sir please reply answer. I was reported on 05/10/15 (F.N) at new place of posting on transfer and I applied an application on 20/10/15 for sanction transport allowances w.e.f 05/10/15. Now, I have sanctioned transport allowance w.e.f 20/10/15 (date of reporting). Request intimate I have eligible to draw transport allowance w.e.f 05/10/15 or otherwise.

    I am a DDO at Indore, MP. My query is, one of my office MTS who is Physically Handicapped since birth and was recruited under this quota only.

    He is drawing grade pay below Rs.4200 but drawing pay in the pay band Rs.7890 PM. Recently Government has upgraded some of the cities for TA, Indore is one among them.

    Previously, the concerned MTS was given Rs. 1000/- (Min) TA.

    After up-gradation of City what Amount must be paid as the MTS is Physically Handicapped.

    On approval of up gradation of cities as per 2011 census, the cabinet approved HRA and Transport Allowance to central Govt employees on 30.05.2015. The Finance Ministry issued order on up gradation of cities for HRA purpose after almost all 2 months. Still they are not release order of up gradation of cities for transport allowance. How many months/year will require to issue the orders? Is it Good Governance?.

    i am serving in center government armed force .
    it is very shameful to all gazetted officer who are acting head of office and drawing transport allowances in their monthly salary while using government vehicle for personal use and official use even all person of his families using government vehicle for personal use. but our government is very Care less. the government is seems to ignoring of such unlawful activities of all gazetted officers . so I request to our government and audit teem please control this unlawful activities otherwise our country ……

    I am working in Nagaland. My family is residing in Deharadun. For the purpose of LTC “Bharat Darshan” whether my family members are entitle fare from Deharadun up to the visiting point whereas I shall be raising claim from Nagaland for self, the place of posing.

    I am presently posted in Nagaland. My family is staying at my home town i.e Deharadun (U.K). For “Bharat Darshan” LTC purpose can my family members are entitle to get fare from the Deharadun to any place in India whereas I shall be claiming from Nagaland, the duty point for self.

    It is so shamful to those class 1 officers who are acting as head of office are drawing transport allowances in their monthly salary while they are using office vehicles for personal and official use. The government seems to be ignorant of such unlawful activities of higher rank officials but taking care of csr of low ranking officials in our country.

    Mr. X working as a UDC in Central Government He is Physically Handicapped since his birth and he was recruited under this quota only. As per the Sixth Pay Commission recommendations, he the disabled employees of central govt are eligible to draw Transport allowance at the double rates which is one of the best financial benefits given to us. Please state whether double transport allowance shall be given automatically or on the request of employ?

    Respected sir,

    Sub; Clarification about TA reg.
    I Mr. RHSannagoudar working as a TGT(Maths) in Jawahar Navodaya Vidyalaya, Kuknoor.Koppal dt, Karnataka-583232 which is working under Ministry of HRD Govt of India. Since 29-08-1991 I have been working under as above said designation. I am Physically Handicapped since my birth and I was recruited under this quota only. As per the Sixth Pay Commission recommendations, we the disabled employees of central govt are eligible to draw Transport allowance at the double rates which is one of the best financial benefits given to us. We all the staff of the Vidyalaya are supposed to reside in staff quarter which is rent free. All are supposed to reside in the campus as our system is residential set up. Even then our NVS helped us by giving Transport Allowance to all the employees of NVS.I am also getting this benefit since 1996, and I got huge amount of arrears also. But last year some Audit offiers visited our vidyalaya for Audit; there they came to know that Transport Allowance is given to employee even though he/she in EL.Also most of my amount is withdrawn from salary as extra payment towards TA.
    According to our NVS auditors we the employee of NVS (Those who are drawing double TA) are not supposed to receive TA when ever employee is on EL,OD,TOUR, TRAINING etc. So if I am on leave by applying EL,I will get the TA for the month except the days which are applied for EL.But for the other employee they are giving the full TA if he/she attend one day duty in the full calendar month
    Really this injustice for us.

    KINDLY CLARIFY AS TO WHY DOCTORS PROMOTED IN DACP SCHEME IN PAY BAND OF 10,000 ARE NOT GETTING TRANSPORT ALLOWANCE IN INDIAN RLYS AS RECOMMENDED BY 6th PAY COMISSION,AS ALL OFFICERS IN THIS PAY BAND OR SAG SCALE ARE ELIGIBLE FOR THE SAME OR PROVIDE LIST OF OFFICERS IN THIS PAY BAND WHO ARE NOT ELIGIBLE EXCEPT DOCTORS

    I want do add this line. pl. ask the people who are in favour of this order to get their offices shifted from delhi to noida etc and get the TA as per this order. I think then they will realise and then will join the kejariwal team and will go to sit at jantar mantar against the issue only for the TA not due to another matters.

    Lot of employees of central government are residing at Delhi and and working at Faridabad, Gurgaon, Ghaziabad and Noida and also vice-versa. Cost of transportation are same for both kind of employees.

    Further, there is a uniform HRA for Delhi and its adjoining cities like Faridabad, Gurgaon, Ghaziabad and Noida i.e., 30%. Hence, Transportation Allowance may be same for NCR region of Delhi.

    I think govt is not aware due to non availability of local buses in all the three NCR town the transport charges much more than delhi, it is only concern that concerned officials are not aware of the facts
