Highlights of National Anomaly Committee meeting held on 17.07.2012

1. Promotee in same grade pay will get one extra increment.

2. Running staff issues for giving MACP & special increment will be resolved sympathetically & orders will be issued within a month as per commitment of Secy./NAC & DOPT chairman.

3. The supervisors of earlier APEX Grade i.e. 7450-11500 are very likely to get one special increment. The AIRF is doing all out efforts to get that increment w.e.f. 01.01.2006.

4. It has also been agreed that where there is Direct Recruitee in a cadre, promotee will get the basic pay @ par with Direct Recruitee in other words Promotee will not get less pay as compared to Direct Recruitee.

5. The MACP issue including removal of infructous Grade Pay Rs. 2000 were also discussed and separate meeting on MACP issues will be held on 27.07.2012.

6. The staf side also raised the issues of Librarians/Asstt. Librarians. The official side assured staff side for earlier consideration, after collecting data from Ministry of Culture which is nodal Ministry for this.

The staff side shown its anguish on non functional of JCM scheme due to which National Council is not being held since Feb. 2010. Meetings of anomalies committees are also not taking place frequently except Railways, Defence & P&T. The Departmental Anomaly Committees are either not constituted or non functional. Chairman National Anomaly Committee and Secy/DOPT assured that JCM scheme will be revived & NC meeting will take place after the Monsoon session of Parliament.

    The removal of Gr.Pay of Rs.2000 issues going to be held on was 27.07.2012. why not discussed on 17/07/2012 meeting? Four years already gone pls. finalize on next meeting. So please do justice with us by implementing removal of Gr.pay of Rs.2000, b’cos from Gr.pay of Rs.1900 to Gr.pay of Rs.2000 only Rs.100 is getting the staff, which is too nominal.

    ACP has brought all employees to the same level, where promotion avenues are few.But people who have got promotion should be given an extra increment as an incentive. This should be taken up by the anomaly committe very strongly.

    I am victim of MACP, I put 27 years service and still I am getting Grade Pay of Rs. 2800/- I joined as LDC in Feb, 1985 and I got promotion as UDC after 22 years service. In my office Drivers of 14 years services are getting Rs. 2800/- as Grade Pay. How funny it is. To make parity between the employees, the MACP should be on hierarchy basis as it was given under ACP scheme before 1.9.2008. The affect of MACP is only on Group C employees as they are facing huge monetary loss due to MACP scheme. For example, UDC Grade Pay 2400 and Assistant 4600, 1st MACP 2800, 2nd 4200 and 3rd 4600 – that’s mean all three MACP is equivalent to one promotion. Before 1.9.2008 under old ACP scheme those UDC/Stenos who had been granted promotional hierarchy scale are enjoying Grade Pay of Rs. 4600, that is huge anomalies for those who have given MACP, thus making more poor to the lower employees. So please do justice with us by implementing MACP on promotional hierarchy.

    Sir,i m nf railway grup d emplyee.m joined 26-11-2012..i got my first incriment in nov 2006.but next year i got my incriment in jun 2007 for seniority promotion.after pay fixetion m not geting that incriment benifit.can i get now that benifit by order feb to jun spcial incriment.please tell me.

    ALREADY 6YRS HAS BEEN PASSED ,OF VIth CPC ,HOW LONG TIME IT WILL TAKE TO GIVE 3% ONE INCREAMENT TO THOSE ARE PROMOTED IN SAME GP & LOST THEIR PROMOTION DUE TO VIth CPC.

    I have 2nd ACP in pre revise scale of 10000-325-15600 on 16-06-2006,accordinly my basic pay fixed for Rs 10975/=. After the implimentation of 6th CPC I have given option for fixing pay from 16-06-2006( after 2nd A.C.P.).Accordingly my Basic Pay fixed for Rs20420/=with Grad Pay Rs6600/=. I forgo the ariar from 1-01-2006 to15-06-2006. My annual increment of granted to me w.e.f.01-07-2007 I have represented to allow me annual increment of my pay w.e.f.01-07-2006 based on the latest order of Min of Finance dt.19/03/2012. Pl.clarify its eligibility.

    Thosewho are promoted supervisor (grade pay 4200) in ordnance factory organisation. Directly recruited supervisors who completed 24 years as supervisor on 1.1.2006 have been given grade pay of Rs. 5400/- under ACP/MACP and Rs. 6600/- after completing 30 years of service, where as promoted supervisors who completed more than 24 years as supervisors on 1.1.2006 have been given grade pay of Rs. 4600/-. and after completion of 30 years, given III MACP in the grade pay of Rs. 4800/- which is not even in promotional heirarchy. It is grave injustice to promotee supervisors in Ordnance Factories. This needs to be rectified immediately.

    Those who are retired as Jr. Works Manager(Gazetted-II) from Ordnance Factories Board (OFB) w.e.f. 31.10.2008. As per OFB latest orders, supervisors who were directly recruited and completed 24 years as on 1.1.2006 have been given IInd ACP in the grade pay of Rs. 5400/- in pay band 15600-39100 and IIIrd MACP in the grade pay of Rs. 6600/- in the same pay band.

    Those who are being promoted supervisor completed 27-1/2 years as on 1.1.2006 have been given grade pay of Rs. 4600 in PB-2 and Rs. 4800/- w.e.f. 1.9.2008.

    The above is very much disturbing and injustice. may kindly be taken at the approiate level.

    So please do justice with us by implementing MACP on promotional hierarchy.

    Respected Sir I am as a cook in delhi police there are no parmotion policy Gr. pay starting 1800 but SSB Aria cook (civilian) there starting Gr. pay 2000. our Gr. pay is very low our work is hard andmost responsibilities. Please look into the matter very seriously thankyou very much.

    On the basis of the outcome of meeting of National Anomaly Committee held on 17.7.2012, Assistants promoted after 31.8.2012 may be allowed to be fixed their basic pay @17140/- (fixed for direct recruits).

    I am getting less pay then my juniors, working in other sainik schools run by same society, unfortunately there is only one post of Librarian in sainik schools bijapur Kar.sir ,auditors asking to compare with your jrs in same school as ordered passed by our Society.or get special orders from Sainik Schools Society,New Delhi. but till today have not recieved any reply after many request and reminders pl help me in getting justice sir.Sir please treat this as my prayer

    According to CSIR CIRCULAR no.5-1(23)/2008-PD dated 17.05.2012
    gr iii (1) and (2) employees on completion of combined residency period of 07 years either prior to or on 21.07.2010 will be considered for assessment promotion to the post of Technical Officer w.e.f. 21.07.2010.

    those who have joined as in 2000, 2001, 2002 loosing 3,2,1 year respectively as for all of them promotion date is 21.07.2010.

    it can be solved if the circular is “On completion of combined residency period of 07 years will be considered for assessment promotion to the post of Technical Officer w.e.f THE DATE OF HIS 7 YEARS COMPLETION.”

    and change the date 1.1.2006 as merger is effective from 1.1.2006 and this om is about rectification of merger anomaly.

    I was in JE II (Tele ) in the Gr of 5000-8000 with a basic pay of 6900/-.I got promoted to JE I 5500-9000 Grade on 17th Jan 2006.My usual incrment falls on March every year.( Both grades have same grade pay in VI PC That is 4200/-).
    Before pay commission, I had opted my fixation in JE I after my increment date.i.e March 2006. I had been fixed on 6375 at March 2006 and I drawn payment regularly.
    After the announcement of VI PC, my payment was fixed under VI PC , my new basic was calculated and fixed by taking 6375 as basic for fixation at 11860 on March 2006 lossing arrears for three months ( Since it is beneficial compared to fixation at 1st Jan 2006.) and the following increment at July 2006 was denied to me.The first increment of 3% is given to me only on July 2007.
    Now as per new order the additional increment is given for the employes whose increment date is bet Feb to June 2006. Am I entitled for the denied increment or not? If I opted to get fixed my fixation on my promotional date 17Jan 2006, is it beneficial to me ?

    Sir,
    I have joined Directorate of education GNCT Delhi through direct recruitment as TGT(NSc) on Jan2005.My basic pay was fixed @Rs 15160 in the PB-9300-34800 &grade pay of Rs 4600 on 01.01.2006 as per 6th pay commission’s recommendations.But anomaly still remains as those employees who have joined on or after 01.01.2006 through direct recruitment as TGTs are having their basic pay fixed @17140(minimum entry pay for TGTs as per 6th pay commission’s recommendations).Thus senior direct recruitee TGTs(appointed before 01.01.2006) are getting less initial pay than junior direct recruitee TGTs(appointed on or after 01.012006).
    The outcomes of the Anomaly Committee meeting held on 17.07.2012 did not find any mention on this subject.Kindly clarify your stand on this subject.

    I would like to submit following few lines for issue of final letter . Please keep the following points while issuing the final letter to avoid further anomalies :

    (a) Many employees are getting second ACP or 3rd ACP. But they are getting now 1st promotion. Here I mean to say they are getting 2nd ACP of grade pay 4600/ but they age getting the promotion of 1st grade pay Rs. 4200/-. It will be very difficult for the emplyee if you mention that Promotee in same grade pay will get one extra increment. Here he is getting the promotion of 1st grade pay but drawing the payment of 2nd ACP grade pay then how he will be on the same grade pay. YOU ARE REQUESTED NOT TO WRITE THE WORD SAME GRADE PAY.

    (c) HENCE YOU ARE REQUESTED TO ISSUE THE LETTER SAYING THAT.
    ” Promotee will get one extra increment if they have been granted ACP for that rank”

    Dear Sir,
    May I point out a serious anomaly happened in our department on adoption of MACP wef 1/9/2008.
    In our dept., some of the employees who were seniors and had put in more than 25years of meritorius service and who were denied promotion not because of their fault were downgraded to the grade pay of Rs.2800/-(which is not in the hierarchy of the deptal. post) from the grade of Rs.4200/- which they were enjoying on adoption of 2nd ACP. Thus, they have to suffer a monetary loss of Rs.1400/- at a stretch in the grade pay itself. This is very pathetic. While granting MACP, the hierarchy of the departmental post should be considered and not the random grade pay fixed for all the Central govt.employees. Please take this issue very seriously in the coming discussions in the anomaly committee meeting to be held on July 27 on ‘MACP’ issue.A favourable outcome is expected.

    Respected sir I am working in Delhi Govt. as UDC I also victim of MACP. While promoted Lab.Asstt. from class-iv employees getting 4200 grade pay in MACP & UDC is getting 2800.while UDCs responsiblity is higher. Hence I therefore requested sir the MACP issue must be resolved in the next anomalies committee meeting to be held on July 27 as it creates huge discrepancy amongst employees. To make parity between the employees, the Before 1.9.2008 under old ACP scheme the promotional hierarchy scale were granted i.e. and under MACP is only meager hike 2800 that is huge monetary loss for UDC and Stenos making financially poor to the lower employees. So please grant promotional hierarchy under MACP just like it was under old ACP scheme before 1.9.2008. Hoping for justice with Group C employees for the next anomalies committee meeting to be held on July 27 on ‘MACP’ issue.

    Justice B N SRIKRISHNA has not applied his mind on MACP Scheme and brutally murdered the old ACP Scheme which was based on the principle of natural justice. Under ACP Scheme the employees were allowed the next promotional pay scale in their respective hierarchy but in MACP Scheme they are neither allowed to get the post nor any pay scale in their promotional hierarchy but only next grade in the hierarchy of grade pay & pay bands.

    The recommendation of Railways to merge Rs.4600/- with Rs.4800/- G.P. is a welcome trend. In 6th C.P.C. recommendations Page 161, it is clearly mentioned that Rs.4800/- shall apply mutatis-mutandis to the post of Private Secretary/equivalent but not for other cadres, which was accepted by the Govt. On the other hand, in the Pay Revision Structure, Rs.4800/- recommended as a regular G.P. which was also accepted, which is contrary to each other. This anomaly should be rectified in the N.A.C meeting on 27th July/2012 retaining on Rs.4800/- as G.P. which should be applicable to all please.

    On restructuring of artisan cadre my GP improved from Rs. 2400 to Rs. 2800/- wef 1-1-06. My question is, am I eligible for MACP?? my appointment date is 09 Aug 01 i.e. I have put up all most years of service.

    when will Grade Pay of LDC increase? The MACP issues were not discussed on 17/07/2012 meeting,why? Four years already gone, how much time more needed to resolve the problems of low paid employees-but the pillars of offices? Will the Committee look into the matter?

    I have being holding the post of stenographer since Aug’ 2002. Sir, as per M of D ID orders no. 45(3)/08/US(OS)/D(Fy-II) dated 01.10.2006 have been issued for merging of post of PA-I and PA-II in a single post of PA with effect from 01.01.2006. After merging the PA-II and PA-I , the stenographer shall be the feeder grade for promotion to PA and ten (10) years shall be minimum residency period for such promotion as per DOPT O.M. No. AB/14017/61/2008-Estt(RR) dated 24.03.2009.

    Again according to Ordnance Factory Board’s directive as per OFB letter No. 01/6th CPC/2008/PCC(A/A)/Pt-I dated 18.06.10 with ref. of DOP&T O.M. AB/14017/61/2008-Estt(RR) dated 24.03.2009 promotion for the PA post is to be made in terms of existing SRO provisions. And for the merged posts the residency period would be the sum total of the residency period prescribed for the merged posts, in the existing SRO. In our office min. residency period for promotion from Steno to PA is being treated as 11 years with ref. OFB and DOP&T orders.

    Sir, I beg to request you to kindly clarify the followings points:

    i) Whether the residency period of 11 years for promotion is authentic? Is there any DOP&T orders for this ?
    ii) Is it logical that promotion is to be affected on 11 years after implementation of MACP on 10 years.
    iii) On completion of 10 years MACP implemented from 2400 (GP) to 2800 (GP).
    iv) 10 years continue service in single grade, why not MACP implemented to next promotion grade pay i.e. from Grade pay 2400 to Grade Pay 4200.

    Sir, therefore, I request you kindly send the necessary information regarding above mentioned points, if possible.

    I am victim of MACP, I put 27 years service and still I am getting Grade Pay of Rs. 2800/- I joined as LDC in Feb, 1985 and I got promotion as UDC after 22 years service. In my office Drivers of 14 years services are getting Rs. 2800/- as Grade Pay. How funny it is. To make parity between the employees, the MACP should be on hierarchy basis as it was given under ACP scheme before 1.9.2008. The affect of MACP is only on Group C employees as they are facing huge monetary loss due to MACP scheme. For example, UDC Grade Pay 2400 and Assistant 4600, 1st MACP 2800, 2nd 4200 and 3rd 4600 – that’s mean all three MACP is equivalent to one promotion. Before 1.9.2008 under old ACP scheme those UDC/Stenos who had been granted promotional hierarchy scale are enjoying Grade Pay of Rs. 4600, that is huge anomalies for those who have given MACP, thus making more poor to the lower employees. So please do justice with us by implementing MACP on promotional hierarchy.

    Respected sir,
    I beg to state that I am posted in Railway Board’s office at Kolkata. I was promoted to the post of Assistant in RailwayBoard in scale Rs.6500-10500 in July 2008. I was not relieved by Kolkatat office and accommodated in same scale by the administration. The fact was clarified by kolkata office earlier that I was not relieved in Administrative interest. After 6PC I opted for fixation w.e.f my date of upgradation i.e 9.7.08 and accordingly I have not claimed any arrear salary. Ultimately my pay had been fixed in GP 4600 in PB-2. Meanwhile the pay scale(Previous) of Assistant has been revised from 6500-10500 to 7450-11500 and pay of my batchmate/juniors in New Delhi office has been refixed in PB-2 GP-4600 in respect to that of Rs.7450-11500. The difference has affected in the way that I have been continuing to draw in the pay erstwhile 6500-10500 and consequent 6PC scale whereas my batchmates and my juniors in Board office at New Delhi have been enjoying refixed scale 7450-11500 and its consequent 6PC scale.
    As in July 2008 my pay fixed at Rs.16690 whereas my junior’s was Rs.18460 and consequently in July 2012 I am Rs. 18800 whereas their Rs. 20790. I am posted in Kolkata office by Railway Board New Delhi office and my seniority is maintained at Railway Board pool. My name has been shown in regular roll of Assistant as per select list of Assistant of 2008 (MESOO No.10 of 2011).
    Shall I be continued to be deprived?

    Employees appointed in Govt service between 01.01.2006 to date of notification of Revised Pay Rule 2008 and granted promotion/ upgradation during the period should also be allowed the option of switching over to the Revised Pay Rule 2008 from the date of their promotion. Denying them this option is injustice as they have been both offered employment and appointed in 5th CPC scale and the same is recorded in their Service Record.
    Its my request to the National Council leaders to look into the matter.

    Sir,
    it is submitted that 6th CPC had upgraded the pre-revised pay scales of CAPFs. Some of these are as SI from 5500 to 6500, Insp from 6500 to 7450 but on implementing the rec. they have been put at par with the pre-revised scale of 5000 ie at 9300 with GP 4200 therefore actually they have been downgraded. They shd have been given the pay in the pay band at Rs.12090 (6500×1.86) with GP 4200 and Insp at Rs.13857 o r 13860/==with GP4600.

    While granting MACP the hierarchy of the departmental post should be considered, & not the random grade pays fixed for all central Govt Departments. if a dept like MIB is not having grade pay of Rs 2800 in their hierarchy the applicable grade pay of Rs 4200 should be granted after the grade pay of Rs 2400 on MACP.

    Respected Sir,
    I joined central para-military on 06th June, 2005 (06-06-2005) in the 5th CPC pay scale of 8000. Later on with implementation of 6th CPC I started getting scale of 15600.
    My pay increment month 1st June as per my joining in 5th CPC on 06.06.2005.
    As per kindly reference is invited to the Ministry of Finance, Department of Expenditure O.M.No.10/02/2011- E.III/A dated 19th March, 2012 wherein all the Central Government employees who were due to get their annual increment between February to June during 2006 were granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and there after next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008 – I am also eligible for one more increment.

    But ministrial staff refused that its also calculated with 1.85 times of basic pay of 5th CPC. As per pay fixation chats, I am not eligible for one additional increment.
    But i do not understand.

    Please intimate if my increment in pre revised pay scale was on 1st June (as joining date in ITBP is 06.06.2005) and hence, in terms of the above Office Memorandum, I am eligible for one additional increment in pre-revised pay scale as a one time measure and also eligible for next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS (RP) Rules, 2008.

    How ever I got my FIRST increment after 13 months now (as joining date is 06.06.2005)

    Am I eligible for one time increment as declared by central govt recently for 2006 cases under order of Ministry of Finance, Department of Expenditure O.M.No.10/02/2011- E.III/A dated 19th March, 2012 ?
    Please clarify….

    Please let me know whether the below mentioned relief granted by DOPT to lacks of M/O Revenue employees shall also be granted to other employees of Govt. of India”-

    In terms of Ministry’s F. No A 32011/8/98 ADIII A dated 23-08-99 regarding ACP Scheme, The Superintendent/Inspectors were granted 2nd financial up gradation to the pay scale of Assistant Commissioner(JTS) in the pre revised pay scale of Rs. 8000-275-13,500 under the ACP scheme. As per Para 8.1 of Annexure I of MACP Scheme, grade pay of Rs. 5,400/- in PB 2 and PB 3. The grade pay of Rs 5400 in PB 2 and Rs 5400 in PB 3 shall be treated as separate grade pays for the purpose of grant of up gradation under MACP Scheme. It may kindly be clarified whether the aforesaid Superintendents/ Inspectors are to be placed in the grade pay of Rs. 5400 in Pay band 2 or Pay band 3 and it may also be clarified whether these officers are to be considered as whether these officers are to be considered for third financial up gradation for the grade of Rs 5400 or next higher grade pay of Rs. 6600/ under the MACPS so that these officers can be considered for 3rd financial up gradation accordingly.

    It is clarified that since the post of Assistant Commissioner (JTS) in pay scale of Rs. 8000-13500/- is Group A, 3rd Financial up gradation would be granted in grade pay of Rs. 6,600/-

    DOPT has clarified to M/O of Finance that the above relief was granted under clause point of Doubt No. 3 of DOPT OM dt. 9/9/2010.This information has been received under RTI act 2005 .

    i agree with Mr. sharma no further delay of MACP. I was promoted on the post of UDC on 31/01/2001 and i was granted 2 MACP on 05/02/2012 of Grade pay Rs. 2800/- .

    Reference is made to Anamoly Committee Meeeting held on 17 Jul 12.

    1. It is requested that the Armed Forces Librarians under Ministry of Defence (Senior Library Information Assistants) are the higher than the Librarians, Library Information Assistants who are employed in other Ministries.

    2. The Senior Library Information Assistants’s minimum required education qualifications are MA/MSc/ with BLSIc and MLISc is desirable.

    3. You are requested to not to compare the Junior with Senior, fix the suitable pay fixation,do the justice accordingly.

    It is a long awaited decision that Promotees will get minimum entry grade pay as fixed for direct recruitees. But there should not be any clause that it will be possible if there is direct recruitee cadre for that post as many department there may not be direct recruitment for such higher posts and in such case officers in two different departments (one where direct recruitment for higher promotion post exists and where does not exist) officers will draw different pay even if there have been same date of joining and recruitment by same recruiting department.
    Therefore, every promotee should be given minimum of pay.
