Govt constitutes Committee to look into pay and pension related issues of defence services personnel and ex-servicemen

The Government has decided to constitute a Committee, under the chairpersonship of Cabinet Secretary, to look into pay and pension related issues of relevance to defence services personnel and ex-servicemen. The other members of the Committee will be:

(i) Principal Secretary to the Prime Minister
(ii) Defence Secretary
(iii) Secretary, D/o Expenditure
(iv) Secretary, D/o Ex-Servicemen’s Welfare
(v) Secretary, D/o Personnel and Training

The Committee’s ‘terms of reference’ will be to look into the following issues relating to:

(i) Defence services personnel:
• Common pay-scale for in-service JCOs/ORs
• Initial pay-fixation of Lt. Col/Colonel and Brigadier/equivalent
• Review and enhancement of grade pay
• Placing of all Lts General in HAG+ scale
• Grant of non-functional upgradation (NFU) to armed forces personnel

(ii) Ex-servicemen:
• One-rank one-pension
• Enhancement of family pension
• Dual family pension
• Family pension to mentally/physically challenged children of armed forces personnel on marriage

The Department of Expenditure will service the Committee. The Committee may co-opt any other member. The Committee will finalize its recommendations and submit its report to the Prime Minister by 8th August, 2012.

    Hardly any Officer of Indian Military has ever faced / suffered the problems/ sufferings of their Soldiers. The Officers consumed the best quality of food supplies while the ‘Jawans’ got plenty years old and perished food stuff (keedawala atta, shells of rice and worms with paddy and stone gravel, perished fruits and vegetable worth not for animals). They sleep on the ground with a single durrie and blanket/s in extreme cold in open air while the officers of the same Unit sleep on beds in ‘bungers’ with ‘sigri’ to warm up. JAWANS do not get water for drinking, how about for other needs? The serving officers never found their subordinates (Jawans) as human, then how after they retire.

    The committee need to be composed with ‘human’ officers and or knowledgeable Jawans
    who had suffered such pitiful life style in different terrain conditions of India with their poor families and relatives left faraway. Jawans travelled by third and 2nd class trains and long way by buses for days to meet their families.

    No weapon /round of ammunition fires to the ememy’s chest unless it is filled with the VOW of sacrifice of Jawans life. Jawans keep their life in the barrel while fire a weapon, no officers of Indian Military knows about it, nor a civilian Minister or Cabinet Secretary.

    If a soldier is sustained injury, or fall sick or disabled they are treated with ‘Asprin’ for the pain while the Officer gets good quality injections and vitamins and fair rate of disability pension. The Jawans recommended with 20% disability and invalided from service when they are young, while an officer with the same problems graded above 60% of disability. The Jawans hardly get a promotion for long(5-10 years) spell of service while the officers get three or more promotions in 10 initial service. An officer
    enrolled gets promotion from 2nd Lt up to General of the Army while a Soldier may retire as Subedar Major. An Officer of the Army is uncapable of drafting a letter and needs to be highlighted where to put his signature. but the Jawans study whole cases, break his brain ,and draft, type out the reply /papers and submit to the officer duly highlited where to sign, sits over the time without the difference of day and night. The pay and compensation he received may be 1/15th of comparatively of his officer.

    The officer cadre receives the best rate of salary & pension for doing nothing other than marking his signature at the highlighted place. The bureaucratic govt of officers always care the bureaucratic officers only, because they drink, eat, and sleep with the chosen one together., no matter who the bed mate belongs. “NO VOICE, IT’S SERVICE MATTER’. ‘OBEY FIRST AND THEN REPORT’ EVEN IF YOU MIGHT BE ASKED TO BRING YOUR WIFE FOR HIM, IT IS DISCIPLINE IN INDIAN MILITARY.

    Should the democratic system of ‘discipline’ continue for uplifting the Officers only?
    WE WILL CHANGE IT. AND THE TIME HAS COME. WE ARE AWAKEN. LET US NOT TURN THE BARREL BACK TO THE CHEST OF BUREAUCRATS.

    Docters and Soldiers are remembered only at the time of crises.It appears that the crises are fast approaching in the guise of general elections in 2014 that is why OROP issue has again raked up.I sincerely wish that the govt is sincere this time, lest it may have to pay a very heavy price in case it fails to settle long genuen outstanding demand of the armed force personals.

    you may please clarify the reason to deny the IIIrd ACPs monetary benefits for the persons who were retired in between 01 Jan 2006 and 31 Aug 2008. Where as all the 6th CPC recommendations have been effected since 01 Jan 2006. Like MSP (Military Service Pay) which has been considered and granted for the pensioners retired in-between 01 Jan 06 to 31 Aug 2008 for the pensionery benefits but not for the pay arrears, you may please also consider the same rule for the benefits of MACP for the pensioners who were retired in-between 01 Jn 06 to 31 Aug 08. As per the existing rules the pensioners who were retired in-between 01 Jan 06 and 31 Aug 08 are getting only two ACPs (two assured promotions after every 10 years of service). When MACP(3 assured promotions after every 8 years of service) came into existence after the 6th CPC , why should not its benefit not granted to pensioners (retired in-between 01 Jan 06 and 31 Aug 08) who were also effect all other benefit of the 6th CPC.
    5. Therefore, I am requesting your kind honour to take appropriate necessary action to bring all the pensioners who were retired on and after 01 Jan 2006 at par for the purpose of IIIrd ACP. I shall ever been grateful to you for this act of kindness.

    Servicemen felt that their authentic demands are not being come across after by bureaucrat and the time has come when public servant will give their suggestion and we think they will keep in mind the sacrifices of the soldiers for the sake of the nation and will remove this feeling from their minds and will give their recommendations as desired by the soldiers in a positive way.

    We all defence veterans welcome the move by the Prime Minister. Specially one rank one pension is a long pending demand by ex servicemen. Ex servicemen felt that their genuine demands are not being looked after by bureaucrats and the time has come when bureaucrats will be giving their recommendation and we feel they will keep in mind the secrifices of the soldiers for the sake of the nation and will remove this feeling from their minds and will give their recommendations as desired by the soldiers in a positive way. Soldiers of same rank and same service who retired from 01 jan 2006 onwards are getting more pension than to their seniors who retired before 01 Jan 2006. There is need to consider enhancement in pension which is given to past pensioners automatically. It is a fair demand by ex servicemen and let them feel that their welfare is looked after by the Govt even ater they are retired. We are sure of postive outcome.

    Alas !……Govt remembers the Armed forces……One negative aspect of the panel is…it is composed of only bureaucrats who systematically brought down the armed forces in protocol, position and pay….The committee should have had some Defense Analysts, Economists ,member from stake parties ie ( Ex servicemen ) and young officers of the Army ( Major or Lt Col )…

    how about SSC Offrs who were drawing a Gd pay of 6600/- in the rank of Maj and on joining the service in the same ministry as civilian thro direct recruitment without break-in-service……..they are being given only adv increaments equivalent to the yrs of service he/she had put on,however wht abt the Grade pay..as in such case Gd pay offered is only 5400/-…………….which I suppose is a great loss to the indl Offr concerned……………request if some soln can be found out in this matter & regarding his/her Pension also…the orders are not very clear…as those who got commissioned before 2006 n re-employed after that….should be covered under NPS or why not entitled for drawing the Pension after completion of 20 yrs of total service.

    This committee is nothing but a delay tactics and neither the govt nor the Senior officers are concerned about the welfare issues related to Defence personnel (so called PBORs). Senior Officers, to get their issues cleared, includes one or two issues related to jawans. I doubt whether this committee will deliver any positive results in favour of Jawan. Every thing will be done in favour of Officers only……
