20000 Central Government employees participated in the March to Parliament

CONFEDERATION OF CENTRAL GOVT. EMPLOYEES & WORKERS-PRESS STATEMENT.             

                More than 20000 Central Government employees participated in the March to Parliament programme organised by the Confederation of Central Government employees and workers.  Every State in the country and organisation in each Department of Government of India took part in this programme.  The rally was addressed by Com. Basudeb Acharya and Com. Tapan Sen, Members of Parliament and leaders of CITU. Leaders of AITUC,  BMS and INTUC also addressed the gathering. Besides, the following leaders of the Confederation spoke at the rally.

                Com. S.K. Vyas, President, Confederation, Com. K.Raghavendran, Working President, Com. M. Krishnan, Secretary General, National Federation of Postal Employees, Com. K.P. Rajagopal, Secretary General, Incometax Employees Federation, Com. M.S. Raja, Secretary General, All India Audit and Accounts Association, Com. Brighu Bhattacharya, Secretary General, All India Civil Accounts Employees Association,  Com.Somayya, Vice President, Confederation, Com. Madan, Organising Secretary, Confederation and many others.

                While concluding the rally, Com. K.K.N. Kutty, Secretary General said that the Confederation has submitted a detailed memorandum on the charter of demands  to the Prime Minister and the Central Government employees expect the Prime Minister to consider and settle the issues within a reasonable time frame.  To ensure an expeditious consideration of the issues by the Government the Confederation  has decided to call upon the employees to organise State/District level conventions, demonstration, rally, dharna etc. in the coming three months.  If no satisfactory settlement is brought about within the next three months on the charter, he announced that the Confederation will organise a day’s token strike on 12th December, 2012.

                The major demands included in the charter are (a) setting up of 7th Central Pay Commission for wage revision with effect from 1.1.2011, (b) merger of DA with pay, (c) withdrawal of PFRDA Bill (d) revival of the negotiating forum JCM at all levels, (e) stopping privatisation, downsizing etc,(f) regularisation of casual workers, (g) grant of five promotions in the career as is given to the officers etc.

                The rally was concluded with the vote of thanks proposed by Com. Giriraj Singh, President, Delhi State Committee of the Confederation.

    Sir, it is pity followed from the British Govt. who treated non-
    Officers as uneducated,uncivilised and unskilled slaves. To day
    the condition is worst.
    The Media has exposed that Gp 1 officers are at the mercy of
    Politicians. The Prime Minister is whole & sole for selection. and
    Promotion. 1962 War has been chosen to reflect it from Nehruji
    downwards. What is the Govt.’s Motive? It is not yet understood.
    Old age pension increase has come to notice. I hope the lower
    Grade CG Employees request may be considered for five promotions.
    The time seems to be changed that above comments are pressed

    There is a proverb that green leaves will laugh when the dry leaves fallen. The case of employees and pensioners are of the same. Whether any of the employee thinks that they will not retire? All of the employees just calculate their gross emoluments as on 31.12.2005 and on 31.12.2008. Definitely it will be double. Similarly take the case of pensioners. No such doubling is not there. All most all central pensioners and the family may have one disease or the other and needed money for continues treatment-menace cost of the medicines, various kind of tests and doctors/hospital charges. Those who are in Delhi are getting better treatment from central govt hospitals/institutes and all most all famous private hospitals recognized for the treatment of employees and pensioners. Sir, any one think of those who are residing far from Delhi and residing out of CGHS area has to treat with the meager Rs.300 per month. I am suffering from Hepatitis B Positive and has to undergo treatment for one year or so and the cost of one tab is Rs.75.(Entecavir tablets 0.5mg -entavir-produced and supplied by Cipla.) Had I was in service I could reimburse the cost of the medicine at least consulting with doctor at OP. All these facts are true but not assessed by the confederation. It is a grave mistakes that were so many demands in the Memorandum submitted to Hon’ble Prime Minster. But not a word of the pensioners who are more than the serving employees. I hope there is time till and the JCM will react and submit a Memorandum to Hon’ble Prime Minister for treatment of Pensioners and their family par with ex-servicemen’s health scheme which is running promptly. Even in the old age better health care is important for a country which reading the GDP points morning and evening? I was having a trouble in the prostate gland for the last 12 years and under went Surgery for grade II BPH with SA at Ernakulam and spent Rs.50000. Our Hon’ble Prime Minister too underwent the same surgery in AIIMS (Operated by Dr. Narmada Gupta)and hope he might have not paid any bills. Had I was covered under CGHS areas I was able to claim the cost of the surgery and treatment for polyps, vertigo, Hep.B positive etc. After my retirement in 1.10.2004 I spent more than Rs. One lakh for my treatment alone.

    The loss done during 3rd CPC time should be retrieved by way of giving effect of 7th CPC by 1.1.2011 onwards. Now we are getting DA @ 65% only. But the price rise is 152% high due to high inflation. There should be merging of DA with Basic as done in 5th CPC. But the injustice has been done to the CG employees by denying the merging of DA with Basic. This provision must be there in the 6th CPC. The common low paid employees are not able to pay the price rise.

    I think the notice given for 3 months is more than sufficient. Why 3 months, it is enough for one month. If govt think, it can be given in 1 day is enough for setting up of 7th CPC.

    Congrats to the process of submission of memorandum to PM and demanding of the following:
    a) setting up of 7th Central Pay Commission for wage revision with effect from 1.1.2011,
    (b) merger of DA with pay,

    (d) revival of the negotiating forum JCM at all levels,
    (e) stopping privatisation, downsizing etc,
    (f) regularisation of casual workers,
    (g) grant of five promotions in the career as is given to the officers etc.
    I would like to state that one more suggestion.
    If you see the 6th CPC, there is a big difference in the increase of Pay to All India Services like, Civil services etc. comparative to non-Civil services staff. Pay increase is not equal to all. Multiplification factor is different to both of them. It should be equal pay to all. The 6th CPC itself proved that they are different from the staff. I would suggest that the multiplication faction should be equal to all the CG employees, even they are GpI Servivces or less salaried employees like MTS. What is the sin of MTS. What is the supremacy of GP.I. Why this disparity shown in 6th CPC.

    During 3rd pay commission, date of effect is1.1.1973. After wards it changes to 1.1.1986, 1.1.1996, 1.1.2006. It means a loss of 3 years in setting of 4th, 5th, 6th CPCs. It is quite clear that the CG employees are facing high price rise.
    I request the Govt. to consider to set up the 7th Central Pay Commission and complete the process of study and submission of their recommendations by end of 31.12.2012 and give the effect of 7th CPC implementation on 1.1.2013 onwards.
    I request all the confederations of Central Govt employees to see that the government to set up 7th CPC immediately, so that if govt set up 7th CPC, there is a time of August, 2012 to December, 2012. I think 5 months is more and more than sufficient to all these process and completion of their report. It is now in the e-business. All the reports are available in the system and make available. All the associations are having e-knowledge and submit their submissions through Internet, within no time.
