Subject: Modified Assured Career Progression Scheme for the Central Government Civilian Employees — Clarification regarding grant of benefits of MACPS to officers who have later on inducted into Organized Group A Services –

In terms of clarification given on point of doubt no. 2 of Annexure of this Department’s O.M. dated 09.09.2010, no benefits under the MACPS would be applicable to Group A officers of Organised Group A Services, as the officer under organized Group Á Services have already been allowed parity of two years on non-functional basis with the officers of the Indian Administrative Service (lAS). In this regard, this Department is in receipt of a number of references from various Departments in respect of officers who are deprived of the benefits of MACPS due to their induction into the organised Group A Services at a later stage of their service.

2. The issue has been considered by this Department in consultation with Department of Expenditure. It has been decided to allow grant of financial up-gradations under MACPS with effect from the due date to those officers who are inducted to the Organized Group A’ Services when they are nearing retirement subject to the condition that only at the time of retirement an evaluation of up-gradations/promotions earned by the officer would be made. In case such officers have already attained three financial upgradations
under MACP Scheme, they shall not be entitled for NFU to the same grade from a later date.

    I am working in Central Govt. office more than 30 years . I have got ACP and MACP , Now my grade pay is Rs 7600/-. I joined as Group B ( NG). Why am I not be upgraded. Because in regular service GP Rs 7600 is Director’s GP group A. DOPT should make some rules for this type of case so that post gets up-gradation.

    I joined service in the year Nov.1990 as group D with 750/- scale, after orientation course I was given 950/- ie 3050/- in the year 1998. And after the Interview my Designation have been changed to Electrician. Please inform what grade pay to be given to me.

    sir , it is unfortunate to mention here that employees appointed in 1982 -1983 in skilled category in MES PARTMENT (subsidiary department of MOD) are getting different pay scale (9300-34800-4200) than that of those appointed in 1987 in the same category with the same eligibility conditions as well as service conditions, but getting there pay scale (5200-20200-2800). which means two pay scales in same category. So far, This big anomaly emerging out while implementing ACP AND MACP went unnoticed.If they are seniors , they are already enjoying more increments then why this discrimination is going on . I request to the concerned authority to please interfere the matter and make the ACP AND MACP optional.

    Dear Sir,
    It is very unfortunate to notice that the above order No- 35034/10/2011-Estt.(D), dated 13-6-2012 has been misinterpretted by Central Water Commission, R,K,Puram , New Delhi and denied the benefit of 3rd MACP to a Group A Officer from the due date saying as later date (after 4 years from the MACP Due date) he got promotion. The intention of the DOPT order is very clear that the benefit of MACP from the due date or NFU from the appropriate date is to be given to the Group A Officer who later inducted to Group A. So one more clarification is urgently needed from the DOPT whether the 3rd MACP is eligible to a Group A Officer from the due date while reviewing his case before attaining the Retirement. His 3rd MACP was due during 2007 ( how ever w.e.f 01-09-2008). But he got 3rd promotion during November-2011 with same scale of MACP eligibility. A Junior Engineer in CWC after completion of 30 years got 3rd MACP with grade pay Rs.6600/- where as a AD(Group A) is getting only Rs.5400/- as grade pay after completing 34 years service! hence the anomaly still prevailing! One more question_ Anybody can give the details of the “Parity of two years on non-functional basis with the Officers of ‘IAS’ saying as given to all Group A officers under Organised Sector” ? !

    I have joined govt service in 1971 as direct recruit. after that I was selected direct thru UPSC 2 times for higher post . Igot my 1st promotion in the year 1987. My 2nd promotion in 2003. I retired in 31st Oct 2007. sixth pay commission implemented the Macp Scheme from 01-09-2008. I failed to get the 3rd promotion under MACP because it was not implemented from 01-01-2006. I fail to understand the logic of implementing the scheme from 01-09-2008. what is the fault of persons who retd/Died between 01-01-2006 and 31-08-2008

    Sir,
    I was appointed as LDC on 11.4.85 and granted Ist ACP on 9.8.99. My IInd ACP was due on 11.4.2009 and my GP was Rs.2400/- at that time and according to ACP order dated 9.8.99 my GP becomes Rs.4200/- in IInd ACP as per hierarchy but my department constituted DPC in June 2010 and considered my ACP as per revised MACP order dated 19.5.2009 and given Rs.2800/- GP instead of Rs.4200/-. Please let me know whether I am entitled for GP Rs.4200/- as on 11.4.2009.

    I am appointed as a stenographer grade-III in Aug 1989 and I got two promotions (Grade II & I)before 2009. In Feb 2009 promoted to PS and the same was denied from my side. My 2nd ACP is due in Aug 2009. Please ket me know can I eligibale for the same.

    I am appointed mazdoor 11.08.1998 that time my grade pay is 1800 . I got MACP 2008 and my grade pay is 1900/- then i am prom meted as Mate Refg/Mech Jul 2009 but i have no benefit for my promotion and now due my next promotion as Refg/Mech (SK) .please tell me grade pay for this promotion(Refg/Mech (SK).

    I opted 6th cpc from 1.7.2007 i.e. after my acp w.e. from 11.5.2007 and my annual increment was in the month of June 2007. Accordingly my pay was fixed, but department has not given increment on 1.7.2007. Now I requested to give one increment w.e.f.1.7.2007, no reply has been received so far. Now govt. allowed increment between feb.06 to june 2006. Please clarify whether I should get the increment or not?

    Some of employees are suffering adversely due to MACP, since they are not getting grade pay applicable to next promotional hierarchy. Whereas, the other employee on same post in same cadre having same qualifications and same job descriptions have got grade pay of promotional hierarchy under ACP. It means though the employee is under same cadre , some are getting higher grade pay and some lower grade pay. In KVIC, Ministry of MSME , some Dev. officers ( Grade Pay Rs.4200) are getting grade pay of Rs.4600 under MACP and some Rs.5400 under ACP, since there is no grade pay in between Rs.4200 and Rs.5400. This is not enough, on tour the benefits like higher hotel accommodation and higher TA, transportation etc.are additional. In some cases the junior staff than Development officer who has got 2 ACPs, are getting grade pay of Rs.5400.

    Further, such category of Development officers shall only get the grade pay of Rs. 5400 only after completion of 30 years of service, whereas the same counterpart has got the grade pay of Rs.5400 after 12 years of service, which is not justified. Such cases though rare will be in different departments.

    Kindly take up the matter with Anomaly Committee meeting slated in July 12.

    Under MACP, such posts where, the next promotional hierarchy is not in next grade pay, either such employees should be given MACP in promotional hierarchy grade pay or at least 1st MACP should be given in next promotional hierarchy grade pay to address the issue. Presently, the morale of such employees has degraded due to lower benefits under MACP in such cases.

    Kindly consider the submission for the benefits of thousands of such employees in different department. Such cases may not be enough and shall not involve huge finance.

    Three Financial up gradation under MACP Scheme should be strictly based on promotional hierarchy as it was under old ACP Scheme of 1999.

    MACP should be given in promotional hierarchy existed in the dept. our leader must raised this issue in next anomalies committee.

    agar central govenment MACP promotional Herirachy se nahi deti hai to sabhi Central aur state govt. employees ne iske khilaf strike karke iska virodh karna chahiye .din -b-din magnai badh rahi hai aur agar ek karmachari apne service kal kam se kam 4 post promtion ka pasa nahi mele toh to uske service ka kya fayda.

    Why Government is taking so much time for granting promotional hierarchy in MACP just like old ACP. Government should one thing in their mind that the aim of setting up of a pay commission is to grant monetary benefit to employees not to cut their wages. So please order for promotional hierarchy in MACP scheme to avoid the injustice to the employees.

    Ya, its a valid point raised by Mr. Khandelkar. Actually the main objective and idea behind the ACP scheme introduced in 5th pay commission was to remove the frustration amongst the employees for not getting the promotion instead of serving for long years. By the virtue of this scheme the employees were atleast getting the financial benefit of higher post if not the post itself. But with the introduction of MACP in 6th pay commission this very objective is lost and the scheme has left for namesake only. For example in our office Employees Provident Fund organisation, Ministry of Labour some employees working on the post of Account Offficer in the Grade Pay of 4600/- have got Grade pay of 5400/- in ACP scheme whereas some of the employees are getting the Grade pay of 4800/- only due to MACP scheme and what a pity that these employees will get the grade pay of 5400/- only after 10 more years in 2nd MACP. This is a genuinne frustration of the employees which needs to be adressed by the appropriate authority as soon as possible to emplement the scheme in its true spirit.

    Joined CG service on Mar 80 in the prevailing scale of pay 550-900 and got promotion in cadre 6500-10500 i.e. SO cadre in Nov 1998 and there after promoted in Grade Pay 5400 in July 2010. I was imposed penalty for un-authorised absence for about 23 months in between 2001 and 2003. I got retired in Feb 2011. Break in service condoned and pension was regularised. Though I completed almost 31 years of service wheter I am entitled for 2nd ACP in 2004 i.e after completion of 24 years of service or any relaxation is available for considering my third promotion in 2010 after duly condoning unauthorised absence as regularised for pension.

    If an employee is due to get macp on 1.8.12 and there is no case pending against him as on due date. And in case one regular departemntal action is registed against him the following month i.e. Sept. 12 or a recordable warning is issued to him, will the DPC grant him macp or hold his case till final outcome of the case or refuse to grant macp?

    I joined as Ch/m-II(T) in scale 250-370 in1971 and retired on 31.03.2008 Asst Manager at basic 31040 in scale 15600-39…… without any break. What will my new pension as per MACP and what other benefits I will get.

    I got promoted to UDC in 1996 and GP is 2400/- . I was given ACP on completion of 12 yrs. as UDC in July,2008 which has been cancelled by my department stating that I was not entitled. I agreed but it was not my mistake . As per MACP norms I am eligible 2nd MACP w.e.f. from sept,2008 but still now no MACP is considered. I have completed 24 yrs. of service as LDC (8 yrs) and UDC (16 yrs). I want to know what will be my grade pay if MACP is granted ?

    Sir,
    I am working as Evaluation Assistant in Ministry of Health and F W and join the post 1n 1986. According to Vth CPC (ACP) I should have got 2nd financial up gradation to Sr Evaluation Officer grade i.e. Grade Pay Rs.6600. But as per MACP I am granted Grade Pay Rs. 4800. So MACP is not justified my service progression under 6th CPC. I am bearing a huge loss financially. My Seniors are drawing their pay and allowances as per benefit given in 5th CPC having same job responsibility. Rather, responsibility and work load are increasing what seniors were carrying out.Under such circumstances, It will be justified to grant MACP according to Promotional hierarchy Grade Pay not next higher grade pay.
    Therefore, kindly consider the benefits of thousands of such employees in different department. Such cases may not be enough and will not involve huge finance.

    I truly agree with the above comments even in doordarshan cameraman grII who were granted grade pay 4600 in the 6th pay scale and after macp were granted 4800 pay grade were as some cameraman gr II who were granted ACP got 5400 grade pay the next promotional scale this has caused great pay anomoly the matter should be taken with the pay anamoly committee

    I have been appointed as Checker (Rs.225-308) in 1974 in the scale and this post is not at all existing in DGOF organisation as on to day. Then I have been promoted/converted as LDC in 23.03.1981 after 7 years. The after 12 year in 1992 promoted as UDC. Then promoted after 12 years in 2005 as OS GrII. Now my department is denying the ACP and as well MACP. My Junior who has direct appointment as LDC in Jun 1981 has been granted MACP as his Grade pay as Rs.4600/- as if he has got two promotions one UDC and the other OS Gr.II, whereas I am denied the benefit of Rs.4600 and my junior is drawing Rs.4600/- grade pay. Please clarify ? When the CHECKER POST is not at all available on on today why DOPT is not considering my genuine demand of getting more pay or equal pay in par with my Junior please.

    I am appointed directly to GP Rs.2400/ on Aug 2001. On 1 Jan 2006 on restructuring of cadre of artisan staff, my GP improved to Rs. 2800/-. Now my questions are :
    a. My clerk try to appraised me as this restructuring is a promotion. Is restructuring really a promotion?
    b. When I will be eligible for MACPS???

    I am a draughtsman in Cex dept. my grade pay is 2400 i got 1st macp in 2009 with a grade pay 2800. Actually my promotional grade pay is 4600. it is a huge loss to me. If I got promotional hirachy i will get more benift. granting next grade pay is huge loss in my case. i hubmly request to consider this issue.

Actually the main objective and idea behind the ACP scheme introduced in 5th pay commission was to remove the frustration amongst the employees for not getting the promotion instead of serving for long years. By the virtue of this scheme the employees were atleast getting the financial benefit of higher post if not the post itself. But with the introduction of MACP in 6th pay commission this very objective is lost and the scheme has left for namesake only. For example in our office Employees Provident Fund organisation, Ministry of Labour some employees working on the post of Account Offficer in the Grade Pay of 4600/- have got Grade pay of 5400/- in ACP scheme whereas some of the employees are getting the Grade pay of 4800/- only due to MACP scheme and what a pity that these employees will get the grade pay of 5400/- only after 10 more years in 2nd MACP. This is a genuinne frustration of the employees which needs to be adressed by the appropriate authority as soon as possible to emplement the scheme in its true spirit.

    Some of employees are suffering adversely due to MACP, since they are not getting grade pay applicable to next promotional hierarchy. Whereas, the other employee on same post in same cadre having same qualifications and same job descriptions have got grade pay of promotional hierarchy under ACP. It means though the employee is under same cadre , some are getting higher grade pay and some lower grade pay. In KVIC, Ministry of MSME , some Dev. officers ( Grade Pay Rs.4200) are getting grade pay of Rs.4600 under MACP and some Rs.5400 under ACP, since there is no grade pay in between Rs.4200 and Rs.5400. This is not enough, on tour the benefits like higher hotel accommodation and higher TA, transportation etc.are additional. In some cases the junior staff than Development officer who has got 2 ACPs, are getting grade pay of Rs.5400.

    Further, such category of Development officers shall only get the grade pay of Rs. 5400 only after completion of 30 years of service, whereas the same counterpart has got the grade pay of Rs.5400 after 12 years of service, which is not justified. Such cases though rare will be in different departments.

    Kindly take up the matter with Anomaly Committee meeting slated in July 12.

    Under MACP, such posts where, the next promotional hierarchy is not in next grade pay, either such employees should be given MACP in promotional hierarchy grade pay or at least 1st MACP should be given in next promotional hierarchy grade pay to address the issue. Presently, the morale of such employees has degraded due to lower benefits under MACP in such cases.

    Kindly consider the submission for the benefits of thousands of such employees in different department. Such cases may not be enough and shall not involve huge finance.
