OFFICE MEMORANDUM
SUBJECT: Grant of advance increments to Stenographers in Subordinate Offices for acquiring higher speed in short-hand – Acceptance of Award of BOA – regarding.
In accordance with the provisions contained in the Ministry of Finance(Department of Expenditure) O.M.No.7(31)E-III(A)/75, dated 4.10.1975 and this, Department’s 0.M of even number dated 14.8.1969, Stenographers (Ordinary Grade) in Subordinate Offices in the pay scale of Rs.1200-2040 (pre-revised) were granted one or two advance increments respectively on qualifying shorthand speed test at 100 or 120 wpm, both at recruitment stage and while in service. It was clarified vide OM dated 14.8.1989 that these advance increments will not count as pay for allowances and as emoluments for pension/gratuity.
2. A demand was raised by the Staff Side in the National Council (JCM) that the OM dated 14.8.1989 may be withdrawn and the advance increments granted to Stenographers (Ordinary Grade) in Subordinate Offices be treated as pay for all purposes. The demand of the Staff Side was referred to the Board of Arbitration in CA Ref. No.5 of 2004 which gave the following Award on 16,92005:
“The advance increment sanctioned to the Stenographers in the Subordinate Offices as an incentive for passing the speed test of 100w.p.m and 120 w.p.m. should be treated as pay for all purposes.”
3. The question of implementation of the above Award has been considered in consultation with the Ministry of Finance and the President is pleased to accept the Award in CA Reference No.5 of 2004. Accordingly, it has been decided that the advance increments granted to the Stenographers (Ordinary Grade) in Subordinate Offices in terms of the provisions contained in Ministry of Finance’s OM dated 4.10.1975 shall be treated as pay for all purposes. Past cases decided otherwise may be regulated accordingly. This Department’s OMs dated 14.8.1989 and 30.1.2001 shall be treated as amended to thls extent.
4. In so far as the persons sewing in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.
5. Ministry of Finance etc, are advised to bring the above decision to the notice of all concerned under them for their proper action/guidance.

I am an Ex-serviceman (PBOR) discharged on 1 Feb 83, rank Naik (TS Gp B,Cl 1) Service 15yrs and 8 months. I am being paid disability/Service element .Old Basic pension -5259, New Basic pension -7170. As per your calculator I should be paid Ist installment of Rs 76575. But I received Rs 21456/- only. I am getting my pension through a nationalized bank which seldom replies quarries. So sorry to narrate my plight.The years after retirement were hectic since the pension hardly could fetch a single meal a day in those days .[1988}.The run was for roti,kapada and makkan apart from children’s education.Now the sum is good enough for three meals for sure.
Somebody is doing something sensible.
Hope the complications would be over soon and the dues would be granted.

Mypension before OROP was Rs. 12232 +14557 (119% DA) + 500 as medical (total= Rs. 27789 per month till Feb 2016. However, after OROP from Mach 2016 my pension is reduced as Basic: Rs. 11150 + 13269 (119% DA) + 500 medical (total: 24919 per month. Thus after OROP implemention my total pension is reduced by Rs. 2370 per month. Please look into it and confirm.

Who ever sees this comment whether just a reader or concerned govt official can’t avoid laughing at this work out weather CDA pension Allahabad or some one in ministry of defence at this OROP, the concept is to keep the rank pension of veterans to keep in par with present rank pension. My above basic pension 8411 is as on some month in 2009 is allmost same i.e..8853 ,is.just412enhansement in 7 yrs.it is some thing big mockery or funny. It seems no intellectuals/officers enjoying big salaries have no responsibility of checking the work of ministerial staff who normally prepares this. Even the pre 2006 pension anomalies are plenty, till today they are not solved.what sort of govt it is.what sort of finance ministry it is ,no hue and cry is taken note by the govt.just leave it to the wind all govt mistakes Wil be hurried for ever.

This is not OROP. A Sub who put 21 to 30 years of service are awarded Hony Lt. and a Sub Maj who put more than 31 years and more years of service are also awarded Hony Lt. Both the OROP is same. A Sub Maj had served hard for 4 years extra and being given the benefit of a Sub. Why it is called OROP. Service of the JCOs has been ignored while calculating the ORIOP.

Dear sir, Without taking into account 9 years weightage, my QS is 24.8 years. When my pension was fixed in 1991 weightage was taken into consideration and my basic pension was fixed at 50% of basic pay ie., Rs.1800. Now the PDA has fixed my pension (OROP) at Rs.15945 considering my QS as 24.5 years. Am I eligible to get Rs.17010 p.m. taking into account my QS as 33 years (including weightage of 9 years)? I was retired from the Army (AMC) wef 01 Feb 2015. I retired as Hony Nb Sub (with ACP Sub Maj) and getting the basic pension @ 11,169/-(which should have been 12,565 as per OROP). My pension has not been adjusted so far as per OROP.
On approaching the Bank authorities they turned down my application stating that the OROP is only applicable for pre Jul 2014 retirees.

Sir, while calculating the OROP formula, the length of service has not been taken in account. A Sub who put 28 to 30 years of serviced granted Hony Lt is drawing same Pension as compared to a Sub Maj who put 31 to 34 years of service is also drawing same pension under OROP. Why length of service not taken into account for the ONE RANK ONE PENSION. This is not OROP. Please clarify

Your format should contain column for filing up Disability pension in addition to Retiring pension. Last column should be Total basic pension. Then only your system would be able to calculate correctly.

As per length of service one Sub who awarded Hony Lt and served 28 to 30 years of service, is getting same OROP as compared to Sub Maj & Hony Lt who put more than 31.5 years of service. In accordance with PCDA(P) Circular No 529 dated 13-10-2014 and Min of Def OM No 12(16)/2009/D(Pen/Policy) dated 15-09-2014 the disability below 50% is required to be rounded off to 50% in case of those pensioners before 1996. In that case disability element for those pensioners should be half of 4559 =2279.5 for which corr PPO is to be issued by PSA. The PDA or the Records Office has to initiate application and forward to PCDA(P). Majority of Ex-servicemen do not know about it. Above 50% of disability also to be rounded off to higher percentage. This is called broad banding of disability.

Sir, I do not understand what happened to cppc Bank of Baroda New Delhi, I am already drawing Havildar pension for the last 30 years, now the cppc crediting Sepoy pension @ Rs 6665 instead of Havildar pension Rs.7598. The DA also wef 1-1-2016 Rs.400 credited instead of Rs 456. I can say this is gross negligence and deficiency in service by cppc New Delhi. If I try to contact them, no body attending the calls. I have already sent letters to cppc through Bank of Baroda, Visakhapatnam Main Branch on 8-4-2016 but no reply has been received by them till date. Please do the needful. Thanking you Sir. Regards.

I am a retired Hon. Slt (Navy)retired on 31 Mar 2013. During retirement my basic was calculated as Rs.16,110/-. After commutation it was fixed as Rs. 8055/-. Presently I am drawing Rs 28,180/-(8055+20125(125% DA of 16110). The OROP calculator indicated after feeding the appropriate data of me that total arrears from 01 Jul 2014 to 29 Feb 2016 is Rs. 5,13,496/- with Ist instalment of Rs.1,28,374/-. I enquired about my arrear from CPPC, SBI of Odisha (Bhubaneswar). They informed that no arrear is due in my account.
Kindly guide/help me on this.

Sir, I No 8020234H Havildar/ Clk Thippana Apparao Gp ‘Y’ DOE 7-8-1969, DOD 1-5-1985, Service 15 yrs 267 days (say 15.5 yrs), PPO No SC 14116/85, Bankers : BANK OF BARODA, Main Br, Visakha- patnam (AP), Bank account No SB 05150100005785 states that the Bank of Baroda CPPC New Delhi has not yet credited Orop arrears and new pension to my bank account. Inspite of repeated requests and written complaint made through B of B, no action has been taken by Cppc, New Delhi. Moreover, I am drawing Havildar pension since 31 yrs, now the cppc given Sepoy basic pension @ Rs.6665/- instead of Havildar basic pension of Rs.7598/- pm, for the month of March and April 2016 and DA also not credited correctly. I do not understand that the PCDA, MOD Fin Dept, RBI have given clear instructions/ orders to all cppc. The officials of cppc of B of B failed to complied with/carried out the instructions/orders. The
cppc does not know the calicula-tions therefore, the delay occurred. Many veterans suffered a lot and mental agony in this regard. Sir, necessary steps may please be taken in this regard for the welfare of poor veterans. Warm regards.

As per OROP revised pension of Subedar having 30 years qualifying service in Group Y is Rs 12690. DA is 125% wef 01 Jan 16. Compute is 5985 which comes to 12690 x 125/100 = 15862.5. 15862+12690-5985= 22567.00. Where as pension for the month of Apr 16 has been credited in my account only 22547.00 say Rs 20/- less which is not understood. Pl clarify what is correct pension..

There are huge calculation mistakes. For 6 months the arrears cannot run in lakhs. My first installment had been paid 63090 after deducting tax at source as 16368. This makes it 79458. But as per u i should have got in lakhs.

I am Hony Nb Sub Clk retired after 27 years of service on 28 Feb 2003 which included 1 year extra service during OP Prakaram-2002. Initially my pension was fixed for Rs 2610/- as on 01 Mar 2003, as on 01 Jan 2006 Rs 5899/-, 01 Jul 2009 Rs 7009/- and 24 Sep 2012 Rs 7601/- whereas same rank of Hony Nb Sub who retired after 01 Jan 2006 are getting Rs 10,029/- and 10352/- equal to regular Nb Sub as per para 5.1.62 of recommendation of 6th CPC. Why too much of disparity in my pension with post-2006 retirees? I have submitted applications to concerned records and pcdapension but nothing could be hear since 6th CPC is implemented.

But no fruitful results seen by the pensioners. I can say that this is a deficiency in services of all Cppc. Sir, Bank of Baroda cppc new Delhi has not been adjusted orop 1/4 instalment arrears and new pension till 14-4-2016. However, only Rs.15097/- adjusted instead of Rs. 17140/- on 2-4-2016. Local B of B, Visakhapatnam is not taken up the matter with cppc, new Delhi. SBI, PNB Pensioners have already received their pension and arrears. I do not understand what particulars they need, More over I think through the recent circular the Authority has clarify that all ranks retire before 2006 will entitle for the minimum Family pension set by the authority.

Sir, My physical service is 24.8 months and the qualifying service is 33.8 years taking into account the 9 years weightage given at the time of award of initial pension in July 1990 However, subsequently the PDA revised my pension in Sep 2012 based on physical service. Now also the PDA granted OROP based on physical service while the Govt order reads that the OROP should be granted based on qualifying service. Please clarify the correctness.

As per OROP Arrears Calculator my installment is supposed to be Rs.12945.00 but I have received Rs. 11232.00
The difference of Rs. 1713.00 in each installment is because of what.

Rs 26848.25 has been deducted by the bank as TDS from this instalment. If it were a lump sum given in this financial year the deduction would have been over 1,10,000/- on account of artificially inflated income slab. Normal pay in due time affords opportunity to invest in tax saving schemes which is not possible in case of belated payment of arrears. Only remedy is toclaim refund at the time of filing income tax return.
The calculator table for all categories is well designed.

I was Nk/Clk and invalid out on 17 Dec 1985 being Category ‘C’ (Pmt) with 20% Disability. Initially I was granted 230/- and 90/- disabilty, On implementation of IV CPC, Bank has revised my pension as 375+90=465 plus DR. On V CPC it was changed 1275+310 and subsequently on VI CPC 3500+1755. In 2012 bank has changed from 3500 to 4635 and the same is being disubursed to me.
On implementation of OROP, everyone has got Ist instalment of arrear but no arrear has been paid to me.
Sir I want to clear myself that as to wheather OROP is applicable to me or not. Please advisce.

Unfortunately the calculater is not with SBI , CPPC Patna. Or they are not clear about the prevalent rank structure of forces spacialy the NAVY.
Artificers -lll-l, drawing Rs.6374/- service 15 yrs. is paid arrear of rs.3107/- where as per the calculater it is 34249.52, it will take another months togather to rectify.The NAVY on it’ s part, have given full details of the rank structure to the bank. To to CPPC, PATANA in particular. Regards.

Sir the first installment which has been credited in my pension a/c as on 11 Mar 16 is Rs 5297/= only against Rs 5478.3 as shown calculated above. Again what happened to the basic pay adjustment of 30% disability pay granted and prevailing DA on that w.e.f 1.7.2016. My old BP of disability (as on 1.1.2013) is Rs 2965/= Please clearify how it will be taken care of. As per the formula devised i.e difference in old and new BP (pension) multiply by 10.68 the 1st installment supposed to be Rs 5767.2 (17010-16470)=540×10.68. Request clearify these three doubts.
