			<content:encoded><![CDATA[<p>Bank Accounts with Zero Balance   <br />With a view to achieve the objective of greater financial inclusion, the Reserve Bank of India (RBI) issued instructions to all Scheduled Commercial Banks in November 2005, to make available a basic banking ‘no-frills’ account either with ‘nil’ or very low minimum balances as well as charges that would make such accounts accessible to vast sections of population. As per RBI, the number of no-frills accounts outstanding with Public Sector Banks (excluding Regional Rural Banks) and Private Sector Banks at end of March 2012, is 1032.06 lakhs. </p>
<p>This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in Lok Sabha today.    </p>

<p>The Government has implemented the New Pension System (NPS) for Government employees who join Central Government (except armed forces) on or after 1st January, 2004. </p>
<p>The NPS and the old defined benefit (DB) pension system are two different pension systems. Therefore, there can not be any comparison between the two in so far as the benefits to employees are concerned. The Pension benefits under the DB system are defined, however, under NPS the amount of pension would depend on the investment returns, the accumulation upto the age of retirement and level of annuitisation and type of annuity chosen. </p>
<p>Some representations of Employees’ Associations have been received by the Government. The major reasons for its opposition by the Employees’ Associations are minimum pension, safety and returns on investment. Many measures have been taken to protect the interests of the NPS subscribers, like prescribing a flexible investment pattern, establishing a regulator in the form of the Interim Pension Fund Regulatory and Development Authority and creating the modern institutional architecture of NPS, which is low cost. </p>
<p>There is no proposal from the Government to reconsider the NPS. </p>
<p>This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in the Lok Sabha today.    </p>

<li>There is a proposal for introduction of a health insurance scheme for the central government employees and pensioners on pan-India basis, with special focus on pensioners living in non-CGHS areas. The proposal is to make this scheme voluntary cum contributory for serving employees &amp; pensioners.&#160; However, it is proposed to be made compulsory for the new entrants in Government service.      <br />&#160; <br />The salient features of the proposed Health Insurance Scheme are as under;       <br />&#160; <br />Optional for serving Central Government employees and pensioners including future pensioners,       <br />Compulsory for new recruits,       <br />Covers all the members of family as per CGHS norms,       <br />Sum insured – Rs. 5 lakh per year on a family floater basis,       <br />Corporate buffer of Rs 25 Crore to take care of cases exceeding Rs. 5 lakh,       <br />All pre existing diseases covered from the day one,       <br />Pre and post hospitalisation benefits available,       <br />Domiciliary Hospitalisation benefit,       <br />Maternity benefit upto two living children,       <br />OPD not covered however OPD consultations will be free,       <br />Payment of FMA for meeting OPD needs,       <br />Cashless treatment facility,       <br />Govt. to subsidise significantly the payment of premium,       <br />Employees / pensioners to contribute 20 to 30 percent of the premium,       <br />Identification of beneficiaries through a Smart Card.       <br />&#160; <br />&#160; <br />&#160; <br />The proposed scheme will be an alternative to the CGHS and it will provide an option to the serving employees and pensioners to choose a scheme as per his/her convenience.       <br />&#160; <br />The Scheme will have special focus on the pensioners living in non-CGHS areas who are getting Fixed Medical Allowance at the rate of Rs.300/- only per month to take care of their medical needs and have been demanding extension of CGHS or CS (MA) Rules to cover their OPD and Inpatient medical needs which is not feasible due to resource constraints.&#160; The Health Insurance Scheme seems to be a viable alternative.&#160; It will have additional implications, due to coverage of pensioners living in non-CGHS areas and not covered under any Government Scheme.       <br />&#160; <br />The proposal for inclusion of the Health Insurance Scheme for the Central Government employees and pensioners in the 12th Plan has been moved by the Ministry for consideration of the Steering Committee on Health in the Planning Commission. On receipt of approval of Planning Commission, the proposal would be placed before the Expenditure Finance Committee and finally before the Cabinet for approval of the scheme. 			<content:encoded><![CDATA[<p align="justify">Grant of Ration Money Allowance to the Non-Gazetted personnel of Andaman &amp; Nicobar Police, including personnel of India Reserve Battalion   <br />The Union Cabinet today approved the following:</p>
<p align="justify">&#160;</p>
<p align="justify">(i) The grant of Ration Money Allowance at the rate of Rs.1697/-per month per head to the non-gazetted personnel of A&amp;N Police and such personnel of India Reserve Battalions (IRBn) as are posted in Andaman &amp; Nicobar Islands with immediate effect; and</p>
<p align="justify">&#160;</p>
<p align="justify">(ii) The revision of the rate of Ration Money Allowance from time to time in accordance with the same formula as is currently applicable to the non-gazetted personnel of Central para military forces. </p>
<p align="justify">&#160;</p>
<p align="justify">This will fulfill a long pending demand of the non-gazetted police personnel and personnel of IRBn posted in the Union Territory and bring them at par with the personnel of Delhi Police. </p>
<p align="justify">&#160;</p>
<p align="justify">As per the existing strength of non-gazetted police personnel and personnel of India Reserve Battalion posted in the UT, annual expenditure is estimated to be in order of Rs.87.8 crore</p>
<p align="justify">&#160;</p>
<p align="justify">As per existing instructions, Ration Money Allowance is paid to Police personnel of A&amp;N Police posted at Look Out Posts (LOPs) only. LOPs are situated at Chowra, Teressa, Kondul, Pillow-Millow, Tillongchang, Narcondum, East Island and Interview Island. As a result only a few A&amp;N Police personnel get Ration Money Allowance and that too only for their tenures at LOPs. However, the present approval allows all the 4314 non-gazetted staff of Andaman &amp; Nicobar Police and such personnel of India Reserve Battalion as are posted in A&amp;N Islands to be extended this benefit at the rates applicable to Central Para Military Forces. </p>

<p align="justify">Subject:-&#160; Implementation of recommendations contained in Para 61 of 44th Report of Parliamentary Standing Committee on Home Affairs&#160; &#8211; following a time schedule for disbursement of pension – regarding.</p>
<p align="justify">&#160;</p>
<p align="justify">&#160;</p>
<p align="justify">In Para 61 of the 44th Report of Parliamentary Standing Committee on Ministry of Home Affairs, the Committee observed that timely&#160; payment of pension and retirement dues is not being made to the retiring employees of the Union Government. The Committee drew attention to the employees Provident Fund Scheme and the Notification issued by the Ministry of Labour on 27.10.1997 amending the Employees Pension Scheme, 1995. In terms of provisions under Employees Provident Fund and Misc. Provisions Act,1952, the Ministry of Labour inserted&#160; a new provision ‘17 A Payment of Pension’ which inter-alia says that ‘in case the Commissioner fails without sufficient cause to settle a claim complete in all respect within 30 days, the Commissioner shall be liable for the delay beyond the said period and penal interest at the rate of 12% per annum may be charged on the benefit amount and the same may be deducted from the salary of the Commissioner’ On the same analogy the Committee recommended that similar provisions may be formulated and enforced to ensure timely payment of pension and retirement dues to the retiring employees of Union Government.</p>

<p align="justify">2.&#160; Rule 68 CCS (Pension) Rules, 1972 provides for payment of interest on delayed payment of gratuity and recovery of interest so paid from the officers responsible for such delay. The recommendations of the Committee on delayed payment of retirement dues was examined in this Department in consultation with Department of Personnel and Training and Department of Expenditure, Ministry of Finance and it was decided to implement the recommendations as below:-</p>
<p align="justify">&#160;</p>
<blockquote><p align="justify">(i)&#160; All pensioners’ dues are to be settled by strictly following the procedure laid down in Rule 56 to 76 of CCS (Pension) Rules, 1972.</p>
<p align="justify">&#160;</p>
<p align="justify">(ii) Wherever delays are anticipated, provisional pension should be sanctioned immediately.</p>
<p align="justify">&#160;</p>
<p align="justify">(iii) Any delay in processing of pension resulting in pension not being authorized on the last working day of retirement of the retirement of the Government servant, should be reported by the Head of Office to the next higher authority who would watch the settlement of delayed cases.</p>
<p align="justify">&#160;</p>
<p align="justify">(iv) In respect of delayed payment of gratuity wherever it results in payment of penal interest at the rate applicable to GPF deposits under Rule 68 of CCS (Pension) Rules, 1972, Secretary of the Administrative Ministry or Department would initiate action to fix responsibility at all levels to recover the amount from the concerned Dealing Official, Supervisor and Head of Office in proportion to their salary by following the prescribed for the purpose and should be strictly enforced.</p>
<p align="justify">&#160;</p>
<p align="justify">(v) Once it has been decided to pay gratuity, the amount should be paid immediately pending a decision regarding payment of interest. This would reduce the interest liability if any on payment of delayed gratuity.</p>
<p align="justify">&#160;</p>
<p align="justify">(vi) In the matter of delayed payment of leave encashment, the Department of Personnel &amp; Training in their note dated 2.8.1999 had clarified that there was no provision under CCS (Leave) Rules for payment of interest or for fixing responsibility. Moreover, encashment of leave is a benefit granted under Leave Rules and not a pensionary benefit.</p>
<p align="justify">&#160;</p>
<p align="justify">(vii) In the matter of CGEGIS, the Department of&#160; Expenditure, Ministry of Finance in their UO No. 709/EV/1999 dated 6.8.1999 had clarified that payment under CGEGIS cannot be termed as terminal benefit. As payment under this Scheme are made in accordance with the Table of Benefit which takes into account interest upto the date of cessation of service, no interest is payable on account of delayed payments under the scheme. They had also clarified that CGEGIS payment cannot be withheld and no Government dues can be recovered from the accumulation expect the amount claimed by the financial institution as due from the employee on account of loans taken for house building purpose.</p>

<p align="justify">&#160;</p>
<p align="justify">3. The above recommendations were circulated among all Ministries/Departments vide this Department’s OM No.38/64/98-P&amp;PW(F) dated 5th October 1999. However, it is noticed that all Ministries/ Departments are not strictly following the above instructions. The above instructions provide that wherever delays are anticipated, provisional pension should be sanctioned immediately. Thus, in case where regular pension is not authorized at the time of retirement, provisional pension should invariably be sanctioned. Inspite of these instructions, there have been instances where payment of pension (regular or provisional) is not authorized at the time of retirement. In some cases, the administrative departments have been directed by the Central Administrative Tribunal/Court to pay interest for delay in payment of pension and a number of proposals for payment&#160; of interest&#160; of delayed pensionary benefits is being forwaded to Department of Pension and Pensioners Welfare. Therefore, it is reiterated that all the Ministries/Departments should strictly follow the above recommendations communicated vide this Departments OM dated 5.10.1999.</p>
<p align="justify">&#160;</p>
<p align="justify">4. The Ministries/ Departments may circulated this OM among the concerned attached/subordinate/field organizations under the administrative control of the respective Ministry/Department for strict compliance.</p>

<p>At present, there are 24 Sainik Schools in the country. In-principle approval has been given to set up three new Sainik Schools in Sambalpur (Orissa), Sagar (Madhya Pradesh) and Chittoor (Andhra Pradesh) respectively. </p>
<p>Sainik Schools admit boys in Classes VI and IX. Their age should be 10-11 years for Class VI and 13-14 years for Class IX as on 1st July of the year in which admission is sought. Admissions are made strictly in the order of merit on the basis of an Entrance Examination held once a year. The Entrance Examination consists of a written examination followed by an interview of shortlisted candidates. Admission is further subject to the candidates being found medically fit according to the same medical standards prescribed for entry to National Defence Academy. </p>

<p>Staff Selection Commission, SSC, at the instance of Ministry of Home Affairs started recruitment of Sub-Inspectors in Central Armed Police Force, CAPF, a few years ago and recruitment of Assistant Sub-Inspectors in CISF in 2010. Recruitment of Constables (GD) and Riflemen (GD) in CAPF has been entrusted to SSC since 2011. Now, on the request of Ministry of Home Affairs, it has been agreed that recruitment of Sub-Inspector in Delhi Police will also be undertaken by the SSC.</p>
<p>&#160;</p>
<p>Recruitment of Sub-Inspector in Delhi Police Examination 2012 will be advertised on 2.6.2012(tentative) and the written examination is scheduled on 19.08.2012. The stages and scheme of recruitment will be identical to those of Sub-Inspector in CAPFs Examination, with recruitment having three stages-Written Examination, Physical Endurance Test and Medical Examination and Interview –cum-Personality test. Vacancies communicated by Delhi Police for this recruitment are 324 for male and 11 for female candidates respectively with degree in any subject as the minimum educational qualification. The recruitment will be on All-India basis with the written examination, PET/Medical Examination and Interview held at Regional Offices for the convenience of the candidates. </p>

<p>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Widows, dependents and children of martyred and disabled war soldiers get liberalized/special/normal family pension as per their entitlement.</p>
<p>Department of Ex-servicemen Welfare in the Ministry of Defence is the Nodal Department for welfare of ex-serviccmen, widows or dependents and children of martyred and disabled soldiers. Its attached offices namely Directorate General of Resettlement andKendriyaSainik Board are working in this direction. Rajya and ZilaSainik Boards at the State &amp; district level look into the condition of families of martyrs and disabled soldiers.</p>
<p>&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Besides this, each Service Headquarter has dedicated cell to look into welfare issues of widows, dependents and children of martyred and disabled war soldiers. Record offices, local formations/units have system in place to periodically interact formally &amp; informally with families of martyred &amp; disabled soldiers.</p>

<p>Subject: Fresh empanelment of private hospitals and diagnostic centres and revision of package rates applicable under CGHS LUCKNOW.</p>
<p align="justify">The undersigned is directed to invite reference to this Ministry’s Office Memoranda of even number dated the 8th December 2010, 19th January 2011 and 14,11.2011 vide which continuous empanelment scheme has been initiated under CGHS. LUCKNOW for treating CGHS beneficiaries The CGHS rates applicable have already been notified and are available on CGHS website Three rates were notified, one for super-specially hospitals, the second for hospitals that were accredited with the NABH and the third for hospitals not accredited with the NABH,</p>
<p align="justify">&#160;</p>
<p align="justify">2 The undersigned is directed to enclose further list of hospitals and diagnostic centres . under the categories mentioned in the application for continuous empanelment and tender document that have conveyed their acceptance of the CGHS rates notified under different CGHS Cities and have signed the Memorandum of Agreement with CGHS and have also furnished the appropriate performance bank guarantee These hospitals and diagnostic centres are now taken as included in the list of approved hospitals for empanelment under CGHS. LUCKNOW It has now been decided that in the list of hospitals and diagnostic centres enclosed, and have now been approved under the fresh empanelment procedure and have now signed the fresh Memorandum of Agreement and submitted the appropriate performance guarantee will be eligible to treat CGHS beneficiaries and charge at the revised rates with effect from the date of issue of this Office Memorandum The empanelment shall be for a period of one year or till next empanelment, whichever is earlier.</p>

<p>Married Accommodation Project (MAP) has been undertaken by Ministry of Defence for providing adequate residential/married accommodation for the defence personnel.</p>
<p> Under the project, a total of 198881 Dwelling Units (DUs) are being constructed in four phases, at an estimated cost of Rs.17357.97 Cr. Presently, 53957 DUs have been constructed out of a total of 57875 DUs under Phase-I of the project. Phase-ll of the project involving construction of 69992 DUs has also begun. In order to ensure that the balance of 71014 dwelling units of MAP Phase-Ill and Phase-IV also get completed expeditiously, Phase- Ill and Phase-IV have been merged. The total number of DUs proposed to be constructed is based on assessment of requirement.</p>
<p>&#160;</p>
<p>The deficiency in married accommodation have been identified and construction has been undertaken under the Married Accommodation Project (MAP) on priority. MAP is only for serving defence personnel and is not meant for retired personnel. </p>

<p>This information was given by Minister of Defence Shri A K Antony in a written reply to Shri Partap Singh Bajwa in Lok Sabha today. </p>

<p>The Motor Vehicle(Amendment) Bill, 2012, which was passed by Rajya Sabha on 08th May, 2012 provides as under:- </p>
<p>&#160;</p>
<p>“49A. Where an owner of a motor vehicle (other than transport vehicle) on which one-time or long-term tax has been paid, ceases to reside at the address recorded in the certificate of registration of the vehicle on account of his transfer on official duty or shift of residence, the registering authority shall, where the vehicle was registered prior to such transfer or shift of residence, on application for no objection certificate under section 48, refund the pro-rata unutilized tax on the vehicle; and the registering authority where the vehicle is being shifted shall levy and collect pro-rata tax for the remaining valid period of registration of such vehicle.” </p>

<p>This information was given by Dr. Tushar A. Chaudhary, the Minister of State for Road Transport &amp; Highways in response a question in Lok Sabha today. </p>

<p>In accordance with amended para 69 (under para 83 of Employees’ Provident Fund Scheme, 1952), an International Worker is allowed to withdraw the full amount standing to his credit in the fund: </p>
<p>&#160;</p>
<p>on retirement from service in the establishment at any time after attaining the age of 58 years; </p>
<p>&#160;</p>
<p>on retirement on account of permanent and total incapacity for work due to bodily or mental infirmity duly certified by the medical officer; </p>
<p>&#160;</p>
<p>In respect of a member covered under a Social Security Agreement entered into between the Government of India and any other country, on such grounds as may be specified in that agreement. </p>
<p>&#160;</p>
<p>The provisions of Inoperative accounts are not applicable in respect of International Workers. </p>
<p>&#160;</p>
<p>This information was given by the Union Minister for Labour &amp; Employment Shri Mallikarjun Kharge in reply to a written question in the Lok Sabha today. </p>

<p align="justify">Government are pleased to sanction increase in the rates of Dearness Allowance payable in the 2007 pay scales from the existing 69.5% to 76.75% of the basic pay to the State Government employees with effect from 1<sup>st</sup> January 2012 and upto 31<sup>st</sup> March 2012. The Dearness Allowance of 76.75% admissible with effect from 1<sup>st</sup> January 2012 is merged with basic pay in the 2012 revised pay scales with effect from 1<sup>st</sup> April 2012.</p>
