    I am working in an autonomous Govt. of India institution for the past two years in Permanent post and more than 13 years as Casual labour in the pay band of 3200/-. My wife had underwent Sterilization during 2007 and I had submitted the same for Family Planning Allowance, which was denied by my organization. But I understand from a court order that the facility may be extended to all those employees who are also on casual / temporary basis. Kindly clarify and send any order in this effect. Please help me.

    Dear sir,Presently I am working in central govt. Department and possessed diploma in electrical engineering with 11 years continuous service in electrical field of engineering. As per the OM No:F16-19/75/T-2, dated 26.5.77 Ministry of Education & Social Welfare, Dept. of Education Technical,the letter stated as “Diploma in Engineering in appropriate discipline plus total ten years of technical experience in the appropriate fields is recognized as equivalent to degree in engineering. It is considered valid for the purpose of selection to Gazetted posts and services under central or state Government”. As per the above OM, 1. whether my qualification is equivalent to Degree in Engineering? 2. Whether I am eligible for applying for higher post of having minimum qualification of Degree in Engineering. Anybody knows Please send mail to

    I joined as LDC in the year 1982, and got promotion as UDC in 1999 on the scale of Rs.4000-6000/- and subsiquently got ACP (after 24 years)in the scale of Rs.4500-7000/- in the year 2006 and thereafter I got promotion as Jr. Accountant in the scale of Rs.5000-8000/- in the year 2009.     Sir,
    This has reference to the Special Incentive of 25% for All India Service Officers of North East Cadres allowed by the Central Government wef February 2009.

    Vide OM dated 10.02.09 issued from File # 14017/4/2005-AIS(II), the DoPT has allowed an additional monetary incentive of 25% of the basic pay to All India Service Officers actually working in the NER which called “Special Allowance for Officers belonging to North East Cadres of All India Services”. This amount/incentive is in addition to all other allowances payable to them.

    The amount payable to the IAS, IPS & IFS is however not payable to officers belonging to the central services like the IRS, IA&AS, ICCE, IRAS etc. though the Officers of all these Central Services (unlike those belonging to the All India Services Officers) have the option not to serve in the NER by seeking a posting in any other part of the country.

    The All India Service Officers by virtue of being a part of these services are allotted to a particular cadre / state & have to perforce serve only in that cadre / state to which they have been allotted unless they opt to go on deputation for 3-5 years in the Centre etc.

    Since the AIS Officers have no option but to serve in the NER, the need to permit an additional incentive should not have normally arisen, except to discourage the tendency to perennially seek to proceed on deputations to the Centre or to some obscure post in their own home state.

    Without any incentive to be posted in the NER, which has been historically been perceived to be an isolated & remote area, Central Service Officers from the rest of the country have been avoiding any posting in the NER.

    This trend has not only led to insulating local NER administration of these services from developments & progress in the more advanced parts of the country; but also resulted in serious shortage of Officers to man various wings of all the Central Services.

    However, the DoPT is yet to see the practical side of the problem & has so far failed to allow the incentive to Central Service Officers in the NER despite numerous representations filed.

    Date of joining of one Central Govt. Employee of Dept. of Posts is 1.02.95. Disciplinary case has been initiated in the year 2001. With holding of next increment for 3(three ) years has been ordered on 15.05.08. With holding of next increment for 3(three ) years has been started from 1.07.09. Is he entitle to get MACP from 1.09.08 ?

    I am working in DGQA(under min. of defence)at CQAV,Ahmednagar.I I have a three son and there date of birth are 1/5/1991,28/02/1996,&16/04/1998.I have submitted my wife sterilisation certificate during 17/04/1998.(my self & my wife are within reproduction age during opration)initially my office given me family planning allowance after two year based on L.A.O’instruction office stoped the allowance & recover all given amount saying that,you have a three child after Vth pay commision.
    Now I have seen policy on cgstaff news & swammi’s news on website,that employees having three children prior to 21/07.1999.
    kindly let me know I am eligibale for family planing allowance,if so I want DOPT order/OM no.& theredetails/copy.OR address of the office where I write a letter,so that I can obtaind copy.

    CHILDREN EDUCATION ALLOWANCE SCHEME – Need For a Clarification
    Reg.Hostel subsidy for Inter second year/10+2 class….
    “Children Education Allowance Scheme” announced in the Sixth Central Pay Commission has got huge appreciation among the Central Government Employees.
    1) As per sep.2008 orders of“Children Education Allowance Scheme”
    Central government employees children should go to school, get good knowledge by joining good institutes – This has been the main aim of Central Government Children Education Allowance Scheme, has given good hopes in the minds of central government employees about their children’s education and future. But in 2011, CEA clarifications reg hostel subsidy will not reimburse those study with in the district(station).But employ works in a remote area, child gone to study in better institute/collage, that child cannot go for other station in second year of the two years course.

    2) Earlier before Sixth Pay Commission we were getting meager amount for education as tuition fees. Now through Children Education Allowance provision has been made to recover a maximum of Rs.1,000 per month and an amount not more than Rs.12,000 per year.

    Allowances given for the benefit of employees remain equal for all and not variable for each individual. But based on Children Education Allowance rules, one person may get for his child an amount of Rs.1,250 per year and another get for his child an amount of Rs.15,000 per year as D.A cross 50%. Moreover employees are having grievances based on the bills provided in the schools and various other bills related to this scheme.

    For example children’s uniform cloth rate ranges from Rs.40 to Rs.400 per meter.In the ready made dress rates are very high. Believing that whatever money spends for children’s education will be refunded, our employees are going for high quality products. When these bills are submitted management seems to have suspicious view and their argument takes place between management and employees. This variation in value starts from ordinary pencil, pen and compelled to submit bills on time in all the four quarters that is for every three months. This also leads to friction in between management and employees.

    The maximum limit for Children Education Allowance has been fixed. But there is no sealing for each and every expense. This creates a doubt in the minds of employees that the differences in allowance will remain forever.

    To remove such drawbacks in this good scheme, central government employees wishes that the central government should consider all the employees who provide a Bonafide Certificate from their children’s school should be provided with Rs 1,250 per month as Children Education Allowance.

    Sir,
    I applied for a post in Central Govt. service and appeared on selection examination along with other trades of same grade pay on 31 Aug 2006. Only one vacancy was in my trade. Selected candidates of other trades received their appointment letter in Dec 2006 onwards. However I got my appointment letter signed on 06 Mar 2008 and joined the organisation on 31 Jul 2008 with deferment less than 06 months. However in between in year 2007 recruitment was conducted for other trades only. Now while preparing seniority list of batch of year 2005, 2006 & 2007 for promotion to next rank, I have been placed far below accounting 03 criteria: (i) Financial Year of actual appointment letter issued, (ii) Year of selection, (iii) Merit, (iv) Date of joining & (v) Date of Birth.

    Sir, kindly intimate what should be actual position in seniority list, while making the list what are the criteria to be taken into account and the OM No. of DOPT rules governing it.
