Sub: Restructuring of certain Group ‘C’ cadres – promotion benefit to the staff against vacancies existed as on 01/11/2013-reg.

Ref: NFIR’s PNM Item No. 4/2014.

During the course of discussions in the NFIR’s PNM meeting held with the Railway Board on 10th & 11th April 2015, the Official Side advised that as per feedback received from Railways/Units the exercise of restructuring and consequential benefits to the staff is near completion. The Federation while disagreeing with the reply has explained that undue delay has taken place in filling of the vacancies existed as on 01/11/2013. The Federation also insisted that already there is inordinate delay of over 1 ½ years, hence proforma fixation needs to be given to the staff w.e.f. 01/11/2013. The Federation also reminded the Board during discussion that in the past the benefit of proforma fixation was given to staff w.e.f. 01/11/2003 and similar decision needs to be taken now.

NFIR, therefore, requests the Railway Board to grant of proforma fixation to the staff against vacancies w.e.f. 01/11/2013. A copy of the instructions issued may be endorsed to the Federation.
