Provisional Payment of Pay – On Promotion/transfer to a new post

OFFICE MEMORANDUM

Subject : Provisional Payment of Pay – On Promotion/transfer to a new post.

According to para 2(c) of the Ministry of Finance Office Memorandum No.F.13(21)-E.III/58, dated the 23rd May, 1958 as modified by office Memorandum No.F.13(21)-E.III/58 dated the 15th October, 1958 requests for provisional payment issued by the Administrative Ministries under their own powers should be signed by an officer of Deputy Secretary’s rank. A question has been raised whether such requests, which are beyond the powers of the Administrative Ministries and which are therefore issued with the concurrence of this Ministry, should also be signed by an officer of Deputy Secretary’s rank.

2. It has been decided in consultation with the Comptroller and Auditor General of India that when the President’s sanction is issued with the concurrence of the Finance Ministry it is sufficient if an officer competent to authenticate the orders of the President signs such sanctions. Such cases should, however, be seen by a Deputy Secretary in the Ministry concerned before the proposal regarding the provisional payment is referred to Finance Ministry for concurrence.
