OFFICE MEMORANDUM.

Subject:- Increment granted to the employees stagnating at the maximum of their pay scales for fixation of pay on promotion – item for consideration in the Committee of the National Council of J.C.M.

The undersigned is directed to refer to this paragraph 3 of this Ministry’s O.M. of even number dated the 26th September, 1974 on the above subject wherein information was called for from all the Ministries/Departments to find out the financial implications involved to study the demand of the Staff Side that orders contained in this Ministry’s O.M. no.1(9)-E.III(A)/74, dated 23.3.74 regarding fixation of pay under F.R.22-C in respect of employees stagnating at the maximum of the scale of pay at the time of their promotion to the next higher grade, should be given retrospective effect from 1.3.70 instead of 1.11.1973. The information received from ____ Ministries/Departments revealed that the aforesaid demand of the Staff Side would have considerable financial implications. It was, not, therefore, found possible to accept the demand of the Staff Side.

2.The Staff Side has not made an alternate proposal that orders contained in the this Ministry’s O.M. dated 23.3.1974 should at least be given effect from 1.1.1973 instead of 1.1.1973. It has been urged by them that the number of employees who had reached the maximum of the revised scales during the said period from 1.1.1973 to 1.11.1973 would not be large but combined with the protection available for seniors to have their pay stepped up to the level of their juniors because of the operation of these orders, this might give some advantage to the employees who had promotion before 1.1.1973, but could not get the benefit of stagnation pay for purposes of fixation of pay in the old scale of pay.

In order to consider the alternate proposal of the Staff Side, it is necessary; to know the financial implications that may be involved in it. All Ministries/Departments are accordingly, requested to furnish consolidated information in the following form in respect of all offices under them:-

3. Since the Staff Side are anxious for an early decision, it is requested that the requisite information may be furnished as early as possible so as to reach this Ministry latest by the 20th April, 1977.
